In response to a bus accident where a pressure relief device produced a horizontal jet flame lasting several minutes, the Netherlands offers possible changes to CNG component and bus safety regulations.

Corrections to the text prepared by Japan to amend the requirements for fire prevention under certain conditions in the event of a rear collision.

Working draft of the proposed new regulation on in-vehicle automated emergency call systems.

OICA raises a series of questions concerning the Japanese proposal (document GRSG/2013/5) to add field-of-vision provisions to enhance the safety of pedestrians and other vulnerable road users in narrow alleys and by-streets and other improvements to Regulation No. 46.

Proposal to clarify that the 04 series of amendments (adopted document WP.29/2012/87) addresses only vehicles with a high cab.

Proposal to align the definition of the “driver’s ocular points” with that of Regulation No. 125 (forward vision) as also used in EC Directive 2003/97/EC as amended by Directive 2005/27/EC. The proposal concerns the ocular points used to check compliance with the required field of vision provided by the rear-view mirrors.

OICA counter-proposal to the German proposal (document GRSG/2013/27) to introduce more stringent requirements for rear underrun protection devices.

Proposal to improve the wording without changing the intent of the original proposal to amend the requirements for the minimum number of priority seats: four in Class I, two in Class II and Class III and one in Class A and Class B and disallowing the priority designation for folding seats.

Complementing Belgium’s proposal to align Annex 12 of UN R107 (on trolley-bus safety) with current electrical standards, Russia proposes five additional areas for further consideration.

Proposal to clarify the wording of the original proposal to prevent accidents when the flap covering the engine compartment is open by specifying that the provisions concern only the main engine access panel.

Proposal to add transitional provisions to ensure the validity of the preceding series of amendments to UN R107 for vehicles not impacted by the 05 series (mandating temperature alarm systems in certain bus compartments not directly visible to bus occupants).

Proposal to adapt the provisions for multi-function displays to technological progress. In principle, current displays can convey more information to the driver, including levels of severity or importance, while the current text was written when technologies were less flexible. As a result, the current provisions risk impeding the use of beneficial multi-function tell-tales.

Proposal to refine the text of document GRSG/2013/23 wherein Germany proposed to clarify the provisions on the extended field of vision of heavy goods vehicles across different mirror classes. The text would require assessment of normal and extended fields of vision using a single mirror adjustment and to allow for the loss of up to 10% of the close-proximity field of vision in such configurations. The UK proposes to add the word “simultaneously” in several places to confirm that the mirror can not be re-adjusted during the approval test in order to meet the extended field of view requirements.

Working draft text of the proposed new UN Regulation on in-vehicle emergency call systems.

Proposal to clarify the “resistance to high temperature” test procedure to account for the effect of higher altitudes (barometric pressure) on temperature calibrations (e.g., the boiling point of water).

Justification for raising the stringency of rear underrun protection device requirements as proposed in document GRSG/2013/27.

Proposal to require automatic mirrors to unfold automatically when the vehicle reaches a speed higher than 10 km/h. The concern is to address certain mirrors designed not to unfold at speeds up to 45 km/h.

The informal group on camera-monitor systems (CMS) produced a proposal to enable the use of CMS as an alternative to conventional mirrors (document GRSG/2011/23/Rev.1). A decision on this proposal has been pending while the Forum awaits the establishment of an ISO standard on CMS. Since the ISO standard is now in its final stages, Germany proposes to reactivate the CMS informal group in order to prepare an updated regulatory proposal for these systems.

Presentation in support of and offering revisions to Japan’s proposal (document GRSG/2013/5) for amendments to UN R46 in order to bring the regulation into line with Japanese regulations (pursuant to the International Whole Vehicle Type Approval initiative).

CLCCR recommendation to establish an expert group to further consider the German proposal to raise rear underrun protection device (RUPD) requirements. CLCCR raises concerns over the cost-benefit and in particular, over the relative effectiveness of higher requirements across the range of vehicle categories that would be affected.

Proposal to clarify that the requirements and test procedures introduced for fuel rails in the 01 series are not intended to apply to other CNG components.

Proposal developed by the GRSG chair, OICA, and the UK to align the transitional provisions of the 01 series of amendments to UN Regulation No. 121 (document WP.29/2012/30, presently pending before WP.29 and awaiting parallel amendments from the GRRF for UN R13 and 13-H) with those of UN R13 and 13-H.

The draft supplement 1 to the 01 series of amendments to UN R110 (pending before the November WP.29 session) introduces type-approval provisions for vehicles equipped with liquefied natural gas propulsion systems. In this document, Germany signals its intention to prepare substantial revisions concerning its safety provisions.
