Recommendations to revise the CEMA proposal for amendments to UN R86 on tractor lighting. Originally submitted to the Working Party on Lighting and Light signalling as GRE-69-21 and reproduced here for discussion during the first AVLI informal group session.

Proposal to allow for a 30° horizontal inward visibility angle of direction indicators, position lamps and stop lamps when the bodywork does not permit a 45° angle.

Presentation on proposed amendments to align with the latest amendments made on UN Reg 41 and to reduce the number and amount of different exhaust types to be approved by NORESS manufacturers

Proposal to align UN R92 with the latest amendments to UN R41 and to reduce the number of exhaust system types (allowing for slight differences in drawings) to be approved by NORESS manufacturers.

Proposal to permit manufacturers to restrict the ability of the driver to permanently turn off manually the main beams and their automatic controls. This proposal would permit the use of time-delay systems that would reactivate the automatic system, tentatively suggesting a 10-second delay.

Proposed modifications to the German proposal (GRE/2012/20) to ensure that non-replaceable and unapproved filament light sources used in sealed devices and in (filament) light-source modules have a sufficient lifetime and fulfill color endurance verification.

Italy proposes to introduce into each Regulation dealing with the type approval of lighting or light signalling devices a direct reference to the requirements contained in Regulations 48, 53 and 74, and 86, mandating the lamp manufacturers to apply them to obtain type approvals.

Amendments to the CEMA proposal for an updating of UN R86.

Under agenda item 5(f) of the 69th GRE session, the GTB proposal (GRE/2013/5) to cease granting type approvals under UN R5 and R31 was approved.

Pursuant to an Italian request, GRE agreed to delete the references to UN R31 in paragraphs 6.1.2. and 6.2.2. of UN R48 and requested Italy to prepare present document specifying the proposed changes.

Pursuant to item 5(f) of GRE-69, the GTB proposal (GRE/2013/5) to cease issuing type approvals under UN R5 and R31 was approved.

This prompted proposals to look for similar references in UN R53, R74 and R86. No references to UN R31 were found, but references to similarly ‘frozen’ regulations (UN R1, R8, R20, R56, R57, R72, R76 and R82) were found.

The present document proposes to delete these obsolete references in UN R53 and R74.

Editorial correction to the presentation of the collective amendments to selected lighting regulations proposed in document GRE/2013/55.

After examination of the draft revision of UN Regulation 86 (document GRE/2014/2), the Italian experts believe it necessary to make six further changes, including definition of “textured lens” and clarifications of certain paragraphs.

Revised proposal to include end-outline markers as an aid in the use of indirect vision devices (i.e., UN R46) for long commercial vehicles within the regulation, based on the previous document GRE/2015/34.

The 05 and 06 series of amendments provide for automatic adjustment of lamps based on ambient light conditions. To avoid misuse of the daytime running lamps (DRL), automatic switching between DRL and dipped-beam headlamps is preferable; however, manual switching for specific cases is still necessary. Under the transitional provisions for series 05 of amendments, only automatic switching would be permissible after 30.7.2016 (for new type of categories M1 and N1 vehicles) and after 30.1.2018 (for new type of other categories vehicles). Nonetheless, in the transitional provisions for series 06 of amendments, the same transitional period appears to have been unintentionally omitted. This proposed supplement corrects this mistake in the 06 series by deleting the alternatives to the automatic switching from the 06 series of amendments:

1. deletion of paragraphs 6.2.7.6.2 and 6.2.7.6.3;
2. merging and rewording of paragraphs 6.2.7.5 and 6.2.7.6;
3. consequent editorial adjustment in paragraph 5.11.1.3. and 6.19.7.4. to maintain acceptable the rear position lamps switching possibility allowed by the present text;
4. small editorial changes to better clarify that an automatic switching based on different factors in respect to those prescribed in paragraph 6.2.7.5. (new numbering) are allowed only as supplemental condition;
5. other editorial changes and renumbering for text and numbering coherence.

During April 2016, Japan presented a study to GRE-75 on the disturbance due to the use of motorcycle daytime running lamps (DRL) at night (see GRE-75-09). A proposal (GRE/2016/35 supported by GRE-76-03) for automatic switching between DRL and headlamps was then presented during October 2016 at GRE-76. Italy, among others, raised a reservation. This document details Italy’s concerns with the proposal by Japan.

Changes to the proposal to introduce LED light sources into the lighting installation Regulations Nos. 48, 53, 74 and 86.

a) Proposal to amend UN R48 to clarify the DRL switching-off conditions (also aligning them with the existing switching-off conditions for front position lamps reciprocally incorporated with DI) and/or light intensity reduction when DRL and DI are totally or partially reciprocally incorporated and when their distance is equal or less than 40 mm.
b) Proposal to introduce into UN R87 the possibility of a supplemental verification and certification of the “reduced luminous intensity”, fulfilling the pertinent requirements in Regulation No. 48.

Discussion document from the Netherlands and Italy to serve presenting potential new requirements for headlamp levelling, in particular regarding the vertical inclination in relation to the dipped-beam headlamp mounting height. The proposal is based on the original proposal of the Informal Working Group on Visibility, Glare and Levelling (VGL) (informal documents GRE-78-23-Rev.1, GRE-78-32, GRE-78-36) and discussions during the GRE 78th session.

Proposal to correct the reference to paragraph 5.3.1.5.3. (found in paragraph 5.3.2.8.2. of the current text) with 5.3.1.4.3.

This proposal is a revised version of document GRE/2013/55 discussed during the October 2013 GRE session.

Proposal to re-insert paragraph 5.11.1.3. with regard to switching between headlamps and DRLs. Although GRE agreed to delete this and related paragraphs during its 77th session (see para. 19 and Annex II of the 77th session report), the Task Force on Headlamp Switching decided upon further review to retain the possibility to switch ON DRLs in conjunction with at least the rear position lamps without the need for the position lamps tell-tale in that case.

Proposal to correct and clarify the requirements for daytime running lamps (DRL) in conjunction with rear position lamps.

This proposal seeks to align UN R96 with EU Directive 2011/87/EU, delaying by three years the introduction of Stage IIIB and IV engines for certain Category T farm tractors. These tractors are specialised machines intended to operate in vineyards and orchards in southern Europe.

UN Regulations Nos. 49 and 83 include provisions for a “driver inducement system” that alerts drivers of low reagent levels (urea, etc.) critical to correct emissions control performance and eventually prevents vehicle operation if the reagent tank is empty. Under UN R49 (para. 5.2), rescue, police, and other emergency/special use vehicles are exempted from this requirement. This proposal would extend the same treatment under UN R83.

This document addresses the need to align Regulation No.115 to the Commission Regulation (EU) 2017/1151 , supplementing Regulation (EC) No 715/2007 of the European Parliament and of the Council on type-approval of motor vehicles with respect to emissions from light passenger and commercial vehicles (Euro 5 and Euro 6) and on access to vehicle repair and maintenance information, amending Directive 2007/46/EC of the European Parliament and of the Council, Commission Regulation (EC) No 692/2008 and Commission Regulation (EU) No 1230/2012 and repealing Commission Regulation (EC) No 692/2008.

This document addresses the need to align Regulation No.115 to the new WLTC test cycle, defined in the GTR 15 and in the Commission Regulation (EU) 2017/1151 and later modifications.

Submission from the European Commission and Italy to add transitional provisions in Regulation No. 96 to take into consideration the technical impossibility to install engines compliant with Stages IIIB and IV into some category T vehicles.

Proposal to align UN R115 with the GTR No. 15 WLTC test cycle.

This proposal amends UN Regulation No. 115 to list conditions, especially with regard to retrofit systems, to be met by indirect and direct injection vehicles to be considered as belonging to the same vehicle family. Gasoline direct injection vehicles which operate in indirect gas injection mode should be listed in the same family as indirect gasoline injection vehicles, as the applied gas injection technology is the same and provided that at least one such vehicle is tested as parent vehicle according to the requirements of this Regulation.
