In response to a bus accident where a pressure relief device produced a horizontal jet flame lasting several minutes, the Netherlands offers possible changes to CNG component and bus safety regulations.

Proposal to regulate the discharge direction of pressure relief devices (PRD) on CNG containers in response to a fire accident in the Netherlands in which the PRD produced a long horizontal jet flame for several minutes posing a risk to other road users and surrounding buildings.

Supplement 1 to the 01 series included requirements for the positioning of LNG tanks. While the Netherlands believes that mounting the LNG fuel tank 200mm above the road surface is broadly adequate; this proposal aims to ensure that the fuel tank cannot, under any normal driving or stationary working situations, come into contact with the ground. The new wording provides more definitive conditions, including the possibility of a vehicle having one or more flat tires as well as for those vehicles that have ‘kneeling’ capability or variable suspension, both of which lower the frame of the vehicle closer to the ground.

Proposal to revise the text of document GRSG-107-25 on fire suppression systems to ensure that the provisions can be applied fully to natural gas and/or hydrogen-powered vehicles.

Proposal of corrections to document GRSG/2016/7. The wording of the original proposal opens the possible interpretation that the regulation allows materials other than copper, stainless steel, or steel with corrosion-resistant coatings for gas tubes. The intention of the proposal was only to allow for “non-seamless” gas tubing. The original proposal is therefore modified to allow Class 0/I hoses with couplings using gas tubes of other than seamless material.

Editorial amendment to document GRSG/2016/8 for clarity. The original proposal would allow the use of Class 0 hoses with couplings using sealing technologies other than those with a 45° cone provided that the hose assembly can withstand the impulse test of paragraph 1.7. and the tests of Annexes 5A (overpressure test) and 5B (external leakage test). This proposal clarifies that the original sealing-cone specification or other compliant couplings, including designs with soft seals (e.g., O-ring) provided they pass testing described in Annexes 5D, 5F, and 5G.

Proposal for further discussion concerning technical advances in the use of CNG accumulators as an intermediate technology for promoting high, stable pressure in CNG engine injection systems. The CNG accumulator is used to stabilize the gas pressure and to allow engine operation whenever the LNG supply system is not able to deliver fuel. This proposal would define requirements to enable the certification of these components.

Proposal for discussion to enable the certification of CNG compressor components. Due to density and temperature constraints, LNG fuel systems require technologies to warm the LNG fuel to reach temperatures and pressures suitable for the engine. In some configurations, this involves the use of CNG compressors. Therefore, this proposal seeks to enable use of this technology through establishment of requirements to ensure safety.

Proposal to clarify the test procedure to be applied in assessing compliance with the requirement for “compatibility with heat exchange fluids of non-metallic parts” Annex 5Q is part of UN Regulation No. 110. In Annex 4D, the wording “Compatibility with heat exchange fluids” is used but there is no reference to the applicable tests. The proposal clarifies that the “LNG heat exchanger – vaporizer” falls within Annex 5Q. The proposal correspondingly clarifies the general overview Figure 1-2, with all tests from Annex 5, and Table 5.1 in Annex 5.

Proposal to require marking of extension numbers on accessories relevant to the UN R67 bonfire test (e.g., multivalve, pressure relief valve, pressure relief device) in order to prevent/prohibit the misuse (in container configurations) of these accessories. Proposal to allow the use of a generator fueled by the vehicle gaseous fuel system that provides electricity to run accessories (e.g., overnight power in sleeper cabs, to maintain battery charge during high electrical power use with loading or lifting equipment).
