Proposal for wording to ensure that countries notify the UN secretariat of decisions to accept approvals based upon earlier versions of UN Regulations under the proposed International Whole Vehicle Type Approval system.

Document GRE/2013/62 concerning electronic light source control gear proposed to introduce requirements to avoid intentional non-approved (voltage) variation of the principal passing beam using halogen light sources and to harmonize them with the operating voltage requirements in UN Regulation No. 48. The objective of this proposal is to restrict the voltage at headlamps equipped with (halogen) filament lamp light sources in order to avoid excessively high or low (semi-) permanent luminous intensity of the headlamp and consequently shorter lifetime of the halogen light source. This submission takes into account the positions presented in documents GRE/2013/44, GRE/2013/62, GRE-70-17, and GRE-70-34.

Editorial corrections to document CMS II-01-02/Rev.1 (draft of amendments to UN R46 to enable the approval of camera-monitor systems as indirect vision devices in place of conventional mirrors.

Proposal to align UN R125 (driver forward field of vision) with the amendments to UN R46 under development to enable the approval of camera-monitor systems as indirect vision devices in place of conventional mirrors.

The present requirement for booster with belt guides for the diagonal belt is more stringent than for boosters without belt guides. This proposal aligns the requirement for belt disengagement with the requirements for other child restraint systems ((e.g. the displacement criteria and the criteria as indicated in Annex 15, para. 6.2.4.) and at the same time proposes new language to clarify the affected text.

Proposed changes to the working draft of the amendment (document CMS II-01-02/Rev.1) to introduce camera-monitor systems into the regulation on indirect vision devices (UN R46) pursuant to decisions taken during recent sessions of the Working Party on General Safety (GRSG).

Proposal to regulate the discharge direction of pressure relief devices (PRD) on CNG containers in response to a fire accident in the Netherlands in which the PRD produced a long horizontal jet flame for several minutes posing a risk to other road users and surrounding buildings.

Recently EU-Directive 2013/60 has been introduced in which chapter 5 of EU Directive 97/24 is amended. One of the amendments concerns the introduction of reference fuels E5 (petrol) and B5 (diesel fuel). When stage C in 97/24-5 is being applied for, reference is made to GTR No. 2. In GTR No. 2, however, these reference fuels have not yet been incorporated. This proposal aims to correct this omission by amending the reference fuel specification for alternative C in table 6-1.

Proposal to clarify that the recently increased height requirements for the effective upper belt anchorage (Supplement 4 to the 07 series of amendments to UN Regulation No. 14) can be satisfied by means of a “belt adjustment device for height” that is part of the belt-anchorage as well as a device that is part of the belt itself, each with a distinctive approach. The proposals are presented as draft Supplement 7 to the 07 series of amendments to Regulation No. 14 and draft Supplement 6 to the 06 series of amendments to Regulation No. 16.

Supplement 1 to the 01 series included requirements for the positioning of LNG tanks. While the Netherlands believes that mounting the LNG fuel tank 200mm above the road surface is broadly adequate; this proposal aims to ensure that the fuel tank cannot, under any normal driving or stationary working situations, come into contact with the ground. The new wording provides more definitive conditions, including the possibility of a vehicle having one or more flat tires as well as for those vehicles that have ‘kneeling’ capability or variable suspension, both of which lower the frame of the vehicle closer to the ground.

Proposal to delete the definition of “vehicles designed to fulfil specific social needs” because these vehicles no longer exist under the 07 series of amendments to UN Regulation No. 83. This proposal is in line with the Euro 6 stages of European Union Regulation (EC) No. 715/2007 and implementation Regulation (EC) No. 692/2008.

Memorandum to the Netherlands Ministry of Infrastructure and the Environment in response to its request for research into

• the effect of the present tyre Regulations on the exterior noise levels of tyres
• comparison of the tyre noise levels in the present distribution with the limit values defined in the tyre Regulations
• definition of the levels of “present-day technology and ambitious technology on base of the distribution of levels found in the present tyre population”.

Document GRE/2014/31 proposes to introduce requirements to avoid intentional non-approved (voltage) variation of the passing and driving beam, using halogen light sources and to harmonize it with the operating voltage requirements in Regulation No. 48. This correction seeks to improve the text by replacing the “about value” for the reference luminous flux with the exact value of 13.2V and to simplify the C.o.P. procedure.

Proposal to amend the draft agreement to address situations where a Contracting Party disagrees with an adopted amendment and ceases to apply a given UN Regulation. The proposal seeks to clarify that the Contracting Party would still be obligated to accept type approvals based on the previous versions of the regulation (i.e., approvals based on versions of the regulation that the CP had been accepting before the amendment) for one year following its notification to cease application of the regulation.

The experts of France and the Netherlands have verified the text of document IGCMS-II-05-02 on its consistency of the wording for the different classes of devices, corrected the wording for the class VII devices, corrected several references and replace the transitional provisions by those of Revision 5 of R46.
