This proposal aims to improve brake distribution between truck and trailer of heavy vehicle combinations at everyday low decelerations, to enhance uniform use of all wheel brakes and thereby to counteract loss of full brake performance. The proposal is based on ISO 20918.
Update on the activity of the Alternative Method for the assessment of Electronic Vehicle Stability Control systems (AMEVSC) Informal Working Group since September, including on its meeting of 18 October 2011.
L-category vehicle EU type-approval legislation [reissued]
Reference Number: GRRF-72-09
Presentation on EU plans for updating the regulatory regime for motorcycles and related vehicles, including obligatory fitment of advanced brake systems, abandonment of the 74 kW power restriction, anti-tampering measures, and mandatory “automatic headlamp on” feature.
The proposal harmonizes the definitions and marking requirements of UN R30 with the new 02 series of amendments to UN R117 and the latest proposal for amendment to UN R117 related to the snow tyre definitions as proposed by the informal group “snow tyre”. This document supercedes GRRF/2011/13.
The proposed amendments harmonize the definitions and marking requirements of this
Regulation with the new 02 series of amendments to Regulation No. 117 and the latest
proposal for amendment to Regulation N° 117 related to the snow tyre definitions as
proposed by the informal group “snow tyre”.
ETRTO proposals to align the definitions in UN R30, R54 and R117 (documents GRRF/2011/13 and 14) raised comments from France (document GRRF-71-31). This document offers a basic “snow tyre” definition/markings plus a more precise definition/markings for tyres used in severe snow conditions.
Japanese information on the introduction of its regulation on AEBS
Reference Number: GRRF-72-14
Japan plans to issue a regulation on 1 April 2012 along with fiscal incentives to promote the use of advanced emergency braking systems on heavy-duty vehicles. Mandatory installation will be phased in starting from 1 November 2014.
Revised proposal for amendments to Regulation No. 13
Reference Number: GRRF-72-07/Rev.1
This proposal aims to improve brake distribution between truck and trailer of heavy vehicle combinations at everyday low decelerations, to enhance uniform use of all wheel brakes and thereby to counteract loss of full brake performance. The proposal is based on ISO 20918 and supercedes GRRF-72-07.
UN R90 unintentionally omits the bedding procedure for the brake drum high load test for M2, M3, N2 and N3 vehicles. CLEPA proposes using the same bedding procedure as already adopted for the thermal fatigue test for such vehicles and for the high load tests for trailers.
Comments from India on the draft GTR for passenger vehicle tyres
Reference Number: GRRF-72-16
Proposals from the Indian delegation to improve the working draft of the GTR (document TYREGTR-12-01) pursuant to the 16 September 2011 session of the Tyre GTR informal group, including certain IEC and FMVSS references.
The use of test reports in Regulation No.13 was first introduced in Annex 11 of UN R13 in 1984. CLEPA proposes this amendment to support the proposal to permit the use of an Annex 19 test report as an alternative method in meeting the vehicle stability function requirements as detailed in Annex 21.
Comments on proposed requirements concerning braking compatibility of towing vehicles and trailers
Reference Number: GRRF-72-19
Denmark submitted document GRRF-71-19 (subsequently integrated into GRRF/2012/12) proposing to narrow the compatibility bands for control line pressure versus brake rate. This document challenges the proposed changes as effectively mandating electronic braking and imposing unwarranted costs.
Comments on proposed warning signal requirements associated with excessive coupling force control
Reference Number: GRRF-72-20
Denmark submitted Document GRRF-71-18 (subsequently integrated into GRRF/2012/12) proposing to narrow the limits for coupling force control systems which are allowed to override the compatibility bands. This document argues against the proposed changes.
Comments on changes to the requirements for the positioning of test points
Reference Number: GRRF-72-21
Denmark submitted GRRF-71-19 (subsequently in GRRF/2012/12) proposing a new paragraph to require a test point between the coupling head and the trailer relay emergency valve. This document argues that the requirement is already implicit within UN R13 and therefore, that the change is unnecessary.
Comments on changes to semi-trailer and center axle trailer braking compatibility requirements
Reference Number: GRRF-72-18
This document addresses the ramifications of introducing the proposals outlined in GRRF-72-07 (superceded by GRRF-72-07/Rev.1) specifically associated with semi-trailers.
Proposed amendments to the proposal for Supplement 10 to the 11 series of amendments to UN R13
Reference Number: GRRF-72-22
OICA proposes alternate language for amendments to the text of Annex 21 governing the use of simulation tools for evaluating electronic vehicle stability control systems (EVSC).
Proposal for Supplement 14 to the 00 series of amendments to Regulation No. 13-H
Reference Number: GRRF-72-27
Modified version of document GRRF/2011/35/Rev.1, pursuant to GRRF session 72 discussions, which aims to clarify reasonable levels of braking performance to be expected in different positions of the ignition key (i.e., off, on, lock, etc.).
Knott TrailerTechnik proposal to update the wording of Annex 14, para. 1.1 to cover “electromechanical or electrohydraulical” brake transmission devices. Primarily in German language.
GRRF Chair's notes concerning transitional provisions in UN R13-H
Reference Number: GRRF-72-29
Notes submitted by the chair of the Working Party on Brakes and Running Gear regarding the enforcement provisions of the supplements to UN R13-H, including mandatory electronic stability controls (ESC) and brake assist systems (BAS).
Proposal for draft amendments to Regulation No. 90
Reference Number: GRRF-72-05/Rev.1
The extension of UN R90 to include brake drums and discs introduced the concept of a part “identical” to the OE part. Because such parts would have been approved under UN R13/13-H, they were exempted from redundant approval under R90. This proposal would similarly define and exempt brake linings.
Proposed structure and draft preamble prepared by the Informal Group on the Tyre GTR to establish a global technical regulation (gtr) for new radial pneumatic tyres equipping passenger cars and light vehicles up to 4536 kg (10,000 pounds).
