The study concentrated on levelling in relation to load. The major objectives of the study were to improve the understanding of different factors that influence visibility and glare and to identify results of the study that might reveal alternatives for automatic static levelling. The deciding factors in headlamp glare have been determined to be the vehicle pitch angle, loading conditions and initial headlamp aim. Therefore, this proposal looks at replacing the light source technology and the light source 2,000 lm criterion in UN Regulation No. 48 as criteria for the requirement for automatic levelling with performance requirements based upon these deciding factors. In this case, Regulation No. 19 requires a “/” in the approval marking. However, the current text in paragraph 6.3.7 of Regulation No. 48 requires that “it shall be possible to switch the front fog lamps ON and OFF independently of the main-beam headlamps”. This proposal is intended to remove the conflict between the texts of the two regulations. This proposal supersedes and replaces document GRE/2014/22 and has been prepared to remove ambiguities identified in the previous proposal. GTB

Associated with this proposal was a decision that the secretariat would produce full consolidations of the 04 /05/06 series and these were introduced as Revisions 7, 8 and 9 respectively. At that time, it was also agreed that GTB would produce a consolidation of the 03 series that would be posted on the UNECE Website for reference purposes. It was considered that a consolidation of the final (frozen) state of the 03 series would be useful as a reference for the vehicle manufacturers who may continue to apply for extensions to the original type approvals according to the 03 series. However, with the development of IWVTA and the revision of the 1958 Agreement, this consolidation may have value as “a version of a UN Regulation” as defined in the draft Revision 3. This document is a consolidation produced by the experts of GTB and incorporates all valid text up to, and including, Supplement 5 to the 03 series of amendments (Date of entry into force: 09 December 2010). This consolidation is submitted to GRE for verification and for possible introduction to the UNECE website. GTB

Poland suggested a different approach on this issue (GRE-73-21). The Chair invited France, Germany, Netherlands, Poland, CLEPA and IEC to prepare a revised proposal for the next session. Based upon the approach proposed in GRE/2015/22 and GRE-73-26, GTB has investigated the specification of minimum levels of flux projected in critical zones of the passing beam distribution. This approach offers a technology-neutral performance based requirement. The result of the GTB study is to propose minimum projected flux requirements in two zones: a) 15°D-1°U/30°L-30°R to ensure overall adequate illumination of the road and b) 3.5°D-1°U/30°L-30°R to ensure sufficient range. This collective amendment addresses Regulations Nos. 7, 23, 38, 77, 91 and 119. The proposals concerning UN R48 will be resubmitted for consideration during the 77th GRE session. GTB

However, lamp performances shall be tested during type approval also with the LED substitute light source. Approval of the lamp using filament light source(s) is a prerequisite for approval of the lamp using LED substitute light source(s).</li><li>COP testing of the lamp is required with an (etalon) filament light source only, because the LED substitute is the counterpart light source of the filament light source, resulting in equivalent photometrical lamp performance. The quality i.e. the equivalence to the filament light source, is controlled in R128.</li><li>Use of LED substitute light sources is at the discretion of the applicant, who shall declare this use, if any, to the Approval Authorities at the time of application for the first lamp approval or subsequent extension of approval issued for the version using the LED substitute light source.</li><li>The use of LED substitute light source(s) in a certain lamp type shall be indicated on the lamp by marking of the LED substitute light source category, in addition to the marking of the filament light source of which the LED substitute light source is the counterpart.<br/><br/>This marking on the lamp will be used for checking the allowance for use of lamps with LED substitute light sources in application of the Regulation on lamps installation on vehicle.</li><li>In case a lamp with colour filter(s) is approved for using LED substitute light source(s), this lamp shall be marked “G” to indicate that this lamp shall be equipped with LED substitute light source(s) marked “G” for colour and luminous intensity quality reasons.</li><li>The indication of both the filament light source and of its LED counterpart light source, if any, shall be explicitly provided in the communication form.</li></ol> GTB
30 Mar 2017 Updating the requirements of Regulation No. 48 on signalization of light source failure in lamps equipped with multiple light sources (GTB) GRE-77-16 2017-03-30 During October 2016, GRE-76 adopted collective amendments (GRE/2016/31) to align the requirements of lamp regulations (7, 23, 38, 48, 77, 91 and 119) to guarantee the conformity of the lamp in case of any failure or the mandatory indication that a failure had occurred. This means that when a failure indication signal is provided by the lamp, the vehicle shall be equipped with a tell-tale indicating the failure. Thus, amendments were proposed for Regulation No. 48 to specify the modes of displaying the corresponding failure (see GRE/2016/7). Subsequently, some GRE experts requested GTB to clarify the text of its proposal. This proposal amends UN R48 with respect to all lamps affected by GRE/2016/31 to include the failure indication requirement. The proposal does not apply to the failure indication requirements already in UN R 48 prior to the last (76th) GRE session. GTB

This proposal refines the transitional provisions in order to enable partial application of a series through an extension of the existing approval rather by requiring a new approval. However, the text allows categories 1a and 1b to be used at any distance greater than the minimum prescribed for each of them. The present text of UN R6, Annex 1, however, only allows a specific category to be used in the specific range of distance prescribed. Therefore, this proposal deletes the specific requirements in UN R6 and introduces a direct reference to the requirements in UN R48. This proposal effectively eliminates the need for a lower maximum value for the Category 1 front direction indicator than that of the other categories. Therefore, it is proposed to align the maximum luminous intensity value of Category 1 to that of Categories 1a and 1b. GTB

This proposal amends the CoP procedures in line with those agreed for UN R112 (document GRE/2013/37) to create simplified photometric CoP tables for each class (C, V, W, E, R, RADB) with its applicable 0/20/30 per cent limits. Furthermore, the task force clarified which tests are necessary for CoP testing and which are necessary only for type approval testing. The methods and requirements for the "initial" type approval remained unchanged. An overview of the main AFS characteristics can be found in documents GRE-48-28 and GRE-48-30. GTB

The quality i.e. the equivalence to the filament light source, is controlled in R128.</li><li>Use of LED substitute light sources is at the discretion of the applicant, who shall declare this use, if any, to the Approval Authorities at the time of application for the first lamp approval or subsequent extension of approval issued for the version using the LED substitute light source.</li><li>The use of LED substitute light source(s) in a certain lamp type shall be indicated on the lamp by marking of the LED substitute light source category, in addition to the marking of the filament light source of which the LED substitute light source is the counterpart.</li><li>This marking on the lamp will be used for checking the allowance for use of lamps with LED substitute light sources in application of the Regulation on lamps installation on vehicle.</li><li>In case a lamp with colour filter(s) is approved for using LED substitute light source(s), this lamp shall be marked “G” to indicate that this lamp shall be equipped with LED substitute light source(s) marked “G” for colour and luminous intensity quality reasons.</li><li>The indication of both the filament light source and of its LED counterpart light source, if any, shall be explicitly provided in the communication form.</li></ol> GTB

Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). In order to avoid excessive administrative burdens, GTB proposes that the regulations covering light units include provisions to confirm their approval under the applicable light source regulations such that UN R48 approvals would represent approval of the vehicle lighting systems under both device regulations and light-source regulations.
