The Task Force on Automated Vehicle Regulation Screening held its 18th session on 2 October 2025. The agendas and reports of the 17th session were adopted. Regarding a proposal for a supplement to Regulation No. 64, the Task Force noted the need to harmonize wording for ignition on/initiation of the powertrain across regulations, discussed corrective action by the ADS, exceptions for vehicles of category X and Y, incorporation of “drive with caution” for vehicles with ADS, and fitting spare units. Regarding a proposal for a supplement to Regulation No. 142, the Task Force considered logical signal requirements and informing the ADS about tyre speed limits. The next meeting is scheduled for 29 November 2025.

Proposal to amend para. 5.2.3.2.2., para. 5.2.3.2.3., para. 5.2.3.2.4., and para. 5.2.3.3. to establish requirements for vehicles of category X and Y equipped with an ADS regarding speed warning labels and information provision to the ADS about speed capacity of fitted tyres, and amend Annex 2 to include provisions for describing the automated driving system and the modes tested with ADS operation.

Proposal to modify para. 2.13. to define “Run-Flat Warning System” to deliver information to the driver or the ADS, modify para. 5.1.6.1. to require optical yellow warning signals to the driver and logical signals to the ADS when an ADS feature is active, modify para. 5.1.6.3. to require warnings indicated to the ADS by logical signal when an ADS feature is active, modify para. 5.1.6.4. to require logical signals to the ADS for electrical failure or sensor anomaly when an ADS feature is active, modify para. 5.1.6.5. to require description in the owner’s manual of corrective action expected by the ADS, modify para. 5.1.7. to exempt vehicles of categories X and Y from inflation device requirements, modify para. 6.1.2.2. to require instructions on informing the ADS of temporary-use spare unit fitting, modify Annex 3 para. 2.2. and 2.3. to apply special provisions for ADS vehicles, modify Annex 4 paras. 2.1. and 2.2. to apply special provisions for ADS vehicles, and add Annex 5 specifying test adaptations for ADS vehicles.

The Task Force on Automated Vehicle Regulation Screening will hold its 18th session on 2 October 2025 from 09:00 to 11:00 CET via MS Teams. The agenda includes adoption of the agenda and report of the 17th session, consideration of proposals for supplements to Regulation No. 64 and Regulation No. 142, and discussion of next meetings.

Paragraph 5.41 of the proposed amendment to UN Regulation No. 48 introduces a requirement for a physical test drive to verify that an Automated Driving System (ADS) can correctly operate all lighting and light-signalling functions without causing discomfort. While OICA fully supports the objective of ensuring safety and proper functioning of lighting systems under ADS control, we believe this requirement is unnecessary and duplicative in the context of the forthcoming UN Regulation on Automated Driving Systems (ADS Regulation).

Proposal to enable the application of UN R11 to ADS vehicles.

Proposal to amend UN R173 to enable application to vehicles equipped with an Automated Driving System and vehicles of category X. The Regulation applies to vehicles of categories M, N, O, L₂, L₄, L₅, L₆, L₇ and T₁ regarding safety-belt installation, and vehicles of categories M₁ and N₁ regarding child restraint systems. For vehicles of category X, a seating position with steering control placed in front may be designated suitable for Child Restraint System installation if passenger seating requirements are fulfilled. The Regulation does not apply to vehicles of category Y.

Proposal to enable application of the regulation to vehicles equipped with an Automated Driving System (ADS).

Proposal to amend UN R137 to enable application to vehicles equipped with an Automated Driving System. The regulation applies to vehicles of category M₁ with maximum permissible mass not exceeding 3,500 kg and vehicles of category N₁. For vehicles of category X without driver and manual driving controls, provisions related to driver controls shall not apply unless already covered. For vehicles equipped with ADS in manual driving mode, no special provisions apply; in modes where ADS features are active, relevant ADS requirements apply. Amendments modify specifications for restraint systems, airbags, door locking systems, and dummy placement in frontal impact testing.

Proposal to amend UN R174 to apply the Regulation to vehicles equipped with an Automated Driving System. The amendments modify provisions for vehicles of category X and vehicles without driver and manual driving controls. Changes include clarifying folding seat exemptions, removing the neutral transmission requirement for first-level warnings, harmonizing “vehicle master control switch” terminology, ensuring drivers receive initial warnings when entering vehicles with remotely activated switches, clarifying voice communication during emergency calls, defining ADS feature types, and modifying testing procedures and requirements for safety-belt reminders in vehicles with ADS.

Proposal to amend UN R134 to account for vehicles of category X and Y equipped with an Automated Driving System. The Regulation, originally drafted for vehicles with driver and manual driving controls, is extended to vehicles without driver and without manual driving controls inside the vehicle. Provisions related to driver and manual driving controls shall not apply if not already covered by the amendment. New definitions for ADS feature of type 1 and type 2 are inserted. Modifications are made to hydrogen concentration warning requirements, tell-tale signal provisions, and test procedures in Annex 5.

Proposal to supplement UN R114 (Airbag module for a replacement airbag system). The Regulation is amended to account for vehicles of category X. The amendment extends application to vehicles without driver and without manual driving controls. In manual driving mode, no special provisions apply. In a mode where an Automated Driving System feature is active, relevant ADS requirements apply. Amendments clarify airbag module intended use, add footnote defining terms, revise device category descriptions, and add “(if applicable)” to driver references.

Proposal to amend UN R94 to account for vehicles of category X1 without driver and without manual driving controls inside the vehicle. The Regulation is amended to extend its application to vehicles equipped with an Automated Driving System (ADS). Modifications address vehicle width definition, steering wheel displacement requirements, door locking systems, airbag compliance, seat positioning, and test dummy placement for vehicles without a driver’s seat.
