IWVTA | Session 6 | 17 Jun 2011

OICA explained the list where the items necessary for IWVTA were sorted into “1”(ECE R0), “2”(58 Agreement) and “3”(both). OICA corrected the sorting number for Article 17 (Termination of validity) from “1” to “3”.

EC stated that the list was good in that it was easy to understand from the outset.

ETRTO asked whether the ECE R0 would be stipulated in the order of ECE directive or not.

OICA replied that the list was made based on 2007/46/EC structure. However, the order of item (Article) would be discussed later.

CLEPA asked whether ECE R0 would include the provisions for systems or components stipulated in Article 7 and 10 or not.

OICA replied that ECE R0 should include provisions for vehicles and not for systems or components.

EC pointed out that it was necessary to consider whether Article 32 (Recall of vehicles) should be included or not. (OICA proposed it was not necessary to include Article 32.)

The Chairman requested all the members to review IWVTA-06-09 and to make comments at the next IWVTA Informal meeting.

The Chairman confirmed the difference between Appendix (the same as 58 Agreement text binding on all CPs) and Annex or Addendum (to be applied to only CPs who apply the said Regulations). The Chairman also noted that Appendix X (RE3 Annex7) and Appendix Y (Type approval procedures) would be newly attached to 58 Agreement. The Chairman further requested all members to review WP29/1044 and WP29/1059 (to be incorporated in the Appendix Y) precisely by the next IWVTA Informal meeting.

OICA pointed out the necessity to incorporate Annex 1 (information document) of 2007/46/EC into ECE Regulation.

The Chairman agreed on the necessity of information document.

Japan indicated the necessity to coordinate the various issues expressed at documents IWVTA-06-09, IWVTA-06-11 and IWVTA-06-12 because they have close relation one another.

The Chairman announced that the main agenda of the next IWVTA Informal meeting to be held on September 28 would be the revision of 58 Agreement. Analysis on the proposal prepared jointly by EC and Japan must be completed.

OICA explained the list (IWVTA-06-10).

The Chairman noted the work done by OICA brought the entire picture of ECE Regulations.
