Proposal for draft amendments to Regulations No. 13-H pursuant to the proposal to remove ESC/BAS provisions

Proposal to delete references to electronic control systems and brake assist systems within UN R13-H in order to simplify use of the regulation within the proposed international whole vehicle type approval regulation. These provisions would be taken up by new separate UN Regulations.

7. This item was discussed in conjunction with agenda item 10(b), see para. 36. The expert from OICA introduced ECE/TRANS/WP.29/GRRF/2014/10 as amended by GRRF-76-18 proposing to delete the provisions related to the introduction of ESC and BAS in the two draft Regulations mentioned in para. 36. in favour of separate and discrete regulations for these technologies. GRRF agreed to resume consideration of this item and keep the documentation on the agenda of the September 2014 session of GRRF.

42. The expert from OICA introduced GRRF-75-14, GRRF-75-15 and GRRF-75-16 proposing amendments to UN Regulation No. 13-H and proposing separation of the provisions in UN Regulations for braking systems, Electronic Stability Control (ESC) and Brake Assist Systems (BAS). The Chair invited the experts to provide the OICA expert with written comments not later than 29 November 2013. GRRF agreed to resume consideration of this item at its next session on the basis of a revised proposal, which the expert from OICA volunteered to prepare.

The expert from OICA introduced the new documents as well as the proposals for separate UN Regulations on Brake Assist Systems (BAS) (ECE/TRANS/WP.29/GRRF/2014/11) and on Electronic Stability Control (ESC) (ECE/TRANS/WP.29/GRRF/2014/12) extracted from UN Regulation No. 13-H (ECE/TRANS/WP.29/GRRF/2014/10). The Chair recalled the purpose of GRRF-76-33 and GRRF-76-34. OICA stated that GRRF-76-34 had been taken into account when drafting the proposals above. He introduced GRRF-78-29 proposing to delete the k-test method prescribed in Annex 7 and only keep the method prescribed in Appendix 2 to Annex 6 to align the UN Regulation with GTR No. 8. GRRF agreed to reconsider this proposal at its seventy-ninth session.

60. The expert from the UK recalled, on behalf of the group of interested experts dealing with this matter, the purpose of GRRF-79-05, GRRF-79-06 and GRRF-79-07 superseding official proposals for separate Regulations on Brake Assist Systems (BAS) (ECE/TRANS/WP.29/GRRF/2014/11) and on Electronic Stability Control (ESC) (ECE/TRANS/WP.29/GRRF/2014/12) extracted from Regulation No. 13-H (ECE/TRANS/WP.29/GRRF/2014/10). She then introduced ECE/TRANS/WP.29/ GRRF/2015/33 as amended by GRRF-80-32 proposing transitional provisions to make sure that Countries mandating the fitment of ESC or BAS on the basis of the existing text of Regulation No. 13-H would be able to continue to mandate this fitment, unaffected by this extraction. GRRF agreed to reconsider this proposal at its February 2016 session.
