Consolidated version of UN R129 including the proposals for the 02 series of amendments (WP29/2016/107), Supplement 1 to the 02 series of amendments (GRSP/2016/19), and Supplement 2 to the 02 series of amendments (GRSP/2016/22). The 02 series concerns the “phase 2” amendments regarding the approval of booster-seat CRS category (booster seat with backrest). Supplement 1 updates the toxicity and flammability of materials provisions pursuant to Supplement 1 to the 01 series of amendments. Supplement 2 proposes editorial improvements and corrections to the original text.

Revision 3 of the 1958 Agreement allows for a Unique Identifier (UI) under the DETA system as an alternative to the current approval mark. In the case of child restraint systems, the approval mark contains important information for users. Therefore, this proposal would prohibit replacement of the approval mark by the UI.

Proposal to transfer all ISOFIX requirements from UN R14 into a new UN Regulation. Within the context of the international whole vehicle type approval program, the removal of these CRS anchorage provisions would align UN R14 with its Australian Design Rule counterpart and enable Australia to apply the revised UN R14 narrowed down to adult seat-belt anchorages only.

Per the proposal to narrow the scope of UN R14 (GRSP-60-04), this proposal would consolidate the provisions for child restraint anchorages deleted from UN R14 as a new UN Regulation.

Proposal to add references to the steering gear provisions of UN R137 (full width frontal impact) as a compliance alternative in addition to the current references requiring compliance with similar provisions in UN R94 (offset deformable barrier frontal impact).

Proposal to apply a minimum burst pressure (BPmin) in place of the current COP that only requires the manufacturer to provide mid-burst pressure with specified variation. The proposal also deletes the phrase “and in no case less than the value necessary to meet the stress ratio requirements” which was erroneously copied into the regulation.

This informal doc amends the draft supplement presented in document GRSP/2016/24 in order to harmonize the mass tolerances of the ISO fixtures. The current paragraph 15.6 foresees that, for type approval to the 07 series, safety belt reminders are not compulsory until 1 September 2022 on the exempted seats (e.g. seat rows with a suspension seat). In the absence of any clarification for the case of extensions of type approvals, paragraph 15.6 of UN R16.07 could create interpretation problems when a previously granted approval for an exempted vehicle needs to be extended after 1 September 2022. As previously agreed by GRSP, this proposal would clarify that the new SBR requirements would be applicable only for new type approvals as from 1 September 2022, such that previously granted approvals would remain accepted, with their exemption.

Announcement of task force establishment, organization, and meeting plans towards developing a proposal for the assessment and approval of deployable exterior pedestrian safety systems (e.g., active bonnet).

Phase 2 proposes to amend the UN Global Technical Regulation No. 9 on pedestrian safety by introducing the flexible pedestrian legform impactor (FlexPLI) as a single harmonized test tool in order to enhance the level of protection for pedestrian lower legs. NHTSA has expressed concern that the injury assessment reference values (IARVs) for this GTR may not meet the needs for injury mitigation in the U.S. In order to enable the proposed Phase 2 amendment to move forward with US support, the US proposes additions to the GTR preamble to make clear its position and intentions regarding assessment of the IARV and to allow the brackets to be removed from the IARV in the draft amendment.

Proposal to correct figure 2 in Annex 1B to show the referenced zones A and B, to add sentence “Non-rigid material of < 50 Shore A hardness may be removed in order to demonstrate that covered or padded rigid parts are not contacted by the head or the chest of the manikin during the test.”, and to make editorial improvements.

Final report, pursuant to the amendment’s approval by GRSP, to accompany the amendment to align the specifications for back doors with those of side doors with rear mounted hinges as established in UN Regulation No.11.

Draft proposal for eventual submission to WP.29 for the further development of the GTR on hydrogen fuel-cell vehicle safety, including the following additional areas for consideration:

1. Scope revision to address additional vehicle classes;
2. Requirements for material compatibility and hydrogen embrittlement;
3. Requirements for the fuelling receptacle;
4. Evaluation of performance-based test for long-term stress rupture proposed in Phase 1;
5. Consideration of research results reported after completion of Phase 1 – specifically research related to electrical safety, hydrogen storage systems, and post-crash safety;
6. Consideration of 200 per cent NWP or lower as the minimum burst requirement;
7. Safety guard system for the case of isolation resistance breakdown.

Proposal to align the provisions on toxicity and flammability of materials used to manufacture Child Restraint Systems (CRS) and to update test provisions of UN Regulation introduced by the Supplement 1 to the 01 series of amendments to UN Regulation No. 129. It is based on ECE/TRANS/WP.29/2016/106, adopted at fifty-ninth session of the Working Party on Passive Safety (GRSP) and modifies ECE/TRANS/WP.29/2016/107 (02 series of amendments to the UN Regulation).

An additional “Reduced-Size Rearward Facing toddler CRS” fixture (ISO/R2x) was added to facilitate compatibility in small cars/seating positions. The ISO/B2 booster seat fixture was added in the i-Size concept. Lateral facing fixtures (ISO/L1 and ISO/L2) have been upgraded.
