Proposal for an informal group to develop a draft regulatory proposal for a new UN Regulation on close proximity vision and obstacle detection systems in order to establish uniform technical requirements for such close proximity vision and obstacle detection systems to prevent accidents by enabling the driver to notice any pedestrians around or behind the vehicle.

Proposal to replace the term “minimum average magnification factor” with “magnification factors” in paragraph 16.1.3.1. There is no “minimum average magnification factor” in this regulation, just a “minimum magnification factor” and an “average magnification factor” and this already mentioned in the text following the revised sentence.

Proposal to introduce requirements for “obstacle detection systems to support fields of vision” (e.g., wide-view mirrors, sensors, camera systems). The aim is to decrease backover fatalities and injuries due to driver failure to adequately scan for obstacles when driving in reverse gear.

Proposal to change the latency for scanning a field of vision (total process of scanning, rendering and reset to its initial position) from a maximum of 2 seconds to a maximum of 200 ms. This proposal corresponds to the current state of technology and removes a contradiction within the regulation between paragraphs 6.2.1.2. and 6.2.2.3.4.3. (the latter introduced via supplement 2 to the 04 series of amendments).

Proposal to introduce new requirements and test procedures for rear-view systems in order to reduce risks of pedestrian collisions while vehicles move in reverse.

Proposal for improvements to the driver rear field-of-view requirements towards reducing pedestrian accidents.

Proposal to harmonize the Russian text with the English-language version of the regulation.

WP.29 adoption of the new IWVTA regulation (UN Regulation No. 0) is anticipated for March 2017 with an entry-into-force the following October. This initial regulation (00 series of amendments) will include UN Regulations as they stand prior to September 2, 2017. However, a number of these regulations contain transitional provisions such that new versions will enter into force during the 12 months following this cut-off date. Therefore, this document (updated from the earlier version) proposes a list of such regulations that would be included in the 01 series of amendments to UN R0 to be submitted for adoption by WP.29 in November 2017. In concept, UN R0 would be updated with these “upgraded” versions of the UN Regulations.

Review of work towards adapting and/or approving certain UN Regulations for use within the International Whole Vehicle Type Approval regulation.

During its first session, the EMC Task Force considered proposal regarding the application of UN R10 to trolley buses (under UN R107), to UN R46 (indirect vision and camera monitor systems), and to the work on automatic emergency call systems (AECS), as well as a proposal to amend UN R10 itself. Proposal to clarify that fully integrated surveillance mirrors may be mounted below 2 metres in cases where they are integrated in a housing including one or more Class II or III mirrors.
