Proposed amendments to UN R13-H to confirm that the complex electronic control system (CEL) requirements may be satisfied through an approval conducted under another regulation (e.g., the pending new ESC and BAS regulations) and to delete the marking requirement concerning ESC systems which will no longer be within the scope of UN R13-H.

The International Whole Vehicle Type Approval system under development proposes to allow for the acceptance by Contracting Parties of approvals issued according to versions of a regulation earlier than the latest version in force as well as of approvals issued under some, but not all, regulations that comprise the IWVTA. Presentation concerning how an IWVTA could relate to the structure of individual national or regional whole vehicle approval systems. In some cases, there may be a one-to-one relationship between the international and local whole vehicle approvals. In others, a single IWVTA may correspond to more than one local approval while in others, multiple IWVTA may be required to correspond to a broader local definition of a whole vehicle approval.

Document GRE/2016/10 proposed to refine the transitional provisions of UN R48 pursuant to possibilities for the application of the regulation within the International Whole Vehicle Type Approval system. Since IWVTA allows for approvals to earlier versions of current regulations, the possibility exists where optional installation of advanced equipment could entail mandatory compliance with the latest version of UN R48. However, UN R48 imposes broad requirements such that efforts to add certain safety equipment are hindered by concerns over compliance with a broad range of requirements under the latest version of UN R48 that raises the consumer price to prohibitive levels. Therefore, OICA supports the solution proposed by GTB (document GRE/2016/10).

Presentation of a proposal for type approval authority “attestations” to address cases where a UN Regulation contains provisions not required in all markets. For example, UN R48 contains provisions for daytime running lamps presently required in the EU but not in Japan. An attestation would declare a vehicle compliant with all aspects of UN R48 except that the vehicle is not fitted with DRL.

Explanation that discontinuation of production does not invalidate a type approval. Approvals may be withdrawn for non-conformity, but otherwise, approvals remain valid indefinitely.

Proposal for a new schedule to govern the granting and use of “Attestations” which have been proposed to address whole vehicle approval situations where certain equipment (e.g. Daytime Running Lamps) are mandatory on vehicles in one jurisdiction but only regulated on an if-fitted or optional basis in others.

In relation to action items 1 and 3 under the “Major Results and Action Items of the 21st SG58 meeting” (document SG58-22_01), OICA offers its views for consideration.

Proposal to consolidate provisions concerning ISOFIX anchorages systems, ISOFIX top tether anchorages and i-Size seating positions removed from Regulation No. 14 in a new regulation. This change removes obstacles to the inclusion of UN R14 into Annex 4 of the future UN Regulation No. 0 of the International Whole Vehicle Type Approval (IWVTA).

OICA proposal to clarify that the numbering of type approvals for “conventional” UN Regulations does not apply to the proposed UN Regulation No. 0 on international whole vehicle type approval. A separate paragraph would deal with the interpolation of IWVTA approval codes into type approval codes.

IWVTA, established in 2017 under UN R0 and the 1958 Agreement, extends mutual recognition from individual vehicle systems to whole vehicles, reducing duplication while preserving safety and environmental standards. Key benefits include simplified approval procedures, reduced testing and administrative costs, and improved time-to-market through a single coherent whole-vehicle approval framework based on UN Regulations. IWVTA acts as a convergence tool between different regulatory systems and offers a flexible framework for emerging markets. Main obstacles include that IWVTA is not yet global, with limited coverage, uneven acceptance, and complexity of introduction.
