Proposal to further refine the transitional provisions of UN R48. In 2014, the transitional provisions of UN R48 were changed in order to avoid having more than one series of amendments in force at the same time (via Supplement 3 to the 06 series of amendments). This change allows earlier series of amendments to be “frozen” and used under the International Whole Vehicle Type Approval system (IWVTA) as “versions” of UN R48. However, the possibility for the partial application of a series of amendments resulting from the installation of new equipment on a vehicle approved to an earlier series has been raised within the IWVTA. This proposal refines the transitional provisions in order to enable partial application of a series through an extension of the existing approval rather by requiring a new approval. At the same time, the proposal aims to ensure that the safety objectives of UN R48 are met.

UN R0 Pretesting: Issue Report concerning "Inconsistency between approval number and its extension number

MLIT report raising concerns over the way approval numbers reflect the supplements covered. The draft Revision 3 of the 1958 Agreement requires that each approval number include the applicable supplement number; however, the application for a change of the supplement number does not constitute application for an extension of the approval. As a result, the approval number will not be changed even if a different supplement comes into force, resulting in a product having a supplement number that is different from the actual number of the supplement in force.

UN R0 Pretesting: Issue Report on "Insufficient information on UN Regulations regarding the application types under IWVTA"

Under the draft IN R0, Annex 5, Part III requires applicants to furnish the list of type approvals, including approval number, upon which the whole vehicle approval will be based. UN R0 would allow for limited whole vehicle (L-IWVTA) approvals based upon compliance with some, but not all of the UN Regulations incorporated within UN R0. MLIT believes that the information requested under Annex 5, Part III is insufficient to understand whether an application for an L-IWVTA or a universal approval (U-IWVTA) is complete with regard to the equipment installed on the vehicle to be approved or whether applicant has simply failed to provide complete information. MLIT proposes adding a column for the applicant to briefly note a reason for omitting a regulation.
UN R0 Pretesting: Issue Report concerning "Exhaust emission and fuel consumption as features of a version"

Proposal to exclude exhaust emission level and fuel consumption from the definition of a version until the exhaust emission requirements and the fuel consumption requirements are added to Annex 4. Transposition of IWVTA into national/regional whole vehicle type approval systems

Document GRE/2016/10 proposed to refine the transitional provisions of UN R48 pursuant to possibilities for the application of the regulation within the International Whole Vehicle Type Approval system. Since IWVTA allows for approvals to earlier versions of current regulations, the possibility exists where optional installation of advanced equipment could entail mandatory compliance with the latest version of UN R48. However, UN R48 imposes broad requirements such that efforts to add certain safety equipment are hindered by concerns over compliance with a broad range of requirements under the latest version of UN R48 that raises the consumer price to prohibitive levels. Therefore, OICA supports the solution proposed by GTB (document GRE/2016/10).

For example, UN R48 contains provisions for daytime running lamps presently required in the EU but not in Japan. An attestation would declare a vehicle compliant with all aspects of UN R48 except that the vehicle is not fitted with DRL.
Proposal from the informal working group on the International Whole Vehicle Type Approval to restructure UN R116 into two separate regulations. The regulation addresses anti-theft, alarm, and immobilizer aspects of theft prevention. Since these aspects may be mandatory or optional depending upon the country or market, the application of UN R116 to whole vehicle type approval becomes problematic. This proposal would extract the immobilizer provisions into a separate new regulation.

Under the proposed international whole vehicle type approval, Annex 4 to the regulation would provide the list of component regulations. Annex 4 will be updated over time to incorporate new or updated regulations that comprise a whole vehicle approval. These changes in requirements will impact whether a vehicle has a universal or limited approval and will require communication between the holder of the approval and the issuing type approval authority; however, the obligations and procedures for maintaining this coordination are not spelled out in the UN R0 text. Japan proposes a manufacturer obligation to notify of the authority of its intentions when an amendment to Annex 4 would impact an existing approval in its possession.

Proposal to allow for the case of a tyre designed for a special application that also fulfills the requirements for a snow tyre such that the tyre, at the manufacturers initiative, shall be marked with the inscription M+S or M.S or M&S while remaining in the category of use “special use tyre”. The proposal further adds “test laboratories” in the headline of paragraph 12. as quoted in subparagraph 12.1. in document WP.29/2016/51 as adopted during the June WP.29 session with the aim of harmonizing the tyre regulations.

Regulation No. 106 contains standardized tyre sizes which often need to be updated in line with technical progress. In order to accelerate the update process of the Regulation and limit the number of amendments, it is proposed to establish a new Resolution on standardized sizes and to refer to this Resolution in Annex 5.
Proposal to remove the technical content in Annex 5. This content would be incorporated into a new Resolution on Tyre Sizes as proposed in document GRRF/2016/46.

In order to accelerate the update process of the Regulation and limit the number of amendments, it is proposed to insert in a new Resolution the newly standardized sizes and to refer to this Resolution in Annex 5. As a temporary solution to assess the effectiveness of such proposal, the Annex 5 of Regulation No. 106 will be kept as it is with no further updates. After a trial period of approximately two years and upon confirmation of effectiveness, the complete Annex 5 of Regulation No. 106 would be transferred to this Resolution on Tyre Sizes.
