Text prepared by the International Automotive Lighting and Light Signalling Expert Group (GTB) to clarify the definition of “type”, with regard to manufacturer, trade names and marks and to introduce editorial improvements to the requirements for markings.
Although documents GRE/2013/45 and GRE-70-02 were adopted by GRE at its last (70th) session, this proposal consolidates the amendments and offers editorial improvements to the provisions concerning markings in Regulations Nos. 19, 23, 38, 65 and 119. These editorial improvements aim to clarify that the devices, and not only the samples, shall bear the trade name or mark and align the requirements with the other correctly worded regulations to avoid misunderstanding.

The conformance regime in the revised 1958 Agreement
|

Australia and the UK propose: - New text for Article 4 (rights and obligations in cases of a non-conforming approval to a UN regulation), particularly to clarify the terminology used (threat to road safety or to the environment….) and to strengthen the provisions;
- New text in Schedule 7, Section 5 to allow the granting of individual “exemption approvals” without committing Contracting Parties to accept such approvals within their own market;
- Changes to Article 3 to clarify that the acceptance of a UN regulation that has been applied is also subject to it meeting any discretionary options allowed for within the regulation;
- Changes to Article 8 so that approvals issued by a CP automatically cease to be valid after a defined period should the CP withdraw from the Agreement; and
- UK acceptance of text proposed by Australia to address CP’s that do not have approval authorities.

Proposal for Supplement 17 to Regulation No. 50

Text prepared by the International Motorcycle Manufacturers Association (IMMA) to introduce the possibility of interdependent lamps for dedicated motorcycle lamps. The proposal reflects recent amendments of Regulations Nos. 6 and 7 and meets the visibility angle requirements of Regulations Nos. 50 and 53. The concern is that the rear trunk lid commonly used for four-wheeled vehicles may be adapted for future scooter type motorcycles to secure the storage space for helmet, etc. Current lamp requirements impose design constraints that may hamper the proper development of such storage features.

(Currently the provisions in UN Regulation No. 6 treat the failure of a lamp equipped with filament light sources differently to one equipped with LED. Similar requirements in UN Regulation No. 7 do not include this differentiation.)

Text prepared by the expert from the International Motorcycle Manufacturers Association (IMMA) to introduce the possibility of installing interdependent lamps for L3 category vehicles. Also, the amendment reflects the recent amendments to Regulation No. 48, Supplement 2 to its 06 series of amendments and further includes some editorial corrections of current Regulation No. 53 texts.
