Recently EU-Directive 2013/60 has been introduced in which chapter 5 of EU Directive 97/24 is amended. One of the amendments concerns the introduction of reference fuels E5 (petrol) and B5 (diesel fuel). When stage C in 97/24-5 is being applied for, reference is made to GTR No. 2. In GTR No. 2, however, these reference fuels have not yet been incorporated. Document GRPE-69-02 proposed to incorporate these fuels into GTR No. 2; however, pursuant to comment received from several Contracting Parties, the Netherlands proposes to withdraw the document while retaining the option to revisit the issue in the future.

Schedule 4 of the draft revision 3 of the 1958 Agreement concerns the type approval numbering system for UN approvals. The numbering example reads: E11*83R03/00J*2439*01. In its second section it contains the letter J for indicating implementing stage J of UN Regulation 83. According to Schedule 4, point 2, under ©, that letter J should be preceded by a slash; however that slash is missing in the given example. Proposal to adapt UN R79 in line with the proposed addition of camera-monitor systems to UN R46 (indirect vision). UN R79 refers to external mirrors in test procedures involving the vehicle turning circle. This proposal replaces the reference to mirrors with a broader reference to “indirect vision devices” that includes CMS.

UN R107 includes a provision to prevent a folding seat used by the crew from obstructing the view of the exterior rear-view mirror. In light of the proposed amendment to introduce camera-monitor systems into UN R46 (indirect vision), this proposal would extend the same treatment to CMS used in the place of rear view mirrors.

Proposal to align UN R94 with the draft amendment to add camera-monitor systems to UN R46 (i.e., document GRSG/2015/2). Under UN R94, the measurement for the 40% overlap between the vehicle and crash barrier excludes external rear-view mirrors. This proposal would extend the same treatment where the mirror has been replaced by an exterior camera.

Proposal to ensure that all devices for indirect vision, including exterior cameras, are covered by UN R61. This proposal is part of a package of proposals to update various regulations impacted by the proposed amendment to enable the replacement of rear-view mirrors by camera-monitor systems.

At the GRB meeting in January 2015 the Netherlands introduced a justification and proposal for future tyre noise limits (document GRB-61-03). During the discussion, it was suggested to investigate whether difference in performance existed between Original Equipment Manufacturer (OEM) tyres and replacement tyres, noting that the transitional provisions in EC/661/2009 take into account the earlier introduction of noise limits of OEM tyres mounted on new vehicle types. Therefore, the Dutch Ministry of Infrastructure and the Environment asked M+P to investigate the statistics of tyre noise label values in OEM tyres in more detail.

Comments on document ACSF-03-03. In particular, the document raises the question of whether the proposed amendments should address software validation, the eventual use of external data from infrastructure or V2V sources, and responses to system/driver response failures.

Proposal to correct errors and remove inconsistencies in the current regulatory text, including a correction to the formula used in Annex 12, Appendix 4 “Test report on the compatibility of the inertia brake control device, the transmission and the brakes on the trailer”.

The provisions of UN Regulation No. 16 (paragraph 6.4.1.4.1.) only allow contact of the chest of the dummy driver with the steering assembly, provided that this contact fulfils certain energy-dissipation test requirements and that contact does not occur at a speed higher than 24 km/h. In response to the updated provisions of UN Regulation No. 16 which allow greater forward displacement of occupants, UN Regulation No. 17 will be updated to provide requirements on improved energy-dissipation criteria for those areas of the rear of seats and head restraints where impact of the head of the rear occupant may occur. Given the update to UN R17, this proposal would amend the scope of UN R25 (which has not been updated with regard to energy dissipation) to cover only vehicle categories M2 < 3.5 tons and N1 and mention explicitly that application to N2 and N3 vehicle categories is optional.

Changes to NCAP testing oblige the use of load limiters on safety-belts with lower threshold values that yield less thorax compression but also allow for greater forward displacement of the occupants. To address the greater forward displacement of rear occupants, UN R17 is under revision to require more stringent energy dissipation performance for those areas of the rear of seats (including the head restraints and parts mounted on the seat) where the head of the rear occupant may come into contact. UN R21 allows for alternative testing of the rear parts of seats (paras. 5.7-5.7.3. ) However, in light of the changes to UN R17, this alternative approach is no longer valid. This proposal would delete the alternate method and expands the scope of UN R21 to include testing of any parts mounted on the seats.

In response to proposals to allow greater forward displacement of occupants under UN R16 and the resulting changes in impact energy-dissipation criteria under UN R17, UN R25 (with regard to head restraints) is also subject to change.
