Proposal to introduce requirements a) to prevent accidents when the flap covering the engine compartment is open; b) to clarify that “low-floor vehicles” concern only those vehicles that provide a single step from the ground into the low floor area and that any equipment that would counteract the intention of such single-step low-floor vehicles to facilitate access by passengers with reduced mobility is prohibited; c) to delete the prohibition on the use of laminated glass or plastic material in window panes and to delete the provision that emergency windows shall be capable of being operated from outside; d) to clarify the transitional provisions.

Proposal to a) introduce requirements to prevent accidents when the flap covering the engine compartment is open; b) clarify that “low-floor vehicles” concern only those vehicles that provide a single step from the ground onto the low floor area; c) prohibit any equipment that would counteract the intention of such single-step low-floor vehicles to facilitate access by passengers with reduced mobility; d) clarify the text of the amendments updating provisions for service doors, windows and emergency exits; e) delete the prohibition on the use of laminated glass or plastic material in window panes; f) delete the provision that emergency windows be operable from outside the vehicle; g) clarify that an “overnight locking system” is not intended to be operated from inside the vehicle; and h) align the Annex 12 safety prescriptions for trolley buses with current electrical standards.

Proposal to require the installation of occupant-activated acoustic warning systems in vehicles equipped with full-locking systems in order to prevent harm in the event of an occupant being locked inside such a vehicle.

Proposal to clarify that head restraints approved under UN R17 are exempt from the requirements of UN R25 and that UN R25 does not apply to coach and bus seats approved under UN R80.

Proposal to clarify UN R44 and align the text with that of UN R129 on enhanced child restraint systems.

The European Commission proposes to amend the draft EVE mandate in order to avoid overlap in the scope of work with other GRPE informal working groups whose scope includes aspects of electric vehicle environmental performance. In addition, the EC proposes an extended duration for the mandate given its assessment of the complexity of this effort.

Proposal to amend the draft agreement to address situations where a Contracting Party disagrees with an adopted amendment and ceases to apply a given UN Regulation. In order for the proposed new UN Regulation transposing the GTR on hydrogen fuel-cell vehicles into the 1958 Agreement to be applicable in Japan, the regulation needs to make clear that its scope does not include (i) the electrical safety of electric power train, (ii) the material compatibility and hydrogen embrittlement of the vehicle fuel system and (iii) the post-crash fuel system integrity in the event of full width frontal impact and rear impact. This allows Japanese national regulations to be applied even when accepting a vehicle type-approved under the UN Regulation.

Proposal to clarify the mutual recognition requirement of the draft revision of the 1958 Agreement. OICA views the clause that subjects the mutual recognition requirement to “any special provisions” contained within a given UN Regulation as potentially detrimental to the basic principles of uniformity and mutual recognition. The phrase was deemed necessary because such special provisions do exist; however, OICA proposes to revise the phrase ostensibly to avoid creating the impression that the use of such “special provisions” is routine (rather than exceptional) under the Agreement.

Pursuant to its defect investigations concerning the shattering of certain panoramic sunroofs, Korea proposes the establishment of an informal working group to prepare amendments to UN Regulation No. 43 and GTR No. 6 to specify test methods for evaluating panoramic sunroof glazing.

The main objective of this proposal is to develop an amendment to UN GTR No. 6 on Safety Glazing concerning clarification of the methods (e.g. 227g ball drop test), etc. for testing and evaluating the mechanical strength of toughened glass so that the safety of a panoramic sunroof is assured.
