This Regulation applies to Built-in Child Restraint Systems installed in vehicles of categories M2 and M3 class B and class III with regards to the securing of children from 40 – 150 cm in forward facing and rearward facing vehicle seats.

For M2 and M3 vehicle of all classes, when an adult seating in a forward-facing seat which face a built in Child Restraint system, an impact between the adult and the child shall be prevented. In order to prevent the impact between the occupants a 3-point belt is requested on the adult seating position. The text has been proposed to be updated in the UN Regulation 16 Supplement 05 to 08 series of amendments, it seeks to harmonize requirements in both UN Regulation 14 and UN Regulation 16.

Discussion on the introduction of technical requirements applying to the bus front to reduce the extent of damage and injury in connection with potential frontal impact accidents. It has also been raised by the labour unions that buses need to become more crash resistant. Plan is to change the scope and perhaps add a new section for testing the front of the buses. Alternatively make a new regulation for frontal protection for buses.

This would be aligned with the requirement that non-integral ECRS are not allowed for children with a stature of less than 100 cm (6.1.3.3.) and also with the requirement for toxicity testing in 6.3.1.1 (para 6.3.1.1 does not apply to non-integral ECRS with a stature range of 100 cm or above).
