24 Aug 2018 UN R16: Proposal for the 08 series of amendments WP.29/2018/141 2018-08-24 Proposal to:<ol class="alpha"><li>harmonize airbag warning labels regarding the correct use of a child restraint system in a seating position equipped with an activated frontal airbag in order to prohibit the display of additional information unrelated to child safety, and</li><li>clarify that only a 3-point-belt shall be permitted for the driver seating position in order to address differing interpretations among Technical Services regarding which requirements apply for driver position seat-belt approval.</li></ol>As from 1 September 2020, authorities will not be obliged to accept applicable type approvals to the preceding series of amendments that were first issued on or after 1 September 2020. As from 1 September 2022, they will not be obliged to accept any applicable approvals to the preceding series. These transitional provisions only apply to vehicles equipped with airbags. Approvals for seat belt and restraint systems remain valid.
29 Aug 2018 UN R17: Proposal for the 09 series of amendments WP.29/2018/142 2018-08-29 Proposal to require seat belt components such as retractors to remain functional if damaged during the load-retention test according to Annex 9 of UN R17. Such components have occasionally been damaged during testing such that their functionality has been impaired. In order to ensure adequate occupant safety, this proposal would require all safety-belt components to be included in the test installation and require post-test inspection to confirm the continued functionality. The transitional provisions phase in the new requirements during September 2020-September 2022.

This consolidation simplifies and streamlines requirements without changing detailed technical specifications already in force. The Regulation applies to eleven categories of lamps including rear-registration plate illuminating, direction indicator, position, stop, end-outline marker, reversing, manoeuvring, rear fog, parking, daytime running, and side marker lamps. Requirements address administrative provisions, type approval, approval marks using unique identifiers or conventional E-marks, general and specific technical requirements for each lamp function, photometric and colorimetric characteristics, etc.

The proposal further would amend and clarify the need for a gas flow adjuster under UN R110 with regard to the use of carburetors and fuel injectors. A gas flow adjuster is not necessary when an electronic fuel injection system manages the air/fuel mixture and therefore should be removed from paragraph 18.3.1. An adjuster is needed when air/fuel mixture runs via a carburetor and therefore should be added to paragraph 18.3.2.
