Proposal to insert provisions on software identification and software updates into UN R13, UN R13-H, UN R79, UN R89, UN R130, UN R131, UN R152, UN R155, UN R156, UN R157, UN R171, UN R175, and UN R178 by adding definitions referencing Consolidated Resolution R.E.3 Annex 7, requiring manufacturers to provide Technical Services with information on hardware and software influencing performance, permitting vehicle manufacturers to apply for new approvals differentiating software versions for registered versus new vehicles, clarifying that production discontinuation does not apply when manufacturers seek approval extensions for software updates of registered vehicles, and amending communication forms to include software identification numbers and related information.

China supports establishing a new task force or informal working group on vehicle data security and sees the need for a dedicated UN Regulation or Global Technical Regulation. Work can begin with applicability analysis of existing regulations, gradually establishing the main framework of the standard, the scope of data management, and handling of special cases. China is ready to act as a key contributor, offering typical use cases, design questionnaires based on GB 44497 and GB 44464, delivering terms of reference with other Contracting Parties, and proposing basic framework and specific requirements by February 2028.

The CS/OTA Task Force held its thirty-seventh session on 21-22 April 2026 by video conference. The group adopted the provisional agenda and minutes from the thirty-sixth session. Discussions addressed proposals for amendments to UN R155 concerning multi-stage vehicle approvals and separate technical units, for which a subworking group was established. Proposals were also considered on type approval authority responsibility for cyber security management systems and remote operation of automated driving systems. The group reviewed cyber and software requirements in the ADS GTR and WP.29/2022/60 as amended by WP.29/2023/87, and discussed application of RXSWIN to UN Regulations, selecting option 2 for presentation to GRVA with R155, R156, and R89 square bracketed. The IWG mandate renewal was discussed, with potential new items including component and STU approval and software numbering proposals.

Regarding seat belt and airbag use, simulations show steering column intrusion leaves little survival space even at low speeds, so focus should first address energy absorption and compatibility issues before restraint systems. Impact data from six countries (Denmark, France, Lithuania, Luxembourg, Serbia, and the UK) suggest that in 963 bus driver fatalities and severe injuries, severity could potentially have been reduced with improved frontal protection. Cost-benefit analysis should include injuries to small vehicles in collisions with buses. UN R29 and UN R93 should be considered; UN R93 could be amended to include M₃ buses. A real-life demonstration test with a bus is proposed to validate studies conducted.

Proposal to amend para. 6.1.5. to state that sensors, cameras, radar devices, etc. being part of driver assist systems and automated driving systems may become damaged, disoriented or broken due to an impact as long as basic braking and steering performance remain intact. The amendment enables application of UN R42 to vehicles equipped with an Automated Driving System.

The agenda includes discussion of EDR Step 2 documents and EDR for ADS documents, review of action items and schedule of future meetings, and adjournment. Future meetings are scheduled for September 8, 2026, and October 6-8, 2026.

France requests that the implementation date for all new vehicles be extended until September 2034 rather than the currently proposed date.

The 20th ADS IWG and 17th GRVA Workshop on ADS convened in Bangkok from April 27 to May 1, 2026. OPIs consolidated draft text for the Guidance and Interpretation document (GID) on ADS, addressing DDT performance, application for approval, user interactions, SMS, ISMR, safety case, and assessment provisions. The GID would be submitted to GRVA in May and WP.29 in June as an informal document, then officially in September and November. Numerous amendment proposals were discussed, including clarifications on crash causation, priority vehicles, road safety agents, MRC requirements, remote assistance, and scenario testing. The next session in Brussels (July 14-17) aims to finalize the GID, with Phase 2 work items to be considered thereafter.

Proposal to amend row 13© of the List of proposed decisions on the documents reviewed during the informal consultations (GRVA-25-04/Rev.2) to specify that GRVA partly included the work on DSSAD within the IWG on ADS remit, with items to be included comprising strategic directions and data elements structured as a separate workstream under an OPI’s coordination, and DSSAD activities related to data format, accessibility, survivability and location becoming part of IWG on EDR activities, with regular online meetings organized to ensure alignment and coordination between the two groups.

Methods for evaluating electromagnetic immunity of blind-spot detection systems are proposed using a simple reciprocating motion device equipped with a reflector. The electromagnetic immunity test is conducted after the BSD system has been activated. Vehicle’s electromagnetic immunity test methods and conditions are consistent with the previous ones. Reproducibility has been verified across various vehicle models with only minor adjustments required. The proposal seeks opinions from member countries regarding the necessity of electromagnetic immunity evaluation methods for BSD systems.

The modification reduces memory wear in vehicles characterized by frequent stops. A version with tracked changes is available.

Proposal for a recording interval of 600 seconds prior to collision for driver drowsiness and attention warnings (DDAW), 240 seconds for advanced driver distraction warnings (ADDW), 240 seconds prior to collision for driver monitoring warnings from the driver-control assistance system (DCAS), triggers planar, VRU, Rollover, AEBS, AEBS for pedestrian, AEBS for bicycle, and AEBS for motor vehicle, and event data recording time-to-collision (TTC) range of 0 s to 5.0 s and resolution 0.1 s for AEBS events.

Proposal to insert provisions on Software Identification Numbers and software updates across UN R13, R13-H, R79, R89, R130, R131, R152, R155, R156, R157, R171, R175, and R178 by adding definitions referencing Consolidated Resolution R.E.3 Annex 7 paragraph 2, requiring manufacturers to provide Technical Services with information on hardware and software influencing performance with test reports, permitting vehicle manufacturers to apply for new approvals differentiating software versions for registered vehicles from new vehicles where type approval regulations are updated or hardware changes occur in series production with test duplication avoided where possible, clarifying that production is not considered definitively discontinued if manufacturers obtain subsequent extensions for software updates of registered vehicles, renumbering and inserting new items in approval communication annexes for R13SWIN, R13-HSWIN, R79SWIN, R89SWIN, R130SWIN, R131SWIN, R152SWIN, R155SWIN, R157SWIN, R171SWIN, R175SWIN, and R178SWIN information including whether held on vehicle and relevant parameter identification lists, and amending R157 and R171 to align software update requirements with R156 technical specifications and transitional provisions.

Proposal to amend para. 8.2.1.1. to replace “Optional distortion” with “Optical distortion” in the table of tests for windscreens and glass panes. The amendment corrects the title of the optical distortion test listed in the table.

Proposal to amend Annex 16, para. 9.6. to clarify the endurance test procedure for pressure regulators and vaporizers by specifying that the outlet of the regulator shall be plugged during cycling of the inlet pressure from 100 per cent to 50 per cent of classification pressure at room temperature and at high and low temperatures. The regulator shall withstand 50,000 cycles without failure and remain leak proof after testing at temperatures of −20 °C, room temperature, and +120 °C.

Proposal to amend UN R73 to correct paragraph references:

• Amend para. 12.1. to correct paragraph references from 12.4.3. and 12.4.4. to 12.4.2. and 12.4.3.,
