Proposal to further refine the transitional provisions of UN R48. In 2014, the transitional provisions of UN R48 were changed in order to avoid having more than one series of amendments in force at the same time (via Supplement 3 to the 06 series of amendments). This change allows earlier series of amendments to be "frozen" and used under the International Whole Vehicle Type Approval system (IWVTA) as "versions" of UN R48. However, the possibility for the partial application of a series of amendments resulting from the installation of new equipment on a vehicle approved to an earlier series has been raised within the IWVTA. This proposal refines the transitional provisions in order to enable partial application of a series through an extension of the existing approval rather by requiring a new approval. At the same time, the proposal aims to ensure that the safety objectives of UN R48 are met.

The current requirements on light source failure in lamps equipped with multiple light sources differ across UN Regulations. GTB submitted and then withdrew a proposal to align these requirements (GRE/2016/13). This updated proposal improves upon the text of the previous proposal to refine the requirements for lamps equipped with several light sources, including in systems fitted with an operating tell-tale that indicates the failure of any one of these light sources. In the case of failure of any one light source in a single lamp containing more than one light source, either the light intensity must comply with the minimum intensity required in the table of standard light distribution in space or, for lamps used in systems where a tell-tale indicates the failure of any one of the light sources, the light intensity in the axis of reference must be at least 50 per cent of the minimum intensity required. Proposal to introduce selective yellow as an permitted alternative to white for front position lamps and daytime running lamps in UN R48 and UN R148. Studies confirm that selective yellow performs equally to white for oncoming vehicle recognition and speed estimation. Unlike historical filament lamp applications where a yellow filter reduced luminous intensity, modern LEDs achieve the same intensity levels without reduction. Specific amendments include: updating §5.15 to reflect selective yellow options and removing a duplicated front fog lamp requirement; amending §§6.9.7 and 6.19.7 to deactivate selective yellow position and daytime running lamps on the relevant side during direction indicator activation; and aligning UN R148 (01 series) by amending §§5.1.7, 5.4.7 and Annex 1 accordingly.
