1. modify the scope with regard to Category S and R agricultural vehicles,
2. modify the paragraph numbering (and related footnotes) to improve text clarity,
3. to correct an error in Annex 5 Table 7 where “35×16” should read “36×16”,
4. amend Annex 7 Part E to address variations of load-carrying capacity for tyres for construction applications (industrial tractors or skid-steers / mini-loaders) with speed category symbol “D”.

Proposal to introduce ASEP requirements for L₄ and L₅ category vehicles with PMR > 50 W/kg. The proposal aligns ASEP for high powered L₄ and L₅ vehicles, used for passenger transport, with UN Regulation No 41.04 due to comparable sound emissions levels of L₄ and L₅ vehicles with the ones of L₃ vehicles and the possibility of applying similar measurement methods for sound emissions for those vehicle categories. This proposal is supported by the Commission study on enhanced sound requirements for mopeds, quads and replacement silencers of L-category vehicles which resulted in amendments to UN Regulation Nos 9, 63 and 92 (ref. document WP.29/2017/2).

Proposal to introduce requirements for non-original replacement exhaust silencing systems with multiple, manually or electronically adjustable, rider-selectable operating modes or variable geometries (NORESS with “flexibilities”). This is a consolidated version of the amended regulation. For more information on the changes, see document GRB/2018/6 where the changes are marked in bold and strikethrough text.

Proposal to expand the scope of the regulation on unauthorized L-category vehicle use to include electronic devices such as keyless entry systems, similarly to what already exists in UN R116 on passenger car use.

Proposal to clarify that Contracting Parties applying this Regulation shall continue to accept type approvals granted to the 06 or 07 series of amendments to vehicles which are not affected by the 08 series of amendments.

Proposal to require, in instances where ogive protective covers are fitted to a cylinder, that the covers be removed before conducting the impact damage (drop) test. The proposal further would amend and clarify the need for a gas flow adjuster under UN R110 with regard to the use of carburetors and fuel injectors. A gas flow adjuster is not necessary when an electronic fuel injection system manages the air/fuel mixture and therefore should be removed from paragraph 18.3.1. An adjuster is needed when air/fuel mixture runs via a carburetor and therefore should be added to paragraph 18.3.2.

Proposal to remove references to European radio frequency standards (paragraphs 6.2.3., 7.2.3. and 8.2.2.). Telecommunications devices must meet requirements specific to local markets. Therefore, the references to standards specific to European markets (but not other markets) fall outside the purview of UN Regulations.

Proposal to introduce requirements for CNG compressor and CNG accumulator components designed to maintain stable pressure in fuel systems and to allow the use of a generator fueled by the vehicle gaseous fuel system that provides electricity to run accessories (e.g., overnight power in sleeper cabs, to maintain battery charge during high electrical power use with loading or lifting equipment).

Proposal to clarify conditions under which direction indicator lamps may be switched ON to indicate the status of the device to prevent unauthorized use and to include provisions for exterior courtesy lamps on motorcycles under UN R53 (as is already the case for motor vehicles under UN R48).

Proposal to introduce requirements and test specifications for light emitting diodes (LED) substitute light sources, including to

1. introduce provisions for LED substitute light sources into Regulation No. 128;
2. introduce a new category sheet PY21W/LED based on LED technology into the Consolidated Resolution (R.E.5);
3. establish equivalence criteria as guidance for specifying sheets for LED substitute light source categories. (These guidelines are intended for publication, with the agreement of GRE, on the GRE website under “reference documents”, similar to criteria for new filament light sources for head lighting (GRE-77-04). In addition, these criteria are being prepared for insertion in publication IEC 60810.);
4. a draft proposal to IEC concerning the cap/holder system of the LED light source category PY21W/LED, for information to GRE (GRE-80-03) only, to show the interlock feature and the differences with the cap/holder system of its counterpart filament light source category PY21W; and
5. to allow under Annex 4, paragraph 1.2. a limited increase of luminous flux from 1 minute to 30 minutes within the given minimum and maximum requirements (to remove an unnecessary design restriction).

Proposal to align UN R10 with the vehicle narrow-band limit and the latest set-ups (artificial networks, harness location, Z-folding, …) for vehicles in charging mode under the International Special Committee on Radio Interference (CISPR) 12 Standard. The proposal also introduces additional details for vehicles in charging mode operating conditions (alternating or direct current charging).

Proposal to correct Revision 2 of UN R55 to align with the text of Supplement 04 to 01 series of amendments. This proposal removes a subparagraph under paragraph 13.1 that should not have been included in the Revision.

Proposal to strike “sur un montage rigide” from paragraph 6 (Essai effectué sur un montage rigide/sur un véhicule/sur des parties représentatives du châssis d’un véhicule2) in order to align the French version with the English and Russian versions of the text and to introduce a clarification of the correspondence between UN 58 and the 03 series of amendments to UN R31.
