UN R0 International Whole Vehicle Type Approval

UN Regulation No. 0 on uniform provisions concerning the International Whole Vehicle Type Approval UN Regulation No. 0 establishes a system for mutual recognition of whole vehicle type approvals within the framework of the 1958 Agreement. This regulation is unique in that it governs how a manufacturer may obtain a single vehicle-level approval representing compliance across multiple UN Regulations. In other words, UN R0 does not prescribe technical provisions for the evaluation of performance as much as it describes how approvals under UN Regulations may be consolidated into a single approval.
WP.29 adopted the initial regulation (international approval superseding some but not all national/regional requirements) during its November 2017 session. This regulation provides for a full-width rigid barrier frontal impact test to evaluate the performance of occupant restraint systems. Briefly, the test involves a 50 km/h impact of a vehicle equipped with a Hybrid III 50th percentile male driver and an HIII 5th percentile female front passenger. Aimed particularly at reducing injuries to the elderly, the test sets a 42 mm ThCC threshold that will be strengthened to 34 mm for the HIII 5F in 2020 (via the 01 series amendments). <p>In 2008, Spain proposed the development of a UNECE Regulation to govern the installation and use of child restraint systems in M2 and M3 category vehicles (buses and coaches).</p>
<p>The installation and use of seat belts in such vehicles is mandatory in Europe under Directive 2003/20/EC. However, this directive and the related UNECE Regulations only concern adults.</p>
<p>Adult safety belts are not appropriate to restrain minors with a lower height than 135 cm and a lower weight than 36 Kg. Therefore, the use of safety belts for minors is not required under current regulations.</p>
