Request for guidance from Germany on the possible further development of the regulation on replacement catalytic converters pursuant to the findings of a German study. Proposal to require automatic mirrors to unfold automatically when the vehicle reaches a speed higher than 10 km/h. The concern is to address certain mirrors designed not to unfold at speeds up to 45 km/h.

Certain anti-theft systems fully lock every door and window in a vehicle and also deactivate interior unlock controls. This can lead to a situation where an occupant can be locked inside a vehicle with no means of exit save to break a window. This proposal would introduce provisions for the safety and protection of road vehicle occupants in case of the installation of such a full locking system.

Proposal to introduce provisions for the use of plastic safety glazing in side windows behind the B pillar more in line with the stipulations for glazing with a light transmittance below 70 per cent in that area.

The “document of fulfilment” would be issued by the vehicle manufacturer to certify that a vehicle complies with UN Regulations specified within the whole vehicle type approval regulation.

Document GRE/2013/62 concerning electronic light source control gear proposed to introduce requirements to avoid intentional non-approved (voltage) variation of the principal passing beam using halogen light sources and to harmonize them with the operating voltage requirements in UN Regulation No. 48. The objective of this proposal is to restrict the voltage at headlamps equipped with (halogen) filament lamp light sources in order to avoid excessively high or low (semi-) permanent luminous intensity of the headlamp and consequently shorter lifetime of the halogen light source. This submission takes into account the positions presented in documents GRE/2013/44, GRE/2013/62, GRE-70-17, and GRE-70-34.

The objective of this provision is to improve the safety of vulnerable road users by better informing them about the intention of a heavy goods vehicle to make a turn. Germany believes this to be a simple measure that will improve the safety level especially for cyclists and pedestrians located in the blind spot area of a heavy goods vehicle.

The Working Party on General Safety (GRSG) has approved a proposal to require the automatic activation of hazard warning lights in buses and coaches in the event of excess temperatures in the engine and/or other compartments.
