If warranted, the group would develop recommendations/guidelines for inclusion as a new annex to the Consolidated Resolution on the Construction of Vehicles (RE3) and the 1998 Agreement’s Special Resolution No. 1 (SR1) or as a combined Mutual Resolution covering both agreements.

Explanation of a “first set” of guidelines prepared by the WP.29 secretariat concerning the submission and adoption of modifications to UN Regulations, especially taking into consideration the pending Revision 3 to the 1958 Agreement which envisions, among other things, the acceptance to multiple “versions” of each regulation. This document covers: amendments resulting from draft Revision 3; publication of new series of amendments; long transitional provisions; versions of UN Regulations; use of cross-references; amendment commencement dates; consolidation of amendments to once per year; and use of “compilations” of modifications.

Proposal to clarify the mutual recognition requirement of the draft revision of the 1958 Agreement. OICA views the clause that subjects the mutual recognition requirement to “any special provisions” contained within a given UN Regulation as potentially detrimental to the basic principles of uniformity and mutual recognition. The phrase was deemed necessary because such special provisions do exist; however, OICA proposes to revise the phrase ostensibly to avoid creating the impression that the use of such “special provisions” is routine (rather than exceptional) under the Agreement.

Pursuant to its defect investigations concerning the shattering of certain panoramic sunroofs, Korea proposes the establishment of an informal working group to prepare amendments to UN Regulation No. 43 and GTR No. 6 to specify test methods for evaluating panoramic sunroof glazing.

The main objective of this proposal is to develop an amendment to UN GTR No. 6 on Safety Glazing concerning clarification of the methods (e.g. 227g ball drop test), etc. for testing and evaluating the mechanical strength of toughened glass so that the safety of a panoramic sunroof is assured.

In order for the proposed new UN Regulation transposing the GTR on hydrogen fuel-cell vehicles into the 1958 Agreement to be applicable in Japan, the regulation needs to make clear that its scope does not include (i) the electrical safety of electric power train, (ii) the material compatibility and hydrogen embrittlement of the vehicle fuel system and (iii) the post-crash fuel system integrity in the event of full width frontal impact and rear impact. This allows Japanese national regulations to be applied even when accepting a vehicle type-approved under the UN Regulation.

Paragraph 6.2.2 of UN R6 specifies modes for triggering a failure tell-tale. This proposal would remove a specific reference to filament lamps so that the failure modes apply equally to both filament lamps and LED light sources.
