Proposal to amend para. 5.1.1.3. to adjust the lower vertical datum point from 5 degrees to 4 degrees below the horizontal and update the corresponding figure in Annex 4, Figure 1. This harmonizes the location of the lower datum point with the angle of obstruction requirement in para. 5.1.3., resolving an inconsistency between the allowed area of obstruction and the mandated transparent area of the windscreen.

Correction to the justification provided in GRSG/2026/37.

Proposal to amend para. 2.5.2. to change the lower vertical datum point from 5 above the horizontal to 4 above the horizontal, and amend Figure 3 to reflect this adjustment. The modification harmonizes the location of the lower datum point with the angle of obstruction requirement and resolves an inconsistency in UN Regulation No. 43.

Proposal to insert definitions for Child Restraint System, ISOFIX position, and i-Size seating position, add requirements for installation of child restraint systems in vehicles of categories M₂ and M₃ including pictogram markings for ISOFIX positions, i-Size seating positions, and rearward-facing passenger seats, and establish transitional provisions. Contracting Parties applying this Regulation shall not be obliged to accept type approvals to preceding series first issued after 1 September 2030.

Proposal to amend UN R18, UN R39, UN R46, UN R55, UN R58, UN R67, UN R73, UN R93, UN R97, UN R102, UN R105, UN R107, UN R110, UN R116, UN R121, UN R122, UN R125, UN R144, UN R147, UN R151, UN R158, UN R159, UN R160, UN R161, UN R162, UN R163, UN R166, UN R169, UN R176, UN R181, UN R182 and UN R183:

• Add new paragraphs defining Software Identification Number by reference to Consolidated Resolution on the Construction of Vehicles (R.E.3) Annex 7, para. 2,
• amend paragraphs concerning production discontinuation to clarify that production is not considered definitively discontinued if vehicle manufacturers intend to obtain subsequent extensions of approval for software updates of vehicles already registered in the market,
• add new paragraphs requiring manufacturers to provide Technical Services with information on all hardware and software having an influence on performance,
• add new paragraphs allowing vehicle manufacturers to apply for new vehicle approvals to differentiate software versions for vehicles already registered in the market from those for new vehicles,
• add new paragraphs to approval forms requesting additional information regarding software identification and software updates, including whether Software Identification Number is held on the vehicle and relevant parameters for identification of vehicles that can be updated with the represented software.

Proposal to amend UN R73 to correct paragraph references:

• Amend para. 12.1. to correct paragraph references from 12.4.3. and 12.4.4. to 12.4.2. and 12.4.3.,
• Amend para. 15.1. to correct paragraph references from 15.2.3. and 15.2.4. to 15.2.2. and 15.2.3.,
• Amend Annex 3, para. 2.4. to correct the paragraph reference from 2.8. to 12.10. and insert clarifying language [of this regulation].

Proposal to amend UN R105:

• Modify para. 5.1. to reflect new structure adopted for ADR 2027 by modifying the table of technical specifications,
• amend para. 5.1.1.8. to replace “electrical circuits” with “electrical systems” and add provisions for electronic features,
• amend para. 5.1.1.8.2. to add requirement for additional control device for vehicles equipped with Camera Monitoring System according to UN Regulation No. 46,
• amend para. 5.1.3.5.1. by deleting external signal requirements,
• amend para. 5.1.3.6. and renumber para. 5.1.3.7. to 5.1.3.6.,
• insert new para. 5.1.7. to require motor vehicles and trailers with maximum mass exceeding 3.5 tonnes to be equipped with tyre pressure monitoring systems according to UN Regulation No. 141 as amended by at least 01 series,
• insert new para. 10.7. containing transitional provisions applicable from official entry into force and from 1 January 2029,
• amend Annex 2 to update approval number series from 07 to 08.

Proposal to insert a new category 3-3/3-4 vehicle definition in para. 2.1.5. meaning a vehicle with three wheels with a 2-wheeler-3-wheeler combination module constructed so a two-wheeled vehicle of category 3-3 is combined with a non-self-propelled rear module unit that can be separated or combined, either a two-wheeler of category 3-3 or three-wheeled vehicle of category 3-4 only used at any time, and renumber para. 2.1.5. as 2.1.6. The new category addresses affordable and versatile transportation for low- and middle-income countries, enabling single certification instead of separate reports for two-wheeled and three-wheeled vehicles.

Proposal to amend paras. 2 to 2.1.7. to insert a new category L₃-₅ defined as a vehicle with three wheels with a 2 wheeler-3 wheeler combination module constructed so that a two-wheeled vehicle of category L₃ is combined with a non-self-propelled rear module unit that can be separated or combined as required, provided that either a two-wheeler of category L₃ or a three-wheeled vehicle of category L₅ can only be used at any point in time, and renumber existing categories L₆ and L₇ as L₇ and L₈ respectively.

Proposal to amend para. 2.5. to change “a potential” to “an imminent” forward collision, insert new paras. 2.48. and 2.49. defining “Non-volatile memory” and “Volatile memory” respectively, and amend para. 5.3.1.2. to permit the EDR to write captured data from Last Stop trigger threshold criterion (a) in volatile memory only, with transfer to non-volatile memory upon occurrence of any other trigger of para. 5.3.1. or deactivation of vehicle master control switch, effective upon entry into force of Supplement 2 to UN R169.

Proposal to insert new para. 5.2.1.1. stating that fonts shown in Table 1 are not intended to be restrictive and other fonts may be substituted if legibility is maintained, and amend Table 1, Note No. 20 to delete the statement that the font of the letters “OFF” or “ESC OFF” is not intended to be restrictive.

Proposal to amend Annex 4D, para. 2.4., to clarify the endurance test procedure for CNG pressure regulators by specifying that the outlet of the regulator shall be plugged during the cycling of inlet pressure from 100 per cent to 50 per cent of service pressure at room temperature. The regulator shall withstand 50,000 cycles without failure and be leak proof at specified temperatures upon test completion.

Proposal to amend Annex 16, para. 9.6. to clarify the endurance test procedure for pressure regulators and vaporizers by specifying that the outlet of the regulator shall be plugged during cycling of the inlet pressure from 100 per cent to 50 per cent of classification pressure at room temperature and at high and low temperatures. The regulator shall withstand 50,000 cycles without failure and remain leak proof after testing at temperatures of −20 °C, room temperature, and +120 °C.

Proposal to amend UN R159:

• Insert new title establishing a three-part regulatory structure for Moving Off Information Systems approvals,
• amend and renumber paragraphs throughout to reorganize content into Part I (vehicles regarding MOIS), Part II (vehicles regarding MOIS installation of approved Component or Separate Technical Unit), and Part III (MOIS Component or Separate Technical Unit),
• insert new paragraphs defining approval types and vehicle/component/STU classifications,

Proposal to amend para. 8.2.1.1. to replace “Optional distortion” with “Optical distortion” in the table of tests for windscreens and glass panes. The amendment corrects the title of the optical distortion test listed in the table.
