Proposal to introduce lane-keeping assistance systems into the regulation. This document incorporates the agreed-upon definitions presented in document GRRF-78-05.

Proposal to introduce general performance guidelines into the annex on automated driver assistance systems in order to set initial safety considerations to guide the commercialization of this emerging technology.

The expert group on UN R55 submitted document GRRF/2014/14 to update the requirements for mechanical couplings, including a proposal to replace the references to IS0 7641:1983 with ISO 7641:2012. In response to issues raised within GRRF, the experts prepared a new proposal (document GRRF/2014/28). This document would supplement the proposal by providing additional information on the differences between the 1983 and 2012 versions of ISO 7641.

European countries are considering new requirements to require the fitment of snow tyres for use in severe snow conditions on specific axles of heavy duty vehicles. New tyres are approved under UN R117; however, a large percentage of heavy duty vehicles are fitted with retreaded tyres which are outside the scope of UN R117. This proposal would transpose the relevant requirements for new snow tyres into UN R109 in order of avoid the exclusion of retreaded tyres from such applications/markets.

Vehicle manufacturers are currently implementing AEBS on a large variety of models, e.g. to fulfil mandatory requirements of some Contracting Parties. This implementation work confirms the concerns which were brought up for discussion during the AEBS/LDWS informal group activities and sheds light on a number of technical issues that appeared when installing obstacle detection devices on some specific vehicles, in particular in case of huge technical diversity and where the vehicle environment can have negative impact on system reliability and on its ability to operate. This proposal would alter the regulation scope to exempt such vehicles from mandatory compliance.

Proposal to clarify the draft text to align UN R79 with UN R13-H concerning cases where the braking and steering systems have the same energy source. This proposal would clarify and reaffirm that where there is “a failure in the energy supply, the steering system shall have priority”.

Proposal to clarify the inflated run-flat tyres are within the scope of this regulation while uninflated run-flat tyres fall exclusively under UN R64 and to remove references to UN R64 since this regulation and UN R64 exist as independent parallel tyre regulations. The proposal seeks to improve the wording, including to align more closely with EU Regulation (458/2011).

Proposal to delete Annex 7 from the draft ESC regulation and replace the procedure for validating the test (road) surface condition with a reference to Appendix 6 to Annex 2 of UN R13-H. This change would ensure that the ESC regulation fully aligns with UN R13-H and with GTR No. 8 on ESC systems.

Explanation of OICA’s requests to exempt certain vehicles from mandatory AEBS and/or LDWS requirements due to their uses and the technical limitations of these systems. For example, the sensors used by the systems cannot operate reliably on certain special purpose equipment (such as snow plows) where the equipment and the nature of the operating environment are prohibitive.

Proposal to modify the introductory comments of the LDWS regulation in order to emphasize the focus on highway driving and impracticality of deploying LDWS on certain types of vehicles such as off-road equipment or special purpose vehicles.

Proposal to modify the scope of the regulation in order to exempt certain vehicles from mandatory compliance with its provisions in cases where technical obstacles prevent the reliable use of lane-departure warning systems given the current state of the technology. This document includes a detailed explanation of the vehicle categories for exemption.
