The performance of a brake depends on both the brake lining and the mating surface of the disc or drum against which it rubs.

The proposed amendments would establish minimum performance standards for replacement brake linings through Regulation No. 90 end extend its scope to establish minimum performance standards for replacement brake discs and drums for vehicles of categories M, N and O.
