Proposal to simplify text on AV screening in the GID Introduction section. The revised text condenses the explanation that AV screening amendments to WP.29 Regulations are outside the scope of the GID. The original lengthy paragraph explained WP.29’s screening process, task forces, and technical requirements for systems such as braking, steering, and lighting. The revised text concisely states that WP.29 has updated its regulations concerning aspects of the DDT to enable their application to ADS vehicles, and these AV-related amendments are outside the scope of this document.

Y-category vehicles are equipped with an Automated Driving System and not designed to carry occupants. They may develop aggressive front structures that could harm passenger cars in accidents. The proposal introduces the Occupant Load Criterium (OLC), derived from velocity-time graphs in crash tests, as a compatibility assessment criterion. OLC multiplied by vehicle mass indicates impact aggressivity. Data from ODB tests show OLC values range from approximately 22 to 35 g across various vehicles. The proposal suggests using a maximum OLC × mass value to prevent excessively aggressive vehicle front structures while keeping current passenger car designs unaffected.

A decision was taken in mid-2025 to start drafting a new regulation collecting relevant safety requirements for Category Y vehicles. UN R127 on pedestrian safety performance could be directly amended to include Y-category vehicles instead of including requirements in a new regulation. TF AVRS agreed to amend UN R127 to include Y-category vehicles. A draft regulation (v4) is available proposing supplement 5 to the 04 series of amendments, including amendment suggestions in scope to determine exemptions for Y-category vehicles based on front structural geometry dimensions rather than R-point criteria.

Minutes of the 26th meeting of GRSP TF on AVRS held on Tuesday 22nd of May 2026 online. The agenda and previous minutes were approved. Status reports were received from other groups, with a closing meeting on ADS fitness expected in June. GRSP reviewed consistency of ADS fitness work and UN Regulation 137 sensor updates. EC presented updates on UN Regulation N₁Y and UN Regulation 127 pedestrian protection. OICA raised discussion on frontal test procedures in Annex 3 referencing UN Regulation No. 94 for vehicles with maximum mass not exceeding 2,500 kg and UN Regulation No. 137 for vehicles with maximum mass exceeding 2,500 kg and not exceeding 3,500 kg. No comments were received on passive safety requirements for ADS steering systems. Future meetings are scheduled for 1–5 June, 1st July, 4th September, 5th October, 27th November, 1st December, and 7–11 December.

Proposal to amend para. 6.1.5. to state that sensors, cameras, radar devices, etc. being part of driver assist systems and automated driving systems may become damaged, disoriented or broken due to an impact as long as basic braking and steering performance remain intact. The amendment enables application of UN R42 to vehicles equipped with an Automated Driving System.

Agenda items include approval of the agenda and minutes of the previous meeting, feedback and status from GRSP-79, Joint closing meeting in Paris, and WP.29, Y-category Regulatory framework New for N₁, Y-category Pedestrian Protection UN Reg 127, UN Regulation No. 42, UN Regulation No. 134 Y-category exclusion, and any other business. Dates for next meetings are 4th September and 5th October with further meetings in November and December under consideration.

This status report summarizes work by expert groups on regulatory fitness for Automated Driving Systems presented to WP.29 at its 198th session. Expert groups screened UN Regulations and GTRs to determine relevance for automated vehicles and drafted amendments. As of June 2026, 92 amendment proposals across 88 Regulations have been submitted. Key closed items include overlap with ADS capabilities, test modes, monitoring passengers, and user roles. Ongoing tasks include crashworthiness regulation for category Y, ADS marker lamps, and EMC refinements. The groups concluded that urban shuttles and delivery robots represent use cases potentially requiring future category consideration based on Contracting Party and stakeholder input.

It proposes improved wording for fuel leakage provisions, foot control applicability for vehicles of category M₁, and speedometer requirements when ADS features are active. The document recommends removing duplicate definitions of ADS, DDT, bi-directional vehicle, and forward direction across regulations. It raises questions regarding application to category Y vehicles, handling of bi-directional traffic equipped vehicles, and whether requirements should apply to vehicle users or only when ADS features are active.

The agenda includes amendments to UN Regulations and GTRs regarding their fitness for automated vehicles, review of documents received for review, compilation of an informal editorial document for the 199th session of WP.29, future steps of the work, review of past open and low-priority items, discussion on future needs for ADS fitness and general regulatory fitness, and agreement on the contents of the final presentation to WP.29.

Corrections to documents submitted by TF-AVRS and subsequently by GRBP were adopted without additional proposals. The next meeting is to be scheduled at a later date, if needed.

Proposal to amend ECE/TRANS/WP.29/2026/89, ECE/TRANS/WP.29/2026/90, ECE/TRANS/WP.29/2026/95, ECE/TRANS/WP.29/2026/96, and ECE/TRANS/WP.29/2026/98 to modify para. 2.11.3. to define reference point for bi-directional vehicles, amend para. 2.31. to define bi-directional, amend Annex 3 Table 2 test mass values for vehicles in categories X and Y and vehicles equipped with ADS, amend para. 5.1.6.1. to specify logical and optical signals for category X or Y vehicles with ADS, amend para. 6.2. to reference ADS-specific provisions in Annex 5, amend Annex 9 paras. 2.2., 2.2.1., and 2.2.2. regarding vehicles equipped with ADS other than categories X and Y, amend para. 11.7. to define Category Y vehicles, add new para. 14.1.6. specifying ADS provisions in Annex 7, and amend para. 14.3. regarding pause function design for ADS features.

Corrections to documents submitted by TF-AVRS and approved by GRBP amend terminology in UN R51.03 to harmonize bidirectional spelling, correct vehicle category references in UN R51.03 and UN R165 to reference category X only rather than non-existent category M1Y or category M, clarify in UN R64 that logical signals shall be transmitted to the ADS when an ADS feature is active, introduce references to specific ADS provisions in Annexes 5 and 7 of UN R138.02 and UN R165, add grammatical corrections to UN R141, and align UN R165 terminology with ADS regulation language.

The agenda includes discussion of the upcoming process for submission of documents and corrections to documents submitted by TF AVRS with track changes and justifications, and consideration of next meetings.

Proposal to amend para. 6.5.4. to clarify control of cleaning devices when an ADS feature is active, modify manual control requirements for vehicles of categories X and Y, and specify automatic activation requirements when cleaning devices are required under UN Regulation No. 48, and insert a new footnote 4 defining ADS as specified in the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev.8.

TF-AVRS submitted its status report to GRSP-79, advancing work on draft new Y-category Passive Safety Regulation and amendments to UN R127 for Y-category vehicles. The draft regulation addresses fuel system integrity, electrical shock protection, and crash compatibility based on UN R94, R95, R137, and R153. Horizontal items included eliminating R point problems, passenger compartment references, and A and B pillar designations, with harmonised mass definitions and consolidated numbering. Targets for 2026 included reviewing AVRS-adopted documents, correcting three regulations, and consistency checks across ADS amendments for WP.29-199.

The 25th session of the GRSP Task Force on Automated Vehicles Regulatory Screening (AVRS) was held online on 28 April 2026. The Task Force discussed regulatory frameworks for Y-category vehicles, including mass compatibility and crash test exceptions, and reviewed UN Regulation 127 on pedestrian protection for Y-category vehicles. The Task Force also addressed UN Regulation 12 feedback and identified minor mistakes in three proposals: ECE/TRANS/WP.29/2026/63, ECE/TRANS/WP.29/2026/65, and ECE/TRANS/WP.29/2026/71, which require corrections before submission to WP.29.

TF-AVRS submitted a draft new Y-category Passive Safety Regulation to GRSP-79 in June 2026. The regulation addresses fuel system integrity, electrical shock protection, and crash compatibility for frontal, rear-end, and lateral collisions. The Task Force eliminated the R point problem, passenger compartment references, and A and B pillar designations, harmonised mass definitions, and consolidated numbering and cross-references. Open items include determining additional requirements, specific vehicle measurements, and finalising Annex elements. Subsequent informal documents are planned for GRSP-79, with working documents for GRSP-80.

The 22nd session of the Task Force on Automated Vehicle Regulation Screening is scheduled for 20 May 2026 from 09:00 to 11:00 (CET) as an online meeting. The agenda includes welcome and opening remarks, adoption of the agenda and report of the 21st session, feedback and remarks from WP.29 expert groups on regulatory fitness for automated driving systems, determination of next meeting(s), and adjournment.

UN R127 amendment proposals include defining pedestrian protection requirements for category Y vehicles. Scope exemptions for category Y vehicles shall use front structural geometry to determine exemptions, ensuring equivalence to R-point criteria. Definitions require adjustments including Bonnet Rear Reference Line for vehicles without windscreens, Front structure definition to include automated driving sensors, Windscreen test area redefined as Upper structure test area where windscreens are non-existent, and supporting definitions for Side reference line and Cowl monitoring area. Testing shall occur at Unladen Vehicle Mass.

Proposal to insert a new para. 0 introducing amendments for vehicles equipped with an Automated Driving System, amend para. 1 to apply the Regulation to vehicles of categories M₁ and N₁ with specified exemptions and provisions for categories X and Y, amend the footnote to para. 1, amend para. 2.8 defining bonnet rear reference line with extended procedures for vehicles of category Y, amend para. 2.22 to include automated driving sensors in front structure for categories X and Y, amend para. 2.27 regarding mass in running order, amend para. 2.29 on normal ride attitude for categories X and Y, amend para. 2.32 on side reference line for category Y, amend para. 2.44 on windscreen test area for category Y without windscreen, amend para. 2.45 on cowl monitoring area, and amend para. 5.3.1.2 on Adaptive Ride Height Suspension engagement at low speeds.

Task Force FADS status report to GRVA presents final fitness information for GRVA Regulations relevant for automated vehicles. R157 (ALKS), R171 (DCAS), R178 (ELKS), R13, R13-H, R79, R89, R90, R130, R131, R139, R140, and R152 have been amended or are receiving amendments to clarify interactions with ADS features or account for vehicles of categories X and Y. R175, GTR3, and GTR8 require no amendments or formal amendment sponsorship. GRVA proposals for 13 working documents are expected at the 199th WP.29 session in June 2026, including WP.29/2026/85, WP.29/2026/86, WP.29/2026/87, WP.29/2026/79, WP.29/2026/80, WP.29/2026/81, WP.29/2026/82, WP.29/2026/83, WP.29/2026/168, and WP.29/2026/84. Task Force FADS mandate will conclude at the end of June 2026.
