Comments and recommendations from Russia for clarifications and improvements to the latest draft versions of the proposed UN Regulation No. 0 on whole vehicle type approvals (documents SGR0-08-13 and SGR0-09-01.

The Russian Federation has developed a “Deceleration Calculator” for use in the UN R117 procedures. Following work by an ad hoc group (including NAMI, UTAC, and ETRTO) formed to review and validate this tool, Russia has prepared this new proposal, modifying the version (document GRB/2013/10) submitted at the last GRB session. The changes primarily concern the explanation of the tool rather than the basic mathematical equations.

Regulation 117, Annex 6 specifies several time duration values while Annex 6, Appendix 1 gives only one control accuracy value for time in its paragraph 4 (d): plus or minus 0.02 second. This means that this accuracy value applies to all the time durations specified in Regulation 117, Annex 6 and quoted above. This is not realistic for durations of more than one minute and not well fitted to the need of data acquisition for deceleration method. Therefore, Russia and ETRTO propose to introduce two accuracy sets of values in paragraphs 4 and 5 of Regulation 117, Annex 6, Appendix 1:

1. a control accuracy of +/- 0.2 % s and a corresponding instrumentation accuracy of +/- 0.1 % s for the time increments specified in Annex 6 paragraph 3.5.a for the data acquisition in the deceleration method, both in ∆ω/∆t or dω/dt form, and
2. a control accuracy of +/- 5% and an instrumentation accuracy of maximum +/-10 sec for the other time durations specified in Annex 6.

Testing and Evaluation of the variant method using the dω/dt form.

Proposal to clarify and align the text of UN R13 on heavy-duty braking with that of UN R107 on bus construction with regard to the exemption of articulated buses and coaches from the requirements for vehicle stability equipment. The text would specify that “Class I, Class A and articulated vehicles of categories M2 and M3” are exempted from the requirements.

During motor transport operation, elevated concentrations of solid particles are formed in the air over the roadway as a result of particulate matter emissions from vehicle exhaust gases, tire and road surface wear particles, background air pollution and other processes. The content of tire and road surface wear particulates in the air over the roadway, as it has been specified in the previously submitted materials of the Russian delegation, amounts up to 60% from the total percentage of solid particles (WP-29-160-39). This paper presents further research into this subject.

Draft report from the expert group working on a new regulation to govern approvals of in-vehicle automated emergency call devices to the Working Party on General Safety.

Revisions to the proposed paragraphs 11, 12, and 13 concerning, respectively, Technical Services, procedures for amending the draft regulation on international whole vehicle type approvals, and provisions for Contracting Party acceptance of approvals. The document also addresses Annex 2 on approval markings and Annex 4 on limited whole vehicle approvals (L-IWVTA).

The proposed text is submitted for insertion into the draft Regulation (SGR0-11-03) in response to the action items noted in document SGR0-11-01.

At the 58th GRB session, the expert from ETRTO introduced GRB-58-02, proposing new time measurement accuracy for instrumentation involved in the rolling resistance method (Annex 6 of the UN Regulation). The expert from the Russian Federation introduced GRB-58-13, arguing that this change of accuracy was not needed for Annex 6. This present revised proposal has been prepared the ETRTO and approved by Russia.

Amendments to the proposals to harmonize the provisions of UN Rules Nos. 1 and 2 with those of the latest UN Regulations annexed to the 1958 Agreement and EU Directives.

Proposal for revised guidelines and procedures for UN Regulations pursuant to the development of the International Whole Vehicle Type Approval system, including a procedure for exemptions of new technologies from current UN Regulation requirements and the procedure for updating the IWVTA regulation (proposed UN R0).

Proposal to harmonize the provisions of UN Rule No. 1 with those of the latest UN Regulations annexed to the 1958 Agreement and the EU Directives.

Proposal to harmonize the provisions of UN Rule No. 2 with those of the latest UN Regulations annexed to the 1958 Agreement and the EU Directives.

Russian notification of its opposition to the draft Article 9 provisions that would enable voting by proxy under the 1958 Agreement and proposal to delete Article 9 in its entirety. Russia also supports a change in the voting procedure to require a 4/5ths majority to adopt a given motion.

Proposal to raise the voting threshold required under the 1958 Agreement to approve a given text (e.g., new UN Regulation or amendment of an existing regulation) from the present two-thirds majority (achievable by the EU vote alone) to a four-fifths majority.
