Implementation of Revision 8 to Consolidated Resolution No. 3 (R.E.3)

Proposal to add a new Annex 8 on “Virtual testing Guideline with regards to Tests for Approval”.

Proposal to amend paragraph 3 in the proposal to revise Annex 7: In the relevant section related to specifications and/or tests, insert a new paragraph, to read:
“For all vehicles, equipment and parts with which the approval tests are performed, the manufacturer shall provide the necessary information (e.g. software versions and system parameters) allowing the Technical Service to uniquely identify the configuration of all hardware and software that have an influence on performance with regard to this Regulation; this information shall be appended to the test report.”

Proposal to clarify the definition of bi-directional vehicle.

Proposal to include information in the test report to identify the specific software installed on the vehicle(s) used for compliance testing under UN Regulations.

Proposal to amend Annex 7 with regard to software identification numbers (RxSWIN).

Proposal to introduce terminology and new categories of vehicles related to Automated Driving Systems (ADS).

Proposal to amend RE3 to enable application to ADS vehicles and to introduce vehicle subcategories X and Y.

Proposal for development draft amendments to document R.E.3 to provide communication compatibility with scan-tools used for electronic periodical technical inspection.

Proposal from the task force on Automated Vehicle Categorisation (AVC) to amend the Resolution on vehicle construction for application to ADS vehicles, including the introduction of new vehicle subcategories X and Y.

Proposal to include a definition of a bidirectional vehicle and to remove the references to the 3-D “H”-point machine

Proposal to introduce a definition for “bidirectional vehicle” and to remove the references to
the 3-D “H”-point machine (per their transposition to MR1 on test tools).

Proposal to introduce two new supplemental categories (X and Y) for driverless passenger and commercial vehicles.

Proposal to update provisions concerning implementation of RxSWIN software identification numbers.

Proposal to introduce new vehicle categories to address certain ADS vehicle configurations.
