| Korea Motor Vehicle Safety Standards: Seat belt reminder and FlexPLI |

On 14 November 2017, Korea introduced rear seat-belt reminder requirements into the KMVSS aligned with the 07 series of amendments to UN R16. The requirements become mandatory from 1 September 2019. At the same time, Korea also adopted the FlexPLI test tool for pedestrian protection testing aligned with the draft Amendment 2 to GTR No. 9. Compliance testing with the FlexPLI will start from 1 January 2018 (given that the FlexPLI has been in use under Korea NCAP since 2015). |

As a counterproposal to document GRSP/2017/27 submitted by the EC, OICA suggests to group all the airbag warning requirements in one single UN Regulation (i.e. UN R16); this would avoid future administrative burden when these may need adaptation. Another solution could be to simply refer, in UN R94 and UN R137, to the label defined in UN R16; OICA suggests that GRSP discusses the most suitable approach. In addition, OICA agrees with the EC proposal to better define the required label, in order to avoid potential misinterpretations. However, when it comes to the printing of the user information in a multitude of languages, OICA considers this is an unnecessary burden, with no benefit to the user. User manuals are placed in the vehicles at the point of sale and therefore in the local language(s); in the not so frequent cases whereby a vehicle, during its lifetime, ends up in a different country/language, the user will always be able to obtain the manual in his own language, if he so asks. OICA consequently proposes not to amend the current requirements on the issue of languages. |

Two “Booster Seat” fixtures (ISO/B2 and ISO/B3) were added to UN R16 to coincide with the implementation of Phase 2 of UN Regulation No. 129. These fixtures were developed within ISO/TC 22/SC 36/WG 2 (Child Restraint Systems) and follow the principle already established in Regulations 16 and 129 to ensure child restraint to car compatibility. An additional “Reduced-Size Rearward Facing toddler CRS” fixture (ISO/R2x) was added to facilitate compatibility in small cars/seating positions. The ISO/B2 booster seat fixture was added in the i-Size concept. Lateral facing fixtures (ISO/L1 and ISO/L2) have been upgraded. The proposal also corrects figure 2 in Annex 1B to show the referenced zones A and B, to add the sentence “Non-rigid material of < 50 Shore A hardness may be removed in order to demonstrate that covered or padded rigid parts are not contacted by the head or the chest of the manikin during the test.” and makes editorial improvements. |
