During the 71st session of GRE, the experts from GTB presented the outcome of a study on visibility and glare of automotive low beam headlamps; see informal document GRE-71-32. The study concentrated on levelling in relation to load. The major objectives of the study were to improve the understanding of different factors that influence visibility and glare and to identify results of the study that might reveal alternatives for automatic static levelling. The deciding factors in headlamp glare have been determined to be the vehicle pitch angle, loading conditions and initial headlamp aim. Therefore, this proposal looks at replacing the light source technology and the light source 2,000 lm criterion in UN Regulation No. 48 as criteria for the requirement for automatic levelling with performance requirements based upon these deciding factors.

Front fog lamps may be reciprocally incorporated with the main beam and in some cases, it is required to switch off the front fog lamp when the main beam is operated to avoid overheating of the device. In this case, Regulation No. 19 requires a “/” in the approval marking. However, the current text in paragraph 6.3.7 of Regulation No. 48 requires that “it shall be possible to switch the front fog lamps ON and OFF independently of the main-beam headlamps”. This proposal is intended to remove the conflict between the texts of the two regulations. This proposal supersedes and replaces document GRE/2014/22 and has been prepared to remove ambiguities identified in the previous proposal. GTB |

In November 2013, the GTB proposal for the simplification of the transitional provisions of Regulation No.48 was adopted by WP29 at its 161st session as Supplement 3 to the 06 series. Associated with this proposal was a decision that the secretariat would produce full consolidations of the 04 /05/06 series and these were introduced as Revisions 7, 8 and 9 respectively.
At that time, it was also agreed that GTB would produce a consolidation of the 03 series that would be posted on the UNECE Website for reference purposes. It was considered that a consolidation of the final (frozen) state of the 03 series would be useful as a reference for the vehicle manufacturers who may continue to apply for extensions to the original type approvals according to the 03 series. However, with the development of IWVTA and the revision of the 1958 Agreement, this consolidation may have value as “a version of a UN Regulation” as defined in the draft Revision 3.
This document is a consolidation produced by the experts of GTB and incorporates all valid text up to, and including, Supplement 5 to the 03 series of amendments (Date of entry into force: 09 December 2010). This consolidation is submitted to GRE for verification and for possible introduction to the UNECE website.

During October 2016, GRE-76 adopted collective amendments (GRE/2016/31) to align the requirements of lamp regulations (7, 23, 38, 48, 77, 91 and 119) to guarantee the conformity of the lamp in case of any failure or the mandatory indication that a failure had occurred. This means that when a failure indication signal is provided by the lamp, the vehicle shall be equipped with a tell-tale indicating the failure. Thus, amendments were proposed for Regulation No. 48 to specify the modes of displaying the corresponding failure (see GRE/2016/7). Subsequently, some GRE experts requested GTB to clarify the text of its proposal. This proposal amends UN R48 with respect to all lamps affected by GRE/2016/31 to include the failure indication requirement. The proposal does not apply to the failure indication requirements already in UN R 48 prior to the last (76th) GRE session. GTB |

Front fog lamps may be reciprocally incorporated with the main beam and in some cases, it is required to switch off the front fog lamp when the main beam is operated to avoid overheating of the device. In this case, Regulation No. 19 requires a “/” in the approval marking. However, the current text in paragraph 6.3.7 of Regulation No. 48 requires that “it shall be possible to switch the front fog lamps ON and OFF independently of the main-beam headlamps”. b) the unchanged text of the following paragraph 5.7.1.3.2.;

Proposal to further refine the transitional provisions of UN R48. In 2014, the transitional provisions of UN R48 were changed in order to avoid having more than one series of amendments in force at the same time (via Supplement 3 to the 06 series of amendments). This change allows earlier series of amendments to be "frozen" and used under the International Whole Vehicle Type Approval system (IWVTA) as "versions" of UN R48. However, the possibility for the partial application of a series of amendments resulting from the installation of new equipment on a vehicle approved to an earlier series has been raised within the IWVTA. This proposal refines the transitional provisions in order to enable partial application of a series through an extension of the existing approval rather by requiring a new approval. At the same time, the proposal aims to ensure that the safety objectives of UN R48 are met.

The current requirements on light source failure in lamps equipped with multiple light sources differ across UN Regulations. GTB submitted and then withdrew a proposal to align these requirements (GRE/2016/13). This updated proposal improves upon the text of the previous proposal to refine the requirements for lamps equipped with several light sources, including in systems fitted with an operating tell-tale that indicates the failure of any one of these light sources. In the case of failure of any one light source in a single lamp containing more than one light source, either the light intensity must comply with the minimum intensity required in the table of standard light distribution in space or, for lamps used in systems where a tell-tale indicates the failure of any one of the light sources, the light intensity in the axis of reference must be at least 50 per cent of the minimum intensity required. Studies confirm that selective yellow performs equally to white for oncoming vehicle recognition and speed estimation. Unlike historical filament lamp applications where a yellow filter reduced luminous intensity, modern LEDs achieve the same intensity levels without reduction. Specific amendments include: updating §5.15 to reflect selective yellow options and removing a duplicated front fog lamp requirement; amending §§6.9.7 and 6.19.7 to deactivate selective yellow position and daytime running lamps on the relevant side during direction indicator activation; and aligning UN R148 (01 series) by amending §§5.1.7, 5.4.7 and Annex 1 accordingly.
