TF-AVRS submitted a draft new Y-category Passive Safety Regulation to GRSP-79 in June 2026. The regulation addresses fuel system integrity, electrical shock protection, and crash compatibility for frontal, rear-end, and lateral collisions. The Task Force eliminated the R point problem, passenger compartment references, and A and B pillar designations, harmonised mass definitions, and consolidated numbering and cross-references. Open items include determining additional requirements, specific vehicle measurements, and finalising Annex elements. Subsequent informal documents are planned for GRSP-79, with working documents for GRSP-80.

The 25th session of the GRSP Task Force on Automated Vehicles Regulatory Screening (AVRS) was held online on 28 April 2026. The Task Force discussed regulatory frameworks for Y-category vehicles, including mass compatibility and crash test exceptions, and reviewed UN Regulation 127 on pedestrian protection for Y-category vehicles. The Task Force also addressed UN Regulation 12 feedback and identified minor mistakes in three proposals: ECE/TRANS/WP.29/2026/63, ECE/TRANS/WP.29/2026/65, and ECE/TRANS/WP.29/2026/71, which require corrections before submission to WP.29.

Proposal to insert a new para. 0 introducing amendments for vehicles equipped with an Automated Driving System, amend para. 1 to apply the Regulation to vehicles of categories M₁ and N₁ with specified exemptions and provisions for categories X and Y, amend the footnote to para. 1, amend para. 2.8 defining bonnet rear reference line with extended procedures for vehicles of category Y, amend para. 2.22 to include automated driving sensors in front structure for categories X and Y, amend para. 2.27 regarding mass in running order, amend para. 2.29 on normal ride attitude for categories X and Y, amend para. 2.32 on side reference line for category Y, amend para. 2.44 on windscreen test area for category Y without windscreen, amend para. 2.45 on cowl monitoring area, and amend para. 5.3.1.2 on Adaptive Ride Height Suspension engagement at low speeds.

UN R127 amendment proposals include defining pedestrian protection requirements for category Y vehicles. Scope exemptions for category Y vehicles shall use front structural geometry to determine exemptions, ensuring equivalence to R-point criteria. Definitions require adjustments including Bonnet Rear Reference Line for vehicles without windscreens, Front structure definition to include automated driving sensors, Windscreen test area redefined as Upper structure test area where windscreens are non-existent, and supporting definitions for Side reference line and Cowl monitoring area. Testing shall occur at Unladen Vehicle Mass.

The 22nd session of the Task Force on Automated Vehicle Regulation Screening is scheduled for 20 May 2026 from 09:00 to 11:00 (CET) as an online meeting. The agenda includes welcome and opening remarks, adoption of the agenda and report of the 21st session, feedback and remarks from WP.29 expert groups on regulatory fitness for automated driving systems, determination of next meeting(s), and adjournment.

Task Force FADS status report to GRVA presents final fitness information for GRVA Regulations relevant for automated vehicles. R157 (ALKS), R171 (DCAS), R178 (ELKS), R13, R13-H, R79, R89, R90, R130, R131, R139, R140, and R152 have been amended or are receiving amendments to clarify interactions with ADS features or account for vehicles of categories X and Y. R175, GTR3, and GTR8 require no amendments or formal amendment sponsorship. GRVA proposals for 13 working documents are expected at the 199th WP.29 session in June 2026, including WP.29/2026/85, WP.29/2026/86, WP.29/2026/87, WP.29/2026/79, WP.29/2026/80, WP.29/2026/81, WP.29/2026/82, WP.29/2026/83, WP.29/2026/168, and WP.29/2026/84. Task Force FADS mandate will conclude at the end of June 2026.

The 26th meeting of GRSP TF on AVRS is scheduled for Tuesday 22nd of May 2026 as an online meeting from 09:00 to 11:00 CEST. The agenda includes approval of the agenda and minutes, feedback from other meetings, consistency check of GRSP ADS fitness work, Y-category regulatory framework for N₁, Y-category pedestrian protection under UN R127, feedback on passive safety requirements for new steering equipment types, any other business, and dates for next meetings.

GRBP, GRE, GRPE, GRSG, GRSP, and GRVA are ready with working documents on non-ADS regulation amendments. TF AVRS is working on ADS marker lamps. UNECE published 93 amendment proposals regarding ADS fitness and ADS UNR and GTR for the 199th session of WP.29 in June 2026. UN R168.00 is tabled for the 200th session of WP.29. UN R154 former series is postponed to GRPE-95 in October 2026. Y category passive safety regulation is planned for GRSP-80 in December 2026.

UN R13 and UN R78 establish different brake system requirements for 4-wheel vehicles. R13H requires split service brake systems with front/rear proportioning; R78 permits split service brake systems, combined brake systems, or two separate service brake systems without proportioning requirements. Type-O dry braking tests differ: R13H requires engine disconnected at 100 km/h with stopping distance 0.1v + 0.0060 v² and MFDD 6.43 m/s²; R78 specifies multiple tests at 40, 60, and 100 km/h with varying requirements. Type-I brake fade tests use different snub protocols and performance thresholds. Secondary braking failure criteria differ at specified speeds. R78 requires wet brake testing, a 30 km/h dynamic park brake test with 18% gradient and 5 minutes hold time; R13H specifies static gradient tests. R78 includes detailed ABS, functional safety, and regenerative braking requirements; R13H does not.

Proposal to account for vehicles of category X and to extend its application to vehicles without driver and manual driving controls. New sections introduce definitions for Automated Driving System features (ADSF-1 and ADSF-2) and establish requirements for door closure warning systems and locking devices for vehicles equipped with ADSF-2. Vehicles of category Y are excluded from scope. Various paragraphs are amended regarding door systems, locking mechanisms, and impact definitions to address automated driving scenarios.

Results of the review of proposals for UN Regulations R28, R51, R64, R138, R141, R142, and R165 regarding autonomous vehicle readiness. Key findings include: inconsistent Mass in Running Order definitions between R51 and R138 versus RE3; unclear special testing provisions in R64, R138, and R165; need for clarification on ADS optical and logical signal transition in R64; redundant full definitions from RE3 in multiple proposals should reference RE3 via footnote instead; inconsistent ADS activity terminology across R64, R141, and R165 should be standardized; incorrect Category Y references in R51 Table 2; and definition and spelling errors in R51, R138, R141, and R165.

Corrections to proposals WP.29/2026/63, WP.29/2026/65, and WP.29/2026/71.

UN R21 requires the owner’s manual to contain clear instructions for power-operated window/roof panel/partition systems, including explanation of possible consequences, use of driver-controlled switches, and WARNING messages indicating dangers to children and requiring special care with remote closing systems. UN R173 references to Annex 9, paragraph 3 are unnecessary as this paragraph no longer exists in R173 but is now in UN R16 S10 Annex. UN R94 Annex 3 requires a line break.

The 24th meeting of the GRSP Task Force on Automated Vehicle Regulatory Scheme (AVRS) was held on 2 April 2026. The agenda and previous minutes were approved. GRPE Regulation 154 is delayed; GRSG is progressing well. An AVRS Expert meeting on harmonizing terminology was held jointly with other groups. The EC screened GRBP AVRS documents; GEE screening is next. The TF discussed Y-category regulatory framework changes, including fuel leakage requirements, mass definitions, and cargo terminology. UN Regulation 127 for pedestrian protection will be updated for N₁Y categories. Discussions addressed T0 synchronization discrepancies in UN Reg 17 Annex 14 and FR comments on UN R12 ADS amendments. The next meeting is 28 April 2026.

Proposal to enable the approval of vehicles equipped with an Automated Driving System and to optimize the measurement accuracy requirements for chassis dynamometer equipment and the measurement acquisition of the intake manifold pressure in system power testing for high-performance vehicles and makes editorial corrections.

Proposal to amend paragraph 1.1., footnote 1 to update the reference to the Consolidated Resolution on the Construction of Vehicles (R.E.3.); amend paragraph 4.4.1. to establish requirements for a dual-fuel operating mode indicator including visual and audio signals, with restrictions on indicator design and safety alert priority; amend paragraph 4.4.1.1. to require warnings when engine operation is forced to diesel mode and signals to an ADS feature; and amend paragraph 7.1. to specify OBD system requirements for diesel and dual-fuel operation modes, including malfunction detection and driver notification procedures.

The agenda for the 25th meeting of GRSP TF on AVRS scheduled for Tuesday 28th of April 2026 (online meeting) from 09:00 to 11:00 CET includes feedback from other meetings, Y-category regulatory framework, Y-category pedestrian protection under UN R127, and feedback on UN R12. The next meeting is proposed for 22nd May (Friday), 9-11h, with future meetings scheduled for 1-5 June (GRSP-79), 1st July, 7th September, 5th October, and 3rd November, with 24th November or 1st December as backup dates.

Proposal to insert a new paragraph 0 introducing amendments for vehicles of categories X and Y, and to amend paragraphs 1, 1 footnote 1, 2.8, 2.22, 2.27, 2.29, and 5.3.1.2 of UN R127. The regulation is amended to extend application to vehicles without driver and without manual driving controls, including vehicles equipped with an Automated Driving System. Vehicles of category Y are not in scope. Modifications address the bonnet rear reference line definition, front structure including automated driving sensors for categories X and Y, mass in running order, normal ride attitude, and air ride height suspension engagement conditions.

Proposal to insert new introductory paragraphs 0. and 0.1. to 0.1.4., amend paragraph 1. – Scope, amend paragraph 1 footnote 1, insert new paragraph 2.10., amend paragraph 4.4.1. footnote 2, amend paragraph 5., and amend paragraph 5.1.4. to UN Regulation No. 121 to take into account vehicles of categories X and Y, as well as vehicles with a manual mode operating at speeds above 6 km/h equipped with an Automated Driving System.

Proposal to insert new paragraphs 0., 0.1. to 0.1.2. introducing Supplement 4 to extend application of UN R163 to vehicles of categories X and Y, and vehicles with manual mode operating above 6 km/h equipped with an Automated Driving System, based on GRSG-131-40. The amendment clarifies that provisions related to driver and manual driving controls shall not apply if absent in the vehicle unless already covered. For vehicles equipped with an Automated Driving System, no special provisions or exemptions apply in any driving mode. Amendments also update footnote references to the Consolidated Resolution on the Construction of Vehicles.

Proposal to introduce new paragraphs addressing vehicles of category X and vehicles with manual mode operating above 6 km/h equipped with Automated Driving System Feature of Type 2 (ADSF-2). The proposal modifies definitions including “mass in running order,” “passenger,” “member of the crew,” and “automatically-operated service-door.” It inserts new definitions for ADSF-1 and ADSF-2, adds requirements for vehicles equipped with ADSF-2, and amends multiple provisions in Annex 1, Annex 3, Annex 4, Annex 8, Annex 11, and Annex 12 regarding driver’s compartment specifications, door operations, emergency systems, and accessibility features.

Proposal to insert new introductory paragraphs 0. and 0.1. to 0.1.3., amend paragraph 1.1. footnote 1, amend paragraph 2.5., and amend paragraph 4.4.1. footnote 3 to UN R61. The supplement extends application to vehicles of categories X and Y without driver, driver cab, or manual driving controls, and vehicles with manual mode operating above 6 km/h equipped with an Automated Driving System. Provisions related to driver, driver cab, or manual driving controls shall not apply if not covered by the amendment. For vehicles of category Y without a cab, the cab rear panel shall be replaced by a theoretical vertical transversal plane located 350 mm behind the rearmost point of the tyre of the foremost front axle.

Proposal to insert new paragraphs 0. and 0.1. to 0.1.4., amend paragraphs 2.6., 2.7., 4.4.1., 5.1., 5.2., and 5.5. to 5.11., insert new paragraphs 2.9. and 2.10., and amend paragraph 1., footnote 1, to extend UN R39 application to vehicles of categories X and Y and vehicles with manual mode operating at speeds above 6 km/h equipped with Automated Driving System Feature of Type 2 (ADSF-2), revise speedometer and odometer requirements accordingly, and clarify provisions related to driver absence and manual driving controls.

Proposal to insert new paragraphs 0. and 0.1. to 0.1.2. introducing Supplement 10 to the 01 series of amendments to UN R97 to account for vehicles of categories X and Y and vehicles with a manual mode operating at speeds above 6 km/h equipped with an Automated Driving System, to add footnote 1 at the end of paragraph 1.1., and to amend paragraph 32.4. regarding immobilizer setting procedures.

Proposal to amend UN R158 based on GRSG-131-36. The supplement renumbers the introduction’s first paragraph to 0.1, describing the regulation’s purpose for rear visibility and detection devices. New paragraphs 0.2–0.2.3 address vehicles of categories X and Y, including exemptions for automated driving systems and manual operation modes. Paragraph 1.4 is amended to exempt category Y vehicles and category X vehicles without on-board manual modes. Amendments modify paragraphs 5.4.1, 12.4, 15.1.3, 15.1.4, 15.2.2, and Annex 9, paragraph 1.3.3.2, addressing safety concepts, rear-view field vision requirements, and vehicle load specifications.

Proposal to insert new paragraphs 0., 0.1. to 0.1.2., 1.4., 2.21., and 5.6., amend paragraph 1.1. footnote 1, paragraph 4.4.1. footnote 4, paragraph 5.1.3.4., and paragraph 5.1.3.5., based on GRSG-131-33. The supplement introduces provisions for vehicles of categories X and Y and vehicles equipped with an Automated Driving System, defines Safety Concept, addresses Field of Vision Assistant requirements, and establishes alternative requirements for category X vehicles with manual modes operated on-board the vehicle not using a driver’s seat.

Proposal to insert new paragraphs 0. and 0.1. to 0.1.4. providing introduction to the 01 series of amendments regarding vehicles of categories X and Y and alignment of provisions for all occupants, amend paragraphs 0.1., 0.1.1., 0.1.3., 1.1. and 2.2., footnote 1 to define terms according to Consolidated Resolution R.E.3., amend paragraph 2.7. to define passenger compartment, amend paragraph 4.4., footnote 2 to reference Consolidated Resolution R.E.3., amend paragraph 5.2.1. to require heating systems in each passenger compartment, insert new paragraphs 12. and 12.1. to 12.2.4. providing transitional provisions, amend Annex 5, paragraph 2. to establish surface temperature requirements and allow manufacturers to justify higher temperatures through safety concept demonstration, amend Annex 5, paragraph 2.1. to limit surface temperature to 70°C for uncoated metal or 80°C for other materials, and delete Annex 5, paragraphs 2.2. and 2.3. Transitional provisions apply: as from official entry into force, Contracting Parties shall not refuse type approvals under the 01 series; as from 1 September 2028, Contracting Parties shall not be obliged to accept approvals to the original version first issued after that date; Contracting Parties shall continue accepting original version approvals first issued before 1 September 2028 and equipment/parts approvals issued under the original version.

Proposal to insert new paras. 0. and 0.1. to 0.1.4. introducing vehicles of categories X and Y and vehicles with manual modes or automated driving systems, amend para. 1(a) footnote 1, para. 2.13., para. 2.25., paras. 5.4.1. and 5.11.1. footnote 2, insert new para. 2.40. defining “Safety Concept”, amend para. 6.2., para. 7., para. 8.2.1.1., Annex 1A para. 5.1., Annex 3 footnote 18, Annex 21 title, Annex 22 title, and Annex 24 including its scope, definitions, and provisions for safety glazing installation on vehicles. This proposal is based on GRSG-131-23-Rev.1.

Proposal to account for vehicles of categories X and Y and vehicles with manual mode operating above 6 km/h equipped with an Automated Driving System, clarify scope exclusions, define “Safety Concept,” update references to the Consolidated Resolution on the Construction of Vehicles, establish that indirect vision requirements do not apply during active ADS features, and permit alternative requirements for category X vehicles with on-board manual operation not using a driver’s seat.

Proposal to enable application of UN R55 to vehicles of categories X and Y and vehicles with a manual mode operating at speeds above 6 km/h equipped with an Automated Driving System, insert footnote 1 defining these vehicle categories, amend Annex 5 paragraph 7.4. to require that release of fifth wheel coupling locking devices require intentional action by the driver or operator or by ADS and that engagement status be transmitted as a logic signal to ADS, amend paragraph 10.4. to require that engagement status be transmitted as a logic signal to ADS, amend paragraph 13.2. to reference remote indication for the driver or operator, amend paragraph 13.2.8. to provide for automatic reactivation when the coupling is next opened and closed, amend paragraph 13.3.3. to clarify indication to the driver or operator of conditions under which external force acts on the coupling, and insert new paragraph 13.4. requiring transmission of a logic signal to ADS indicating at least the closed and doubly locked position of the coupling.

Proposal to insert new para. 0.5. to introduce Supplement 1 to take vehicles of categories X and Y into account and vehicles which can be operated either by a driver or an ADS, amend para. 1.1. footnote * to reference ECE/TRANS/WP.29/78/Rev.8, amend para. 1.3. to exclude Vehicle Identification Number, associated vehicle details, location/positioning data, information about any user, and date and time of an event from the scope, and amend para. 5.4. to specify survivability requirements for event data recorders including mounting position and mechanical shock resistance under Option 1 or impact severity demonstration under Option 2 with reference to UN Regulation Nos. 94, 95, and 137.

Proposal to add, modify, and amend Annex 3, Annex 4, Annex 5, Annex 6, Annex 7, Annex 8, Annex 9, and Annex 10, insert Annex 9 (Measurement method to evaluate compliance with the Real Driving Additional Sound Emission Provisions (RD-ASEP)), and add provisions concerning sound emissions, test methods, measurement instruments, vehicle specifications, conformity of production, exhaust systems, compressed air noise, indoor testing, and specific provisions for vehicles equipped with an Automated Driving System (ADS).

Proposal to insert new paragraphs 0., 0.1. to 0.1.3. to introduce Supplement 4 to the 03 series of amendments to account for vehicles of categories X and Y and vehicles with manual mode operating at speeds above 6 km/h equipped with an Automated Driving System, amend footnote 1 to paragraph 1. to reference the Consolidated Resolution on the Construction of Vehicles document ECE/TRANS/WP.29/78/Rev. 8, amend footnote 2 to paragraphs 6.4.1., 15.4.1., and 24.4.1. to reference Annex 3 to the same document, and amend paragraph 16.7. to specify label placement for adjustable Rear Underrun Protective Devices at the driver’s place or rear area next to the device.

Proposal to clarify that the Regulation does not apply to vehicles of categories X and Y, add an alternative approval pathway for certain vehicles using UN R152 requirements, allow continued extension of approvals for 12 months, amend paragraph 10 of Annex 1, and revise Annex 2 (approval mark arrangements).

Proposal to insert new paragraphs 0. and 0.1. to 0.1.2., and amend footnotes 1 and 2 in UN R18. Supplement 5 to the 03 series of amendments is introduced to take into account vehicles of categories X and Y, as well as vehicles with a manual mode operating at speeds above 6 km/h which are equipped with an Automated Driving System. The amendment extends application to vehicles without driver and without manual driving controls. In case of vehicles equipped with an ADS, in any driving mode no special provisions or exemptions apply. Footnotes are amended to reference the Consolidated Resolution on the Construction of Vehicles (R.E.3).

The proposal adds Annex 5 on special provisions for testing vehicles equipped with an Automated Driving System (ADS) and adds definitions for ADS, Dynamic Driving Task, Category X and Y vehicles, logical signal, and Vehicle Master Control Switch. Amendments modify run-flat warning system requirements, braking performance tests, and tyre detection procedures to accommodate ADS-equipped vehicles.

Proposal to add Annex 5 Special provisions for the testing of vehicles equipped with an Automated Driving System (ADS) to UN R138. The proposal amends paragraphs 2.7 and 2.8, inserts new paragraphs 2.13 to 2.16 defining ADS, Dynamic Driving Task, bi-directional vehicles, and forward direction, renumbers former paragraph 2.13 to 2.17, amends paragraph 6.2.5 regarding available AVAS sounds, amends Annex 1 item 1.2.2, amends Annex 3 paragraph 3.3.1 regarding testing conditions for bi-directional vehicles, and adds the new Annex 5 explaining how to adapt UN R138 to vehicles equipped with an ADS.

Proposal to revise definitions for malfunction indication, reference mass, unladen mass, and vehicle user; add provisions for vehicles equipped with an Automated Driving System; establish documentation requirements for vehicle user warning and inducement systems; update testing procedures for in-service conformity and OBD connector location; and specify activation and deactivation mechanisms for vehicle user warning and inducement systems across multiple annexes, with references to WP.29/1045.

Proposal to introduce new definitions for Automated Driving System (ADS), Dynamic Driving Task, bidirectional vehicles, Enhanced Exterior Sound (EES), and Vehicle Master Control Switch; amend specifications for test mass, sound levels, and measurement procedures for vehicles of categories M₁–M₃, N₁–N₃, and vehicles equipped with an ADS; add provisions for vehicles electrically propelled without internal combustion engines; establish ASEP control ranges and calculation methods; and insert Annex 10 with specific provisions for testing vehicles equipped with an ADS.

Proposal to add a new Table of contents section 7 for special provisions testing vehicles equipped with an ADS; amend footnotes in paragraphs 1.1. and 2.2.; amend paragraph 6.1.3. on available sounds; insert new paragraphs 11.4. through 11.8. define Automated Driving System, Dynamic Driving Task, and Category X and Y vehicles; amend paragraph 14.1.5. on available sounds; amend paragraph 14.3. on pause function for manual and ADS operation; insert new item 0.13. in Annex 1B, Appendix 1 regarding ADS equipment; and insert new Annex 7 with special provisions for testing vehicles equipped with an ADS.

Proposal to amend UN R141 under section 2 to add definitions of Automated Driving System, Dynamic Driving Task, Category X vehicles, Category Y vehicles, Logical signal, and Vehicle Master Control Switch, amend under section 5 to update performance requirements and warning signal specifications for vehicles equipped with an ADS and towed vehicles, amend Annex 1 to add a vehicle ADS status field, amend Annex 3 regarding test procedures for TPMS including deactivation of TPRS and CTIS, amend Annex 4 regarding test weight and refill functionality checks, amend Annexes 5A and 6 regarding towed vehicle communication interfaces, and insert new Annex 9 containing special testing provisions for vehicles equipped with an ADS.

Proposal to amend paragraph 1, footnote 1, insert new paragraphs 2.23. to 2.26. defining Automated Driving System, Dynamic Driving Task, Category X vehicles, and Category Y vehicles, amend paragraph 4.4.1., footnote 2, amend section 5.2.3. to add requirements for vehicles equipped with an ADS and exclude speed warning label requirements for vehicles of categories X and Y, amend Annex 1, footnote 4, insert new item 6.2. regarding ADS equipment, insert new paragraph 2.2. in Annex 2 Section I regarding ADS equipment, and insert new paragraph 4.2. in the Addendum to communication form regarding brief description of the ADS if fitted.

Proposal to extend the scope to vehicles of category X (application to vehicles without driver and manual driving controls), to define door closure warning systems, address ADS features of type 1 and type 2, add requirements for door locking devices on vehicles equipped with ADSF-2, and modify references to driver-side impacts by impacts on one side of the vehicle.

Proposal to enable application to vehicles of category X with a gross vehicle mass of up to 3,500 kg. The most forward passenger seat R-point shall be taken instead of the driver’s seat R-point for vehicles of category X. Amendments clarify provisions related to sensors, testing procedures, and applicability to vehicles without drivers.

Proposal to enable application to vehicles of category X. Amendments specify dummy placement and positioning requirements for vehicles of category X, including provisions for both right and left hand traffic configurations. Vehicles of category Y are excluded from the scope.

Proposal to enable application to vehicles of category X (vehicles of category Y are excluded from the scope). For vehicles of category X, the R point of the most forward passenger seat shall be taken instead of the R-point of the driver’s seat. The proposal amends the provision on “anti-rotation device” to read, “An anti-rotation device for an ISOFIX semi-universal child restraint system consists of either a top tether, the vehicle dashboard, a support leg or any other means intended to limit the rotation of the restraint during a frontal impact”.

Proposal to enable application to vehicles of category X. In the absence of a driver or manual driving controls, provisions related to them shall not be taken into account if not already covered by this amendment. Vehicles of category Y are not in the scope of this Regulation. In manual driving mode, no special provisions or exemptions apply to vehicles equipped with an Automated Driving System other than vehicles of category X.

Proposal to enable application to vehicles of category X. For vehicles of category X, the R point of the most forward passenger seat shall be taken instead of the R-point of the driver’s seat. A seating position with steering control placed in front may be designated as suitable for Child Restraint System installation if requirements for a passenger seating position are fulfilled. The Regulation does not apply to vehicles of category Y.

Proposal to clarify exemptions for folding seats, delete a condition on neutral transmission position for first-level warnings, harmonize the “vehicle master control switch” definition with UN R159, ensure drivers receive initial warnings when entering vehicles with remotely activated switches, ensure clear voice communication during emergency calls, and enable application of UN R174 to vehicles of category X, including requirements for safety-belt reminders in first-row seats of category X vehicles and permission for ADS management of safety-belt reminders if equivalent safety is provided.

Proposal to introduce references to ADS acceleration demands, establish speed limitation requirements for vehicles of Categories X and Y, require ASLF and ASLD deactivation upon ADS feature activation, and specify testing procedures including dedicated activation methods for vehicles without manual driving controls.

Proposal to amend paragraph 1.1.1. to insert a new footnote 7 defining replacement brake lining assemblies; amend footnote 4 referencing the Consolidated Resolution on the Construction of Vehicles; and amend Annexes 3, 4, 7, 11, and 14 to establish special provisions for vehicles equipped with an Automated Driving System, including dedicated activation methods for braking tests, demonstration requirements for test activation method accuracy, recording of braking demand in test reports, and speed limitations at 90 per cent of v_max for vehicles of categories X and Y.

Proposal to amend and supersede document ECE/TRANS/GRSG/2026/2 to UN R43. Supplement 13 to the 01 series of amendments introduces provisions for vehicles of category X and Y, and vehicles with manual mode operating above 6 km/h equipped with Automated Driving System Feature of Type 2. The amendment extends application to vehicles without driver and manual driving controls. Different manual modes are considered: remote-control operation, seated driver operation for category X, and onboard operation other than seated for category X. Requirements for windscreens, safety glazing, light transmittance, and installation provisions are modified accordingly for these vehicle categories.

Proposal to extend application of UN R127 to vehicles of category X and those without drivers or manual driving controls, modify scope provisions, update headform acceleration criteria in paragraph 2.48, add new approval mark provisions distinguishing WAD 2,100 versus WAD 2,500 boundaries, require mandatory notification and uploading of test results to the DETA database, and set transitional provisions with dates through 2033 for type approvals and acceptance of previous amendments.

Proposal to insert new paragraph 1.2.3 relating to vehicles of categories X and Y, amend footnotes 1 and 3 to reference the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev.8, and insert new paragraph 5.7 stating that while an ADS feature is active, the BAS shall not influence the performance of the braking system.

Proposal to amend and supersede document ECE/TRANS/GRSG/2025/18 as amended by GRSG-130-66 Rev. 2. This document amends and supersedes those documents. Supplement ² to the 02 series of amendments to UN R39 is introduced to account for vehicles of categories X and Y, as well as vehicles with manual mode operating at speeds above 6 km/h equipped with an Automated Driving System Feature of Type 2. The Regulation extends application to vehicles without driver and without manual driving controls. An odometer display is required for vehicles of categories X and Y. Speedometer requirements do not apply to vehicles of categories X and Y or while an ADSF-2 is active. Authorised persons may read the odometer.

Proposal to amend UN R167 to introduce Supplement 1 to the 01 series of amendments. The Regulation applies to vehicles of categories M₂, M₃, N₂ and N₃. Vehicles of category Y and vehicles of category X without manual mode intended to be operated on-board are exempted. Vehicles of category X with manual mode must comply. New definitions added: “Safety Concept” and “Three-dimensional reference system.” Approval marks amended to include Unique Identifier option. Alternative requirements permitted for category X vehicles with manual mode not using driver’s seat, provided equivalent safety demonstrated via safety concept. This document is intended to amend and supersede GRSG/2026/17.

Proposal to amend and supersede document ECE/TRANS/GRSG/2025/20 as amended by GRSG-130-65. This document amends and supersedes ECE/TRANS/GRSG/2025/20 as amended by GRSG-130-65. Supplement 1 to the 07 series of amendments to UN R46 (Indirect vision) is introduced to take into account vehicles of categories X and Y, as well as vehicles with a manual mode equipped with an Automated Driving System. The scope is updated to exclude vehicles of category Y from the Regulation, since such vehicles do not have a driver and therefore do not need to provide indirect vision.

Proposal to amend and supersede ECE/TRANS/GRSG/2025/23. Supplement 45 to the original version of UN R61 introduces provisions for vehicles of categories X and Y, and vehicles with manual mode operating at speeds above 6 km/h equipped with an Automated Driving System Feature of Type 2. The Regulation is extended to vehicles without driver, driver cab, and manual driving controls. Definitions are amended to account for vehicles without a driver’s cab, and new paragraphs define ADSF-1 and ADSF-2.

Proposal to amend UN R167 to account for vehicles of categories X and Y. Vehicles of category Y and category X without manual mode intended for on-board operation are exempted from this Regulation. Vehicles equipped with an ADS must comply when operated manually by a driver on-board. Three manual modes are considered: remote-control operation near the vehicle (exempted), seated operation in driver’s seat (general provisions apply), and on-board operation other than seated (alternative provisions apply). Regulation applies to vehicles of categories M₂, M₃, N₂ and N₃. New definitions and approval mark arrangements are introduced. This document is intended to amend and supersede document ECE/TRANS/GRSG/2026/24.

Proposal to amend UN Regulation No. 73 by inserting new paragraphs introducing Supplement 3 to the 01 series of amendments to take into account vehicles of categories X and Y and vehicles with a manual mode operating at speeds above 6 km/h equipped with an Automated Driving System. The Regulation was originally drafted for vehicles with driver and manual driving controls, and this amendment extends application to vehicles without driver and without manual driving controls inside the vehicle.

Proposal to amend and supersede document ECE/TRANS/GRSG/2026/16. Supplement 1 to the 01 series of amendments to UN R166 addresses vehicles of categories X and Y. Vehicles of category Y and category X without manual mode intended for on-board operation are exempted from the scope. Vehicles of category X equipped with manual mode seated in a driver’s seat must comply with general provisions. Manual operation other than seated in a driver’s seat may apply alternative provisions. The Regulation applies to vehicles of category M₁ and N₁. New definitions of “Safety Concept” are introduced. Requirements address close-proximity front and lateral field of vision from adjusted driver’s ocular points.

New paragraphs introduce provisions for vehicles of categories X and Y and vehicles with manual mode operating above 6 km/h equipped with an Automated Driving System. The regulation extends application to vehicles without driver and manual driving controls. Special provisions or exemptions do not apply to vehicles equipped with an ADS other than categories X and Y in manual or automated driving mode.

The amendment extends application to vehicles of categories X and Y, and vehicles with manual mode operating above 6 km/h equipped with an Automated Driving System. The Regulation was originally drafted for vehicles with driver and manual driving controls; the amendment extends application to vehicles without driver and without manual driving controls. For vehicles equipped with an ADS other than categories X and Y, no special provisions or exemptions apply in any driving mode.

Proposal for Supplement 1 to UN R102 to amend provisions for vehicles of categories X and Y and vehicles with an Automated Driving System operating at speeds above 6 km/h. Amendments add logic signal transmission to the ADS indicating power system/control system failures, correct engagement of positive locking systems, and maximum extension of hydraulic or pneumatic close-coupling devices. Testing provisions are modified for ADS-equipped vehicles, including steering equipment actuation at maximum performance allowed by the ADS.

Proposal to supplement 01 Series of Amendments to UN R116. Supplement 4 extends application to vehicles of category X and Y, and vehicles with manual mode operating above 6 km/h equipped with Automated Driving System. New definitions added for ADS feature of type 1 and type 2. Device to prevent unauthorized use definition amended to include locking steering, transmission, gearshift control, or brakes. Immobilizer setting requirements modified. Annex 11 requirements do not apply during remote-control manoeuvring and remote-control parking under UN R79, for vehicles of categories X and Y, or when ADSF-2 is activated by authorized registered digital key.

The supplement accounts for vehicles of categories X and Y, and vehicles with manual mode operating above 6 km/h equipped with an Automated Driving System. Scope updated: Regulation does not apply to vehicles of category Y (no occupants inside) or category X without on-board manual mode. New definition of “Safety Concept” added. Vehicles of category X with on-board manual mode not using driver’s seat may fulfil alternative requirements if manufacturer demonstrates equivalent safety level.

Proposal to amend UN Regulation No. 122 (Heating Systems). The 01 series of amendments takes into account vehicles of categories X and Y and aligns provisions in Annex 5 for all occupants. Surface temperature limits for heating systems apply equally to drivers and passengers regardless of seat position or vehicle category, with special care for rear seats of M₁ vehicles. Manufacturers may justify higher temperatures through a safety concept demonstrating no increased burn risk. Transitional provisions allow type approvals under preceding series until 1 September 2028. The proposal amends and supersedes ECE/TRANS/GRSG/2026/7.

Proposal to amend UN R163 by introducing supplement 4 to extend application to vehicles of categories X and Y, and vehicles with manual mode operating above 6 km/h equipped with an Automated Driving System. The amendment intends to keep the spirit of the Regulation while extending application to vehicles without a driver and without manual driving controls. In case of vehicles equipped with an ADS, no special provisions or exemptions apply. The document is intended to amend and supersede ECE/TRANS/GRSG/2026/15.

Proposal for Supplement 1 to the 03 Series of Amendments to UN R125 (Forward Field of Vision), amending and superseding ECE/TRANS/GRSG/2026/8. The proposal introduces provisions for vehicles of categories X and Y, and vehicles equipped with an Automated Driving System (ADS). Vehicles of category Y without a driver are exempt from the Regulation. For vehicles of category X with manual driving modes, different provisions apply depending on operation method: remote-control operation is exempt; seated operation follows general provisions; and on-board operation not using a driver’s seat may use alternative requirements demonstrating equivalent safety levels.

Proposal to amend UN R162 to introduce Supplement 6 to the original version. Supplement 6 addresses vehicles of category X and Y, as well as vehicles with manual mode operating above 6 km/h equipped with an Automated driving System. New definitions for ADS feature of type 1 and type 2 are introduced. Amendments specify immobilizer setting procedures and provide exemptions during remote-control manoeuvring, remote-control parking as defined in UN R79, for vehicles of categories X and Y, and when an ADSF-2 is activated by an authorized registered digital key. This document amends and supersedes ECE/TRANS/GRSG/2026/14.

Proposal to amend UN R161 to introduce Supplement 6. This document amends and supersedes ECE/TRANS/GRSG/2026/13. The amendment extends application to vehicles of category X and Y without a driver and without manual driving controls equipped with an automated Driving System. New paragraphs define ADS feature of type 1 and type 2. Paragraph 2.5. is amended to specify device to prevent unauthorized use requirements. Paragraph 4.3.2. is amended to exclude requirements during remote-control manoeuvring and remote-control parking as defined in UN R79, for vehicles of categories X and Y, or when an ADSF-2 is activated by an authorized registered digital key.

Proposal to amend and supersede ECE/TRANS/GRSG/2026/9 to supplement the 01 series of amendments to UN R144. New provisions address vehicles of category X and those equipped with an Automated Driving System. Vehicles of category Y are exempted. Amendments clarify AECS control accessibility for occupants in vehicles with ADS feature of type 2, define ADS feature types, update exclusions, and modify hands-free audio performance requirements for drivers or passengers as applicable.

Proposal to amend UN R151 (Blind Spot Information Systems) to account for vehicles of categories X and Y equipped with an Automated Driving System. BSIS is required to work when a driver is in control; vehicles of category Y and vehicles of category X without a manual mode intended to be operated on-board the vehicle are not required to comply. Vehicles of category X with a manual mode operated on-board not using a driver’s seat may be approved using alternative requirements demonstrating equivalent safety. The proposal amends scope, definitions, and approval marking provisions. This proposal amends and supersedes ECE/TRANS/GRSG/2026/10.

Proposal to amend and supersede ECE/TRANS/GRSG/2026/11. Supplement 6 to UN R158 amends provisions for means of rear visibility and detection. The Regulation is amended to account for vehicles of categories X and Y. Vehicles of category Y and vehicles of category X without manual mode intended to be operated on-board are exempted. Vehicles equipped with Automated Driving Systems must comply when operated manually by a driver on-board. Alternative provisions apply for category X vehicles with manual operation other than seated in driver’s seat.

Proposal to amend UN R159 to insert new paragraphs 0.8. and 0.8.1. to 0.8.32. addressing vehicles of categories X and Y with Automated Driving Systems. The Regulation is amended to clarify that Moving Off Information Systems are only required when a driver is in control and that vehicles without manual driver control capability are not required to comply. Paragraph 1.1. is amended to apply to vehicles of categories M₂, M₃, N₂ and N₃. Paragraph 1.3. is amended to exempt vehicles of category Y and vehicles of category X without manual on-board operation capability. Various other paragraphs and annexes are amended accordingly. This proposal amends and supersedes ECE/TRANS/GRSG/2026/12.

Proposal to insert a new paragraph 1.2. stating that this Regulation does not apply to vehicles equipped with an ALKS that has been approved as an ADS feature in accordance with the UN Regulation on the approval of vehicles equipped with an Automated Driving System (i.e., where the ALKS has already been approved under the ADS regulation).

Proposal to delete footnote in paragraph 1; add bicycle impact avoidance to scope; amend paragraphs 2.13 and 2.14 regarding road adhesion definitions and Peak Braking Coefficient measurements; amend paragraph 5.4.2.3 requiring two deliberate actions for AEBS deactivation via ESC; renumber footnotes 2 through 9; and insert new paragraphs 5.4.4.1 to 5.4.4.3 to establish special provisions for vehicles equipped with an ADS.

Proposal to extend UN R134 to vehicles of category X (excluding vehicles of category Y), add provisions for Periodic Technical Inspections, modify hydrogen concentration warning requirements for ADS features of type 2 to transmit logic signals to the ADS, and adjust test cycle specifications in Annex 3.

Proposal to extend the scope to include vehicles of category X, replace “driver” by “occupant”, and separate the scope into vehicles with regard to protection of occupants against the steering mechanism and electrical shock in a frontal collision and steering controls with regard to protection of occupants in the event of impact.

Proposal to enable application to vehicles of category X. For vehicles equipped with an Automated Driving System other than vehicles of category X, in manual driving mode no special provisions apply. In a mode where an ADS feature is active, the relevant requirements for ADS vehicles apply.

Proposal to enable application to vehicles of category X (vehicles of category Y are not in scope). For vehicles of category X, the R point of the most forward passenger seat shall be taken instead of the R-point of the driver’s seat. Amendments address steering control contact requirements and modify occupant references.

Proposal to enable application to vehicles of category X, including prohibition of one-touch closing when an ADSF-2 is active, requirement for auto-reversing devices for power operated windows that can be operated by an ADSF-2, and user manual instructions for power-operated systems including warnings regarding improper use and driver and ADS responsibilities.

Proposal to enable application to vehicles of category X (vehicles of category Y are not in scope) with amendments addressing steering wheel hub provisions, cab positioning, and seating requirements for vehicles of category X. Cabs for vehicles of category X mounted in other positions than vehicle front shall not be taken into account for frontal collision simulation.

Proposal to enable application to vehicles of category X, including attention to ADAS/ADS sensors and providing specifications for test procedures and dummy positioning requirements for vehicles of category X in frontal collision protection testing.

Proposal to insert new introductory paragraphs addressing vehicles of category X and vehicles with manual mode operating at speeds above 6 km/h equipped with an Automated Driving System, amend footnote 1 to paragraph 1.1. to reference ECE/TRANS/WP.29/78/Rev.8, amend footnote 2 to paragraph 4.1.4.1. to reference ECE/TRANS/WP.29/78/Rev.8, and amend paragraph 6.17.4.2. to establish an exception for aerials located behind the vertical transversal plane passing through the “R” point of the driver with a maximum projection not exceeding 70 mm, or for vehicles of category X, behind the vertical transversal plane passing through the “R” point of the foremost occupant.

Proposal to insert new paragraphs 0. and 0.1. to 0.1.2. addressing vehicles of categories X and Y and vehicles with manual mode operating at speeds above 6 km/h equipped with an ADS, amend paragraph 1., footnote 1 to reference ECE/TRANS/WP.29/78/Rev.8, amend paragraph 3., footnote 2 to reference ECE/TRANS/WP.29/78/Rev.8, Annex 3, amend para. 4.3. to define “Occupant compartment”, and amend paras. 5.5. to 5.8. to specify tank placement, partition requirements, fuel leakage prevention, and filler hole location.

Proposal to insert new paragraphs 0., 0.1., and 0.1.1. introducing Supplement 2 to address vehicles of categories X and Y and to exclude vehicles without manual driving controls, amend para. 1 Scope to apply to vehicles of category M₁ equipped with foot controls, amend footnote 1 to para. 1 and footnote 2 to para. 4.4.1. to reference the Consolidated Resolution on the Construction of Vehicles (R.E.3).

Proposal to amend Paragraph 1.4., Footnote 1 to update the reference to the Consolidated Resolution on the Construction of Vehicles; insert new paragraphs 2.10. and 2.11. defining “ADS user” and “Vehicle user”; amend Paragraph 5.5.2., Footnote 4 to update the reference to Annex 3 of the Consolidated Resolution; and amend paragraphs 6.1.2.4.1.6.1. and 6.2.2.4.1.6.1. to specify that engine starting-up on petrol and switching to LPG or CNG after a predetermined period cannot be changed by the vehicle user.

The GRE Taskforce on Autonomous Vehicle Signalling discussed Automated Driving System marker lamps, including Japanese input on Vienna Convention compliance, vehicle categories under the 1958 Agreement, mandatory rear installation requirements, variable intensity settings, daytime/nighttime definitions, side marker lamp configurations, agricultural vehicle applicability, rooftop installation alternatives, and operational conditions adjacent to direction indicators. Several technical issues remain unresolved. An informal proposal for a hybrid regulation is expected for the 95th GRE session. The next meeting is scheduled for 18 June 2026.

Proposal from the GRE EMC informal working group. The modifications extend the regulation’s scope to vehicles without driver compartments or manual controls. Changes include new definitions for ADS test configurations, updated immunity-related functions to address ADS sensor performance, and revised test conditions for vehicles with active ADS features. Additional reporting requirements for ADS systems are introduced in regulatory forms.

Seven UN Regulation proposals were reviewed for consistency and errors. Issues identified include: unclear optical-logical signal transitions in R64; redundant definitions that should reference RE3 via footnotes; inconsistent ADS activity terminology requiring standardization to “when an ADS feature is active”; incorrect Category Y vehicle references in R51; spelling and numbering errors across multiple regulations; inconsistent Mass in Running Order definitions; and unclear testing provisions requiring improved cross-referencing. Corrections are necessary for regulatory robustness.

Proposal to amend UN R17 Supplement 1 to the 12 series of amendments. The Regulation is amended to account for vehicles of category X. Vehicles of category Y are not in the scope of this Regulation. The Regulation is extended to vehicles without driver and manual driving controls. Multiple amendments are made to definitions, test procedures, and technical requirements for seats, anchorages, and head restraints, including changes to measurement planes, test parameters, and displacement specifications across various annexes and paragraphs.

The GRSG-TF-AVRS held an online meeting to review open items for submission to GRSG-131. Decisions included removing a proposal for R39, amending R43 regarding windscreen definitions, adopting amendments to R46, R151, R159, R166, R167.00, and R167.01, and adopting changes to R61, R73.01, and R73.02. No further meetings were scheduled before GRSG-131 in April 2026. OICA, UK, and France volunteered to present documents at the session.

Proposal to amend UN R10 to enable application to Automated Driving System (ADS) vehicles, including new paragraphs defining ADS requirements, test configurations, and immunity-related functions. Changes address vehicles without drivers or manual controls, establish ADS test procedures for laboratory environments, and specify equipment operation during testing. Amendments cover electromagnetic compatibility testing requirements, failure criteria, and documentation standards for ADS-equipped vehicles.

TF-AVRS screened UN Regulations for automated vehicle application, focusing on UN R83 and UN R154. Changes enable automated driving system vehicles to perform driver-conducted tests like coast-down tests and roller bench cycles. Modifications include defining vehicle users as drivers or ADS users, adjusting driver mass calculations for X and Y categories, and updating testing mode terminology. TF-AVRS proposes amendments to 17 UN Regulations and seeks guidance on addressing remaining topics.

Proposal to update UN R49 to accommodate Automated Driving Systems (ADS). The supplement modifies definitions, mass calculations, warning systems, and testing procedures to apply to vehicles without human drivers. References to drivers are replaced with “vehicle user” terminology, and special provisions are added for ADS-equipped vehicles in testing and operational requirements.

This Supplement proposes to update UN R154 to accommodate vehicles fitted with Automated Driving Systems (ADS), specifically categories X and Y. Amendments include new definitions for ADS-related terms, modifications to testing procedures, and updated references to vehicle construction standards. Driver-related systems are renamed to account for vehicles without human drivers. Special provisions establish requirements for ADS road load determination and testing modes, while messaging systems are adapted to send signals to ADS instead of or in addition to driver notifications.
