According to the European Community’s participation in the revised 1958 Agreement, the UNECE Regulations have become alternatives to the technical annexes of the corresponding EU Directives. Amendments to the CEMA proposal for an updating of UN R86.

Under agenda item 5(f) of the 69th GRE session, the GTB proposal (GRE/2013/5) to cease granting type approvals under UN R5 and R31 was approved.

Pursuant to an Italian request, GRE agreed to delete the references to UN R31 in paragraphs 6.1.2. and 6.2.2. of UN R48 and requested Italy to prepare present document specifying the proposed changes.

Pursuant to item 5(f) of GRE-69, the GTB proposal (GRE/2013/5) to cease issuing type approvals under UN R5 and R31 was approved.

This prompted proposals to look for similar references in UN R53, R74 and R86. No references to UN R31 were found, but references to similarly ‘frozen’ regulations (UN R1, R8, R20, R56, R57, R72, R76 and R82) were found.

The present document proposes to delete these obsolete references in UN R53 and R74.

After document WP.29/2013/34 was submitted as the approved text from GRSG, it was noted that some of the agreed changes from informal document GRSG-103-10/Rev.2 had not been implemented. The present document aims to effect the omitted changes, avoid unintentional deletions from the adopted GTR 12 text, and ensure alignment with the agreed text in UN R60.

There had been an interpretation that for systems with two service brakes each brake had to meet the requirements which would result in higher stringency levels than intended by the requirement for single brake systems.

The proposal also clarifies the parts of the braking system that should be considered with respect to hydraulic brake and mechanical transmissions and further clarifies that the test procedures are designed to simulate a brake failure rather than produce one.

During April 2016, Japan presented a study to GRE-75 on the disturbance due to the use of motorcycle daytime running lamps (DRL) at night (see GRE-75-09). A proposal (GRE/2016/35 supported by GRE-76-03) for automatic switching between DRL and headlamps was then presented during October 2016 at GRE-76. Italy, among others, raised a reservation. This document details Italy’s concerns with the proposal by Japan.

The 05 and 06 series of amendments provide for automatic adjustment of lamps based on ambient light conditions. To avoid misuse of the daytime running lamps (DRL), automatic switching between DRL and dipped-beam headlamps is preferable; however, manual switching for specific cases is still necessary. Under the transitional provisions for series 05 of amendments, only automatic switching would be permissible after 30.7.2016 (for new type of categories M1 and N1 vehicles) and after 30.1.2018 (for new type of other categories vehicles). Nonetheless, in the transitional provisions for series 06 of amendments, the same transitional period appears to have been unintentionally omitted. This proposed supplement corrects this mistake in the 06 series by deleting the alternatives to the automatic switching from the 06 series of amendments:

1. deletion of paragraphs 6.2.7.6.2 and 6.2.7.6.3;
2. merging and rewording of paragraphs 6.2.7.5 and 6.2.7.6;
3. consequent editorial adjustment in paragraph 5.11.1.3. and 6.19.7.4. to maintain acceptable the rear position lamps switching possibility allowed by the present text;
4. small editorial changes to better clarify that an automatic switching based on different factors in respect to those prescribed in paragraph 6.2.7.5. (new numbering) are allowed only as supplemental condition;
5. other editorial changes and renumbering for text and numbering coherence.

As part of the discussions on improving UN R48 to address vehicle glare and headlamp leveling issues, Italy proposes conditions for vehicle loading under the headlamp testing procedures in order to represent more realistic vehicle use. In particular, the current specifications for testing vehicles under maximum load conditions does not represent the most common use case of a driver in an unloaded vehicle.
