Response from the UN Office of Legal Affairs transmitted through the WP.29 secretariat concerning the use of different languages in type-approval documents (clarification of Paragraph 3.3 in the proposed UN Regulation No. 0 on whole vehicle type approval). As currently envisioned, the exchange of type-approval information would be made through a secured database (Data Exchange for Type Approval (DETA)) in English. The question was whether this requirement would violate any UN perquisites. The OLA responds that the exclusive use of a given language is up to the parties to the agreement and therefore, the use of English does not present any legal concerns. |

Presently, UN R48 requires that reverse lights be switched off when cornering lights are switched off. OICA argues that the simultaneous lightning of both cornering lamps for slow maneuvers in forward motion (e.g., while parking a vehicle) can increase safety by improved illumination of surroundings. Therefore, OICA proposes that cornering lights be allowed to remain on as long as the vehicle speed does not exceed 10 km/h. |

Document GRE/2014/13 proposes to ensure that the introduction of the new class F marking materials does not conflict with the mandatory requirements for existing class C materials. The addition of Class F brings markings required under certain countries’ national legislation within the UN regulatory system. However, Japan actually prohibits the use of white retro-reflective markings on the rear of vehicles. Therefore, Japan proposes the addition of a footnote confirming the right of Contracting Parties to prohibit the use of Class F markings under national legislation. |

Document GRE/2013/65/Rev.1 proposes a new class F of marking materials designed with chevron type pattern to be applied to special utility vehicles or trailers not ordinarily covered by standard contour marking materials. The proposal also attempts to harmonize a number of national requirements. Japan, however, prohibits white retro-reflecting materials at the rear of vehicles for safety reasons. Therefore, Japan proposes to clarify that the approval of Class F retro-reflective markings is dependent upon their definition within national regulatory requirements. |

| Reference Number: GRE-71-30 |
|
In document GRE/2014/7, IMMA proposed to introduce the possibility of interdependent lamps for dedicated motorcycle lamps as Supplement 17 to Regulation No. 50. The concern was that the rear trunk lid commonly used for four-wheeled vehicles may be adapted for future scooter type motorcycles to secure the storage space for helmet, etc. Current lamp requirements impose design constraints that may hamper the proper development of such storage features. In this document, India proposes to clarify that the installation height of the device must be less than or equal to 750 mm. |

| Australian comments on the List A UN Regulations applicable to IWVTA |
| Reference Number: SGR0-11-04 |
|
Presentation of Australian concerns over incompatibilities between its local requirements for top-tether anchorages in child restraint systems and the provisions of UN R14. Since it wishes to participate fully in the IWVTA system, Australia proposes that UN R14 be transferred from the IWVTA List A (single global requirement) to List B (multiple requirements to account for regional differences). Australia also can thus accept UN R16 (occupant restraint systems) on List A. Australia needs more time to reach a position on UN R10 (electromagnetic compatibility). |

WP.29 secretariat recommendation to delete paragraph 12 proposing introductory and transitional provisions for the draft UN Regulation No. 0 on whole vehicle approvals. Since the application of new regulations is voluntary and government authorities may decide if and when to apply them, the use of transitional provisions would be redundant. |

| Reference Number: SGR0-11-12/Rev.3 |
|
Questionnaire for 1958 Agreement contracting parties to solicit input on the UN Regulations to include in the whole vehicle type approval. In addition, the questionnaire solicits input concerning replacement parts. Under IWVTA, a contracting party could apply UN Regulation 0 and accept type-approved vehicles while not necessarily applying all the regulations included in the whole vehicle approval. This raises the prospect of a situation where a contracting party accepts a type-approved vehicle but not all the type-approvals of replacement parts used for its maintenance. |

Front fog lamps may be reciprocally incorporated with the main beam and in some cases, it is required to switch off the front fog lamp when the main beam is operated to avoid overheating of the device. In this case, Regulation No. 19 requires a “/” in the approval marking. However, the current text in paragraph 6.3.7 of Regulation No. 48 requires that “it shall be possible to switch the front fog lamps ON and OFF independently of the main-beam headlamps”. This proposal is intended to remove the conflict between the texts of the two regulations. |

Revised proposal (superseding document GRE/2014/7) to introduce the possibility of interdependent lamps for dedicated motorcycle lamps. The proposal reflects recent amendments to Regulations Nos. 6 and 7 and meets the visibility angle requirements of Regulations Nos. 50 and 53. The concern is that the rear trunk lid commonly used for four-wheeled vehicles may be adapted for future scooter type motorcycles to secure the storage space for helmet, etc. Current lamp requirements impose design constraints that may hamper the proper development of such storage features. |

| Proposal to update IEC cap sheet references in the proposals to add light categories to UN Regulation Nos. 37, 99, and 128 |
| Reference Number: GRE-72-08 |
|
Documents GRE/2014/20, GRE/2014/24 and GRE/2014/29 propose to add light categories to UN Regulation Nos. 37, 99, and 128; however, since the amendment or extension of an IEC60061 cap sheet results in a change to the sequence number of the sheet, all light source category sheets that refer to that IEC sheet need an update. Therefore, the IEC proposes the necessary changes to the text of the above proposals. |

| Suggestion on how to implement the outcome of the GTB Visibility and Glare Study in Regulation No. 48 |
| Reference Number: GRE-72-07 |
|
During the 71st session of GRE, the experts from GTB presented the outcome of a study on visibility and glare of automotive low beam headlamps; see informal document GRE-71-32. The study concentrated on levelling in relation to load. The major objectives of the study were to improve the understanding of different factors that influence visibility and glare and to identify results of the study that might reveal alternatives for automatic static levelling. The deciding factors in headlamp glare have been determined to be the vehicle pitch angle, loading conditions and initial headlamp aim. Therefore, this proposal looks at replacing the light source technology and the light source 2,000 lm criterion in UN Regulation No. 48 as criteria for the requirement for automatic levelling with performance requirements based upon these deciding factors. |

| Proposal for Supplement 6 to the 06 series of amendments to Regulation No. 48 |
| Reference Number: GRE-72-10 |
|
Front fog lamps may be reciprocally incorporated with the main beam and in some cases, it is required to switch off the front fog lamp when the main beam is operated to avoid overheating of the device. In this case, Regulation No. 19 requires a “/” in the approval marking. However, the current text in paragraph 6.3.7 of Regulation No. 48 requires that “it shall be possible to switch the front fog lamps ON and OFF independently of the main-beam headlamps”. This proposal is intended to remove the conflict between the texts of the two regulations. This proposal supersedes and replaces document GRE/2014/22 and has been prepared to remove ambiguities identified in the previous proposal. |

| Conditions on the luminous flux of light sources in Regulations Nos. 112 and 123 |
| Reference Number: GRE-72-25 |
|
Presentation in support of documents GRE/2014/35 and 2014/36 that would delete the requirement that the total objective luminous flux of all LED modules producing the principal passing (main low) beam of a headlamp be greater than or equal to 1000 lumens. UTAC/France argues that the requirement is design-restrictive, unnecessary given the objective criteria for luminous output and photometric grid points of the regulation, and obsolete given improvements in LED technologies. |
