Proposal to clarify the text and align the provisions of UN R9 with other vehicle sound regulations, especially UN R41, pursuant to research conducted by the European Commission.

Proposal to update and clarify the regulation. The proposal refines definitions, removes the “AWD” abbeviation for “audible warning device” to avoid confusion with its more common use for “all wheel drive”, modifies some administrative communications, and proposes three-direction acoustic measurements. The proposal also aims to structure the regulation to enable its application to additional sound warning devices not presently regulated at the international level, excluding acoustic vehicle alerting systems (AVAS) which will be subject to a separate regulation on minimum vehicle sound levels.

Based on the outcomes of a European Commission study, proposal to clarify the text and align its provisions with other vehicle sound regulations, especially UN R41, including to replace references to “two wheeled moped” with the term “L1 category vehicles” (and consequently to replace references to “moped” with “vehicle”) and to replace the term “noise” with “sound” (except for references to background noise) throughout the regulation. It also introduces sound emission measurement through new testing of in use vehicles in motion.

Proposal to update the provisions of Regulation No. 92 to a level at least equivalent to the corresponding provisions in the European Union legislation. The document proposes improved terminology and definitions, including new ones, improved sound emission testing conditions and procedures. It also introduces anti-tampering provisions and an “Additional sound emission provisions” (ASEP) statement by the manufacturer.

Proposal to refine the scope by replacing the phrase “can travel” by “can be propelled”. The use of “travel” in the scope can be interpreted to include vehicles using using electrical systems for purposes other than propulsion (e.g., energy recuperation) that fall outside the test conditions of UN R138.

2. Paragraph 6.2.6.: The vehicle operator shall not deactivate AVAS while driving. However, the manufacturer shall be enabled to activate or deactivate AVAS, including automatically, by regional coding according to legal provisions of various markets.
3. Paragraph 11.: the transitional provisions were added according to the rules of WP.29 for new series of amendments. Paragraph 11.6. has been added to maintain approvals that also comply with the new series of amendments, as is the case for vehicles that do not have a pause function according to the newly suggested paragraph 6.2.6.
4. Annex 1, Addendum to the communication form No …, Technical Information: technical information regarding “Pause switch (yes/no)” will be no longer necessary.

Proposal to:
a) Align some definitions and some contents of paragraphs with the other tyre regulations (Regulations Nos. 30, 54, 117, etc.);
b) Include a definition of “manufacturer” extracted from the resolution “R.E.3”;
c) Adopt a common definition and use of the terms “Manufacturer’s name”," Brand
name", “Trademark”, “Trade description” and “Commercial name” and their links;
d) Clarify the designation of the categories of use;
e) Remove the word “normal” in the definition of “Reinforced” tyre to avoid confusion
with the category of use “normal”;
f) Add some information in the certificate to the attention of the Type Approval
Authorities for making easier the relationship between this one and the products.

Proposal to amend Annex 7 and Annex 10. This proposal would:

1. change measurement units for drum speed in Annex 7 from min-1 to km.h-1 to align the requirements with other tyre regulations;
2. correct the wording from “speed category symbol” to “speed symbol” (as defined in para. 2.33);
3. correct the wording from “load capacity index” to “load index” (as defined in para. 2.32);
4. correct a reference to para. 3.2.13. of the Regulation in Annex 7, Appendix 1;
5. correct a boundary value of load index in Annex 7, Appendix 1;
6. delete in paragraph 2.1 in Annex 7, the possibility to use the 2.0 m drum diameter to perform the endurance test.

In Annex 10, the proposal aligns the text with Annex 7 of UN R117, 02 series of amendments, Supplement 5.

The proposal would also clarify provisions for the minimum heights for markings for tyres with nominal rim diameter codes ≥ 20 and nominal section width ≤ 235 and for tyres with nominal rim diameter codes < 20 and nominal section width > 235. The proposal also corrects tables and figures for the use of lowercase letter to denote tyre dimension specifications.

Proposal to introduce corrective steering and B1 level ACSF type approval provisions into UN R79. This proposal would enable the approval of corrective steering and lane-keeping assist systems in addition to current provisions for automated steering functions that operate at speeds up to 10 km/h.

Proposal to allow for the approval of speedometers and odometers that enable drivers to display figures either in km/h or mph (but not both simultaneously). The proposal also clarifies the application of the provisions across the category L vehicle subcategories.

Proposal to align the requirements for plastic panes other than windscreens with the requirements of plastic pane windscreens. This includes amendments concerning rigid plastic panes, flexible plastic panes and rigid plastic multiple-glazed units. The proposed modifications to this type of glazing are in line with the requirements of Supplement 4 to the 01 series of amendment of UN Regulation No. 43.

Proposal to allow for the use of natural gas refrigeration systems to vehicles propelled by natural gas (CNG or LNG). This proposal addresses a new, environmentally friendly natural gas fuelled refrigeration system for trucks with refrigerated loads that already are propelled by natural gas. Currently paragraph 18.1.7.1 allows heating systems to be fitted on vehicles to heat the passenger compartment and/or the load area of a vehicle, however, the same provision omits cooling systems that are used on trucks for the carriage of loads requiring refrigeration.

Proposal to reduce the administrative burden in obtaining approvals for electrical cables according to UN Regulation No. 118 by allowing for test reports and/or approvals established under ISO 6722:2006 (previous version of the current ISO 6722:2011) to remain valid.

Proposal to expand the scope of the regulation by deleting paragraph 1.2.2. which allows for the exclusion of “vehicles designed and constructed for special purposes where it is not possible, for practical reasons, to fit lateral protection devices” from the text. The proposal allows Type Approval Authorities to nonetheless exempt “vehicles where any LPD (e.g. fixed, removable, foldable, adjustable, etc.) is incompatible with their on-road use” through the addition of new paragraphs.

Proposal to improve and clarify provisions concerning the approval of interior materials, cables and insulation materials. The proposal adds new requirements for cable sleeves and conduits, modifies vertical testing requirements under Annex 8 to allow testing of small test samples and to clarify their fixation to the specimen holder, and adds a new Annex 10 on provisions for testing of electrical cables.

As part of the Simplification of Lighting Regulations program, this proposal prepares UN R3 for being “frozen” and superseded by a new comprehensive regulation on retro-reflecting devices. The proposal incorporates by reference specifications, as applicable, of the lighting installation Regulations Nos. 48, 53, 74 or 86 and adds specifications for conformity of production.

Proposals for amendments to Regulations Nos. 4, 6, 7, 19, 23, 38, 48, 50, 77, 87, 91, 98, 112, 113, 119, 123 to clarify requirements for light sources in lighting and light-signalling Regulations listed in Annex 4 to UN Regulation No. 0. The proposed UN R0 on whole vehicle type approval requires submission of approval certificates for components and systems. Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). Proposal for transitional provisions for inclusion in UN R79 – (ECE/TRANS/WP29/2017/10, as amended by WP29-171-06). In the interests of moving quickly, the ACSF informal group agreed to submit the initial amendments to UN R79 as a supplement. The proposed Supplement 6 to the 01 series of amendments (documents WP.29/2017/10 and WP.29-171-06) introduce requirements for corrective steering functions (CSF) and A and B1 categories of automatically commanded steering functions (ACSF). This approach included an agreement to ensure that existing approvals and their subsequent extensions won’t be affected by the new technical requirements given that the aim of the supplement is to regulate new systems coming to market, not to impact systems already on the market (see document GRRF-83-21 for complete background).
