Proposal to amend Annex 7 and Annex 10. This proposal would:
change measurement units for drum speed in Annex 7 from min-1 to km.h-1 to align the requirements with other tyre regulations;
correct the wording from “speed category symbol” to “speed symbol” (as defined in para. 2.33);
correct the wording from “load capacity index” to “load index” (as defined in para. 2.32);
correct a reference to para. 3.2.13. of the Regulation in Annex 7, Appendix 1;
correct a boundary value of load index in Annex 7, Appendix 1;
delete in paragraph 2.1 in Annex 7, the possibility to use the 2.0 m drum diameter to perform the endurance test.
In Annex 10, the proposal aligns the text with Annex 7 of UN R117, 02 series of amendments, Supplement 5.
The proposal would also clarify provisions for the minimum heights for markings for tyres with nominal rim diameter codes ≥ 20 and nominal section width ≤ 235 and for tyres with nominal rim diameter codes < 20 and nominal section width > 235. The proposal also corrects tables and figures for the use of lowercase letter to denote tyre dimension specifications.

Tyre category definitions and requirements for tyre use on roads under winter conditions

Germany reviews problems with applying UN specifications for the marking of winter tyres, covering disparities in definitions and performance requirements across the tyre regulations (UN R30, R54, R75, R106, R108, R109 and R117). Therefore, Germany proposes that GRRF work to resolve these disparities and offers two possible solutions: 1) Introduce the definition of "Snow tyre for use in severe snow conditions” and the related performance and marking requirements established under UN R109 and R117 into UN R30, R54, R75, R108, and (possibly) R106; 2) Amending UN R117 to extend the scope of its snow performance criteria to additional tyre classes and categories, such as special tyres (POR, MPT), all terrain (AT) tyres, and retreaded tyres for passenger cars.
Issues on UN Regulations on light sources in Annex 4 of UN Regulation No. 0 (IWVTA)

The regulation of lighting includes individual regulations for specific lighting devices (headlamps, direction indicators, etc.), for light source (filament, gas, LED), and for installation (UN R48). The proposed UN R0 on the type approval of whole vehicles requires submission of approval certificates for components and systems to be included within the whole vehicle approval. Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). In order to avoid excessive administrative burdens, GTB proposes that the regulations covering light units include provisions to confirm their approval under the applicable light source regulations such that UN R48 approvals would represent approval of the vehicle lighting systems under both device regulations and light-source regulations.
Proposal to add tyre and rim dimensions and to add a diameter code ‘d’ of 28.5 (Please note that the “28.5.5” shown in the table is a typo and should be “28.5”).
Revised version of the proposal to include UN R106 tyre dimensions in a Mutual Resolution on tyre sizes. The amendment to the table listing the allowed nominal rim diameters (d) is needed to allow the approval of standardized sizes which exist and are already on the waiting list for type approval.
OICA comments on the T&E testing and critique of indirect TPMS

Contracting Parties are able to apply the limited or universal IWVTA depending upon the national situation.
The Universal-IWVTA (U-IWVTA) provides a greater level of certainty for vehicle manufacturers and Contracting Parties applying this UN Regulation, as the approval has to be accepted without further assessment of the technical items covered by the U-IWVTA issued. Contracting Parties applying this UN Regulation are not obliged to accept approvals to the limited level (L-IWVTA) but may do so at their choice. However, they have also to accept approvals issued pursuant to U-IWVTA.
The UN Regulation includes the administrative obligations of the IWVTA scheme. It does not establish separate technical requirements but instead refers to the provisions of the separate UN Regulations.

Proposal to align the Russian text with the original English text. In the English versions, the title of Annex 1 (Communication concerning the approval or extension or refusal or withdrawal of approval or production definitely discontinued of a retreading production unit pursuant to Regulation No. 108) is essentially identical to that use for Annex 1 of UN R109. Therefore, this proposal amends the title of Annex 1 in the Russian version of UN R108 to coincide with that of the Russian version of Annex 1 in UN R109.

TPMS and Tyre Inflation Pressure Field Study 2016/2017

The light vehicle emissions GTR (WLTP) is being transposed into a UN Regulation. Given its complexity, the preferred approach is to draft a UN Regulation that would allow national/regional application with different stringency levels. The task force preparing the UN Regulation version of the GTR seeks IWVTA informal group input to understand issues that may impact the application of the light vehicle emissions regulation to whole vehicle type approvals.
Proposal to introduce formulae for tyre sizes in Annex 5, Table B, add sizes in Annex 5, Part II, Tables C and E for old sizes that do not follow the guidelines/formulae applicable for high flotation tyres, clarify tyre width tolerances, correct paragraph numbering and references, align the text editorially with UN R30 and to make other editorial improvements,
This document consolidates previous documents GRRF/2017/19 and informal document GRRF-84-17 taking into account the request for addition of tyre sizes and tyre classification codes common in the United States and standardised by the Tire and Rim Association, but needed to be added to UN Regulation No. 106 in order to permit their type approval in order to conform to Regulation EU 167/2013 for tyres to be exported to Europe. It includes addition/modifications of some paragraphs to the main text of the Regulation as well as the addition of some tyre size designations to Annex 5 and Annex 7:

The amendment of Annex 5, Table 5 adds the value for the overall diameter (D) in column (*) that applies to tyres marked with classification code “I-3”
Annex 5, Table 6, Note 1 amended because most of the tyre sizes listed in the table, especially those identified by the “classification code I‐3” (i.e. Traction tread), are currently available in both versions: ‘implement’ to be used on agricultural machinery and ‘IND’ to be used on construction vehicles. The two types of tyres have the same type of size designation and the same dimensions. Therefore some manufacturers identify those tyres with the suffix ‘IND’ rather than with the suffix ‘IMP’ thus applying the variation of load capacity with speed as published in Annex 7 Part E. The reason for this proposal is to avoid a duplication of tables with a new table only replacing the suffix IMP with the suffix IND.
The addition of the footnote to Annex 5, Table 7 answers the request by GRRF to introduce appropriate formulae in the Regulation instead of continuously updating Annex 5.
References in Annex 7 corrected pursuant to the renumbering following the introduction of three new paragraphs in Supplement 15 approved during the 172nd session of WP.29.
