Implementation of Revision 8 to Consolidated Resolution No. 3 (R.E.3)

Proposal to correct document WP.29/2025/94.

Proposal to add a new Annex 8 on “Virtual testing Guideline with regards to Tests for Approval”.

Proposal to amend paragraph 3 in the proposal to revise Annex 7: In the relevant section related to specifications and/or tests, insert a new paragraph, to read:
“For all vehicles, equipment and parts with which the approval tests are performed, the manufacturer shall provide the necessary information (e.g. software versions and system parameters) allowing the Technical Service to uniquely identify the configuration of all hardware and software that have an influence on performance with regard to this Regulation; this information shall be appended to the test report.”

Proposal to align the manufacturer information document with the type-approval
certificate and to clarify that compliance with a limit measured according to PN10 demonstrates compliance with the same limit according to PN23.

Consolidated revision to make corrections, clarifications and improvements that have already been introduced into the 02 and 03 series of amendments of UN R154. The proposal is based on document GRPE/2024/2, GRPE-90-11-Rev.1, and GRPE-91-11 PEV run-in provisions only). Proposal to amend the minimum height (clearance distances) of lateral protection devices for vehicles with longer distance of axle and to amend the transitional provisions to exempt Contracting Parties that apply UN R73 on or after the entry into force of the 02 series from the obligation to accept approvals granted in accordance with paragraph 11.11. of the Regulation.

Proposal to clarify provisions referring to the “vehicle master switch”. After a battery-off (circuit disconnection) event, some vehicle settings may turn to a default setting that is not the last setting. The proposal introduces an exemption applicable to FVA systems in such “system reset” cases.
