Proposals to resolve inconsistencies, improve the text, and correct editorial errors found in the 07 series.

CLEPA proposes standardized testing conditions for harmonics and flicker in UN R10 across countries with differing grid voltages and frequencies. Three cases are presented: Case 1 applies requirements to 220–240 V single-phase or 380–415 V three-phase at 50 or 60 Hz only; Case 2 permits multi-voltage operation but tests only at 220–240 V or 380–415 V; Case 3 applies scaled limits for region-specific operation at different voltages such as 100 V, with IEC 61000-3-3 and IEC 61000-3-11 marked not applicable due to impedance specifications limited to 220–250 V systems.

Proposal to amend Annexes 11 and 17 to specify an observation time of 2.5 min for quasi-stationary equipment as defined in Table 4 of IEC 61000-3-2, with the equipment operating in the mode expected to produce the maximum total harmonic current under normal operating conditions. Currently, UN R10.07 does not specify an observation time, which may lead to different interpretations of the test method and case-by-case agreement during type approval. Specifying 2.5 min would provide a consistent observation and averaging period for vehicle and ESA type-approval tests without changing existing test conditions, limits, or evaluation method.

Proposal for collective amendments of amendments to Regulations Nos. 13 (Heavy vehicle braking), 13-H (Brakes of M1 and N1 vehicles), 79 (Steering equipment) and 89 (Speed limitation devices) and the new Regulations on LDWS and AEBS to clarify the references to Regulation No. 10 into the UN Regulations mentioned above.
