Proposal to amend UN R137 to enable application to vehicles equipped with an Automated Driving System. The regulation applies to vehicles of category M1 with maximum permissible mass not exceeding 3,500 kg and vehicles of category N1. For vehicles of category X without driver and manual driving controls, provisions related to driver controls shall not apply unless already covered. For vehicles equipped with ADS in manual driving mode, no special provisions apply; in modes where ADS features are active, relevant ADS requirements apply. Amendments modify specifications for restraint systems, airbags, door locking systems, and dummy placement in frontal impact testing.
38. The expert from Germany gave a status update on the work of the GRSP Task Force on Automated Vehicles Regulation Screening (TF-AVRS) (informal document GRSP-77-41). Regarding the transport of children, he argued in favour of adding provisions explicitly preventing the transport of unsupervised children by Automated Driving Systems (ADSs). The expert from OICA recalled a resolution on the deployment of highly and fully automated vehicles in road traffic by the Global Forum for Road Traffic Safety (WP.1). On the question of whether to extend the scope of the UN Regulation dealing with crash testing or creating a separate one for category Y vehicles, the experts from Spain and the Netherlands argued in favour of the second option and the expert from Sweden suggested this item be discussed in the task force.

The expert from Germany informed GRSP that the task force had already prepared draft amendments to all UN Regulations identified as first priority (Nos. 11, 14, 16, 17, 21, 29, 94, 95, 100, 135, 137, 153, 173 and 174) and two of the UN Regulations identified as second priority (Nos. 127 and 145). The draft amendments are contained in informal documents GRSP-77-57, GRSP-77-58, GRSP-77-59, GRSP-77-60, GRSP-77-61, GRSP-77-62, GRSP-77-63, GRSP-77-64, GRSP-77-65, GRSP-77-66, GRSP-77-67, GRSP-77-68, GRSP-77-69, GRSP-77-70, GRSP-77-71, GRSP-77-72 and GRSP-77-73 . Amendments to UN GTRs are planned in a third step.

GRSP noted that at its November 2025 session, WP.29 reaffirmed its objective to adopt all documents related to the review of existing UN Regulations related to Automated Driving Systems (ADS) at its June 2026 session and invited the Chairs of the Working Parties to consider various strategies to ensure timely preparation of the required documents. This corresponded to option 1 in informal document WP.29-197-25 and would require all proposals under this agenda item to be adopted by GRSP on this session.
