The main objective of this proposal is to establish an amendment to global technical regulation No. 2 on the Worldwide harmonized Motorcycle emissions Certification-test procedure (WMTC) to insert Environmental and Propulsion Performance Requirements (EPPR), currently only applicable for two-wheeled motorcycles. Should an amendment to GTR No. 2 be deemed inappropriate, alternatives including development of a new GTR will be considered.

The objectives also include development of requirements and/or test procedures to create synergies and uniform provisions with related 1958 Agreement UN Regulations, exchange information on current and future regulatory EPPR, e.g. for
“category 3 vehicles” or “L-category vehicles”, minimize differences between these regulatory EPPR, with the view to facilitate the development of light vehicles complying with such internationally harmonized requirements, and to assess coherence with other regulatory requirements and groups activities, such as those on Worldwide harmonized Light vehicles Test Procedures (WLTP) and on Electric Vehicles and the Environment (EVE).

Proposal for a further “phase 1b” in the development of the GTR on light vehicle emissions. In order to meet Contracting Party objectives, the draft GTR has been submitted for adoption by the Forum in March 2014. Although the current draft offers a complete test cycle, the WLTP experts want to improve the regulation by further addressing a number of technical elements that were set aside due to time and resource constraints.

This document is a progress report to the Executive Committee of the 1998 Agreement (AC.3) on the development of the draft gtr for electric vehicle safety (EVS), as recommended by the Working Party on Passive Safety (GRSP) at its May 2014 session. An extension of the mandate for the informal working group (IWG) is requested.

The purpose of this paper is to provide a framework through which the delegates to the World Forum for the Harmonization of Vehicle Regulations (WP.29) and other interested stakeholders can examine the experience with the 1998 Global Agreement and agree on ideas and processes for improvement in its implementation.

Proposal to begin work on the second phase development of the light vehicle emissions GTR, covering:

• Remaining items from the original authorization (WP.29/AC.3/26)
• Open issues remaining under Phase 1b
• Durability of internal combustion engine vehicles and electric vehicles
• Evaporative emissions
• Low ambient temperature emissions
• Test procedure for the determination of additional CO2 emissions and fuel consumption from mobile air conditioning systems
• On-board diagnostics requirements
• Development of criteria for ex-post assessing of road load parameters (document WLTP-12-29-rev1e), and
• “Other items” as may arise.

Proposal for a Special Resolution to provide a framework within which the representatives of the World Forum for the Harmonization of Vehicle Regulations (WP.29) and other interested stakeholders can work to improve the implementation of the 1998 Global Agreement.

Request for authorization to develop an amendment to GTR No. 1 to ensure adequate protection against accidental opening of the back door while the vehicle is in motion.

Proposal for the Phase 2 development of GTR No. 13, including

1. Further consideration of items in the original authorization (document WP.29/AC.3/17);
2. Potential revision of the scope to address additional vehicle classes;
3. Requirements for material compatibility and hydrogen embrittlement;
4. Requirements for the fueling receptacle;
5. Evaluation of performance-based test for long-term stress rupture proposed in Phase 1 (including assessment of a procedure to evaluate the risk of long-term stress rupture of storage containers made from composite fiber reinforced polymers);
6. Consideration of research results reported after completion of Phase 1 – specifically research related to electrical safety, hydrogen storage systems, and post-crash safety;
7. Consideration of 200 per cent Nominal Working Pressure (NWP) or lower as the minimum burst requirement; and
8. Consider Safety guard system for the case of isolation resistance breakdown.

Proposal of minor corrections to the draft Amendment 1 to GTR 19 (WP.29/2018/73).

Proposal to establish a WP.29 program to develop a UN GTR specifying a methodology for determining the real driving emissions of light-duty vehicles based on the European RDE methodology appropriately adapted for specific regional traffic conditions and boundaries.

Request for authorisation to develop a new GTR.

Proposal for establishing two informal working groups addressing the safety and environmental requirements for electric vehicles to enhance regulatory cooperation including developing global technical regulations in the framework of the 1998 Agreement.

The main objective of this proposal is to establish an amendment to GTR No. 2 on the Worldwide harmonized Motorcycle emissions Certification-test procedure (WMTC) to insert Environmental and Propulsion Performance Requirements (EPPR), currently only applicable for two-wheeled motorcycles. Authorization prepared to enable the amendment of GTR No. 15 and to prolong the mandate of the WLTP informal working group as adopted by the Administrative Committee of the 1998 Agreement at its March 2014 session.
