The representative of Consumers International (CI) welcomed the adoption of the 02 series of amendments of UN Regulation No. 129, which can be seen as a next milestone in the development of this Regulation. He highlighted that by extending the i-Size concept to children up to 135cm, several consumer issues will be addressed and that also bigger children now will benefit from higher levels of protection. He hoped that the corresponding amendment of UN Regulation No. 16 will be implemented in the short term, allowing it to be operational simultaneously with phase 2 of Regulation No. 129. Finally, he offered the support of CI in the further development of the regulation.

Finally, GRSP noted GRSP-60-02, tabled by the expert from the Netherlands, to prevent the use of a Unique Identifier (UI), as allowed in future Revision 3 of the 1958 Agreement, since the type approval mark carries relevant information for the users. GRSP requested the secretariat to distribute GRSP-60-02 with an official symbol at its May 2017 session.
36. The expert from France also furthermore introduced two parallel amendments to the 01 and 02 series of amendments to the Regulation that provide editorial corrections to the text (ECE/TRANS/WP.29/GRSP/2016/22 and ECE/TRANS/WP.29/GRSP/2016/23). GRSP adopted ECE/TRANS/WP.29/GRSP/2016/22, as amended by Annex V to this report (GRSP-60-09-Rev.2) and ECE/TRANS/WP.29/GRSP/2016/23, as amended by Annex V to the report (GRSP-60-08-Rev.1). The secretariat was requested to submit: (a) ECE/TRANS/WP.29/GRSP/2016/22, as Supplement 2 to the 01 series of amendments and (b) ECE/TRANS/WP.29/GRSP/2016/23, as part of (see para. 35) draft Supplement 1 to the 02 series of amendments to Regulation No. 129, for consideration and vote at the June 2017 sessions of WP.29 and AC.1. Referring to the discussion held under agenda item 14 (see para. 30 above), GRSP requested the secretariat to distribute GRSP-60-02 with an official symbol at its May 2017 session, and specifically for the text dedicated to Regulation No. 129. Finally, GRSP agreed to seek the endorsement of WP.29 at its March 2017 sessions to extend the mandate of the IWG until December 2017.
44. The expert from the Netherlands introduced ECE/TRANS/WP.29/GRSP/2017/4 to prevent the approval marking from being replaced by an Unique Identifier (UI) in UN Regulations Nos. 44 and 129. GRSP adopted ECE/TRANS/WP.29/GRSP/2017/4 not amended. The secretariat was requested to submit the proposals for consideration and vote at the November 2017 sessions of WP.29 and AC.1 as part (see paras. 28, 29 and 30) of Supplement 13 to the 04 series of amendments to UN Regulation No. 44, as part of (see paras. 34 and 35) draft Supplement 3 to the 01 series and as part (see paras. 34 and 35) of Supplement 2 to the 02 series of amendments to Regulation No. 129.

14. The expert from OICA introduced two proposals: (a) GRSP-60-04 to remove ISOFIX anchorages from the Regulation and (b) GRSP-60-05 to incorporate them into a new one dedicated to these anchorages only. He explained that, in his opinion, the two proposals constitute the most viable solution aimed at solving the incompatibility of the requirements of the Regulation with the existing designs of Child Restraint Systems (CRS) in Australia and including Regulation No. 14 into Annex 4 of the future Regulation No. 0 on the International Whole Vehicle Type Approval (IWVTA). The expert from Australia supported the solution proposed by the expert from OICA as well as the experts from Italy, Japan and Sweden. However, the experts from the Netherlands and EC argued that the improvement proposed by Australia and covering harmonization issues should not be disregarded. The experts from France and the United Kingdom supported the splitting of Regulation No. 14 and urged that some improvements on ISOFIX provisions were needed once that the new Regulation was established.
15. GRSP agreed to resume discussion on this subject at its May 2017 session, on the basis of revised proposals tabled by OICA including the replacement of dynamic with static references in Regulation No. 14 and in a number of other Regulations. In the meantime, it was agreed to keep GRSP-58-13 on the next GRSP agenda for future development of ISOFIX provisions.
17. The expert from Australia introduced GRSP-58-13 that aims to: (i) solve the incompatibility of the requirements of the UN Regulation with the existing designs of Child Restraint Systems (CRS) in Australia, Canada and the United States of America and (ii) include Regulation No. 14 into Annex 4 of the future UN Regulation No. 0 of the IWVTA. He added that this proposal would avoid splitting UN Regulation No. 14 into two Regulations: safety-belt anchorages and child restraint anchorages (the latter would be excluded by Annex 4 of UN Regulation No. 0). He clarified that the proposal would instead propose changes to UN Regulation No. 14, making CRS anchorages suitable for both safety-belt anchored CRS and rigid ISOFIX type CRS in a larger number of countries. The Chair of GRSP introduced GRSP-58-24, which supports, in principle, the proposal and shows the benefits of harmonizing CRS standards. The expert from OICA requested time to examine the proposal in view of splitting the UN Regulation, which he considered to be the most pragmatic approach.
18. GRSP agreed to resume consideration on this subject at its May 2016 session and requested experts to provide comments on the proposal to the expert from Australia by the end of March 2016, pending other comments from the IWVTA IWG. Finally, it was agreed to keep GRSP-58-13 in the agenda of the next session of GRSP as an informal document and as a possible basis for development of proposals on harmonization in the framework of the 1998 Agreement.
13. The expert from OICA introduced ECE/TRANS/WP.29/GRSP/2017/8 as the official proposal to remove ISOFIX anchorages from the Regulation and to incorporate them into the new Regulation that was dedicated to these anchorages only (ECE/TRANS/WP.29/GRSP/2017/7, see para. 45). GRSP adopted the proposal, as amended below, as the most viable solution to solve the incompatibility of the requirements of the Regulation with the existing designs of Child Restraint Systems (CRS) in Australia and including UN Regulation No. 14 into Annex 4 of the future UN Regulation No. 0 on the International Whole Vehicle Type Approval (IWVTA). The secretariat was requested to submit the proposal as draft 08 series of amendments to UN Regulation No. 14, for consideration and vote at the November 2017 sessions of WP.29 and AC.1.
Paragraph 3.2.1., amend to read:
“3.2.1. Drawings of the general vehicle structure on an appropriate scale, showing the positions of the belt anchorages, of the effective belt anchorages (where appropriate) and detailed drawings of the belt anchorages;”
45. The expert from OICA introduced the draft new UN Regulation (ECE/TRANS/WP.29/GRSP/2017/7) on ISOFIX. He also provided for information the list of UN Regulations (GRSP-61-11) affected by the splitting of UN Regulation No. 14. He also introduced GRSP-61-06-Rev.1, amending ECE/TRANS/WP.29/GRSP/2017/7. GRSP adopted the proposal as amended by Annex VIII to the report for submission to WP.29 in November 2017.
46. Finally, GRSP agreed to keep GRSP-58-13 as a reference in the agenda of the next session for possible future discussion on harmonization of requirements on ISOFIX.

17. The expert from France introduced GRSP-60-11-Rev.1 amending ECE/TRANS/WP.29/GRSP/2016/21 and ECE/TRANS/WP.29/GRSP/2016/24 as amended by GRSP-60-10. He added that both proposals introduced provisions for Phase 2 of Regulation No. 129 (see para. 13 above). He also explained that ECE/TRANS/WP.29/GRSP/2016/24 also aligned the 07 series with the 06 series of amendments to the Regulation. The expert from EC introduced GRSP-60-22, improving the provisions concerning contact of the head or of the chest with any rigid part of the vehicle (para. 6.4.1.4.1.2. of the Regulation). GRSP noted that the use of transitional provisions in supplements should be limited as much as possible and only in special cases as indicated by ECE/TRANS/WP.29/1044/Rev.1 (General Guidelines for UN Regulatory Procedures and Transitional Provisions in UN Regulations). Finally, GRSP adopted ECE/TRANS/WP.29/GRSP/2016/21 and ECE/TRANS/WP.29/GRSP/2016/24, as amended by Annex IV to the session report. The secretariat was requested to submit: (i) ECE/TRANS/WP.29/GRSP/2016/21 as draft Supplement 9 to the 06 series of amendments and (ii) ECE/TRANS/WP.29/GRSP/2016/24 as draft Supplement 1 to the 07 series of amendments to Regulation No. 16, for consideration and vote at the June 2017 sessions of WP.29 and AC.1.

|
The current paragraph 15.6 foresees that, for type approval to the 07 series, safety belt reminders are not compulsory until 1 September 2022 on the exempted seats (e.g. seat rows with a suspension seat). In the absence of any clarification for the case of extensions of type approvals, paragraph 15.6 of UN R16.07 could create interpretation problems when a previously granted approval for an exempted vehicle needs to be extended after 1 September 2022. As previously agreed by GRSP, this proposal would clarify that the new SBR requirements would be applicable only for new type approvals as from 1 September 2022, such that previously granted approvals would remain accepted, with their exemption.

12. The expert from the United States of America informed GRSP with a presentation (GRSP-60-20) on the progress of work of the IWG on Electric Vehicle Safety (EVS) and to introduce draft GTR on electric vehicle safety. The expert from OICA in principle supported the draft GTR. However, he raised a reservation on the provisions addressing heavy-duty vehicles and announced new comments shortly. All GRSP experts were invited to send their comments on GRSP-60-13 by mid-January 2017 to the secretariat so as to have an earlier submission to ensure proper translations by the May 2017 session of GRSP. The secretariat was requested to distribute GRSP-60-13 with an official symbol at the next session of GRSP which incorporates the comments received. Finally, GRSP agreed to seek endorsement of WP.29 and AC.3 at their March 2017 sessions to extend the mandate of the IWG until December 2017.
10. The Chair of GRSP, chairing also the IWG, informed GRSP about the completion of work achieved by the group and showed the main contents of the draft UN GTR (ECE/TRANS/WP.29/GRSP/2017/2) through a presentation (GRSP-61-25). He also introduced the final report of the IWG activities (GRSP-61-09). The expert from EC supplemented this presentation by introducing the main changes to the draft UN GTR (GRSP-61-08) that had been agreed upon by the IWG during its last meetings. He also introduced a clean copy of the draft UN GTR (GRSP-61-07) incorporating GRSP-61-08. Finally, GRSP recommended ECE/TRANS/WP.29/GRSP/2017/2, as amended by Annex II to this report, and the final report of the IWG (GRSP-61-09) as reproduced in Annex II to this report, for their establishment in the global registry. The secretariat was requested to submit the proposal and the final report to WP.29 and to the Executive Committee of the 1998 Agreement (AC.3) for consideration and vote at their November 2017 sessions as a new UN GTR on Electric Vehicle Safety.
11. The expert from EC expected that UN Regulation No. 100 would be amended as a new series of amendments to facilitate the transposition of the UN GTR into national legislation the Chair of GRSP clarified that the United States of America intends to follow the UN GTR adoption process as required under the 1998 Agreement on the issue of the transposition plan of the UN GTR into domestic legislations, He also expressed that currently there is a lack of safety provisions on Lithium Ion battery in his country. The expert from the China informed GRSP that his country plans to transpose the UN GTR gradually due to its complexity. The Chair of GRSP recommended that the transposition of the UN GTR should be as much as possible consistent with the actual text of the UN GTR. The Chair of GRSP informed GRSP that the IWG of phase 2 of the UN GTR would start, without discontinuation, to address thermal propagation and other pending technical issues. Accordingly, GRSP noted that a draft authorization to develop Phase 2 of the UN GTR is expected to be submitted to AC.3 and WP.29 at the November 2017 sessions. Finally, GRSP agreed to resume discussion at its December 2017 pending on AC.3 decision.

Phase 2 proposes to amend the UN Global Technical Regulation No. 9 on pedestrian safety by introducing the flexible pedestrian legform impactor (FlexPLI) as a single harmonized test tool in order to enhance the level of protection for pedestrian lower legs. NHTSA has expressed concern that the injury assessment reference values (IARVs) for this GTR may not meet the needs for injury mitigation in the U.S. In order to enable the proposed Phase 2 amendment to move forward with US support, the US proposes additions to the GTR preamble to make clear its position and intentions regarding assessment of the IARV and to allow the brackets to be removed from the IARV in the draft amendment.

6. The expert from the United States of America announced that the National Highway Traffic Safety Administration (NHTSA) had agreed to accept Injury Assessment Reference Values (IARVs) to move Phase 2 forward and to incorporate the flexible pedestrian legform impactor (FlexPLI). He added that IARVs could change as a result of cost benefits analysis conducted during the adoption process of the GTR when transposed into the national legislation of Contracting Parties. Accordingly, he proposed GRSP-60-17 to amend Part A of the statement of technical rationale and to justify of ECE/TRANS/WP.29/GRSP/2014/15. Moreover, he reported that his administration had not yet completed its cost-benefit analysis, but the United States of America New Car Assessment Programme was already using the FlexPLI and the new improved bumper test proposed by the Task Force on Bumper Test Area (TF-BTA) (ECE/TRANS/WP.29/GRSP/2015/2). He concluded that for the new proposed requirements for the head form tests (ECE/TRANS/WP.29/GRSP/2014/5) some more analysis would be needed.
7. Referring to the statement of the expert from the United States of America, GRSP noted that at its May 2017 session it would likely be in the position to recommend the Phase 2 of the GTR as a full package: ECE/TRANS/WP.29/GRSP/2014/15, ECE/TRANS/WP.29/GRSP/2015/2 and GRSP-60-17. The expert from the United States of America announced that a meeting of the IWG in Washington, D.C. would be scheduled at the beginning of 2017. Thus, GRSP recommended for its May 2017 session: - IWG to provide a final report of the development of Phase 2 (update of ECE/TRANS/WP.29/GRSP/2014/16, fifth status report of the IWG),
- IWG to finalise the analysis because the new headform test were incorporated as well (ECE/TRANS/WP.29/GRSP/2014/5) and
- the secretariat to distribute GRSP-60-17 with an official symbol.
9. GRSP endorsed GRSP-56-39, but did not support GRSP-56-38. The secretariat was requested to distribute GRSP-56-39 with an official symbol for consideration at its May 2015 session. It was agreed that this proposal would be discussed further by the Contracting Parties under the 1998 Agreement and by GRSP at its next session as a full package with: (i) an updated draft proposal of Phase 2 of the UN GTR (ECE/TRANS/WP.29/GRSP/2014/15) and (ii) an updated final report of the IWG (ECE/TRANS/WP.29/GRSP/2014/16).
5. The expert from Germany informed GRSP that the IWG had planned to meet for the last time to move Phase 2 forward and incorporate the flexible pedestrian legform impactor (FlexPLI). GRSP agreed to resume discussion at its December 2017 session on a consolidated document provided by the IWG incorporating: (i) the draft amendment to the UN GTR on FlexPLI (ECE/TRANS/WP.29/GRSP/2014/15), (ii) the new improved bumper test proposed by the Task Force on Bumper Test Area (TF-BTA) (ECE/TRANS/WP.29/GRSP/2015/2) and (iii) the Injury Assessment Reference Values (IARVs)(ECE/TRANS/WP.29/GRSP/2017/3). Moreover, the IWG would provide, at that time, a final report of the activities of the group based on ECE/TRANS/WP.29/GRSP/2014/16. The Chair of GRSP offered to host the meeting of the IWG at its earliest convenience in Washington, D.C.

The expert from the United States of America informed GRSP with a presentation (GRSP-60-20) on the progress of work of the IWG on Electric Vehicle Safety (EVS) and to introduce draft GTR on electric vehicle safety. The expert from OICA in principle supported the draft GTR. However, he raised a reservation on the provisions addressing heavy-duty vehicles and announced new comments shortly. All GRSP experts were invited to send their comments on GRSP-60-13 by mid-January 2017 to the secretariat so as to have an earlier submission to ensure proper translations by the May 2017 session of GRSP. The secretariat was requested to distribute GRSP-60-13 with an official symbol at the next session of GRSP which incorporates the comments received. Finally, GRSP agreed to seek endorsement of WP.29 and AC.3 at their March 2017 sessions to extend the mandate of the IWG until December 2017.

17. The expert from France introduced GRSP-60-11-Rev.1 amending ECE/TRANS/WP.29/GRSP/2016/21 and ECE/TRANS/WP.29/GRSP/2016/24 as amended by GRSP-60-10. He added that both proposals introduced provisions for Phase 2 of Regulation No. 129 (see para. 13 above). He also explained that ECE/TRANS/WP.29/GRSP/2016/24 also aligned the 07 series with the 06 series of amendments to the Regulation. The expert from EC introduced GRSP-60-22, improving the provisions concerning contact of the head or of the chest with any rigid part of the vehicle (para. 6.4.1.4.1.2. of the Regulation). GRSP noted that the use of transitional provisions in supplements should be limited as much as possible and only in special cases as indicated by ECE/TRANS/WP.29/1044/Rev.1 (General Guidelines for UN Regulatory Procedures and Transitional Provisions in UN Regulations). Finally, GRSP adopted ECE/TRANS/WP.29/GRSP/2016/21 and ECE/TRANS/WP.29/GRSP/2016/24, as amended by Annex IV to the session report. 10. The expert from EC introduced GRSP-60-24, on behalf of the experts from Japan and the Republic of Korea which co-sponsoring the proposal for amendments to Phase 2 of the GTR. He explained that GRSP-60-24 was a draft request to develop Phase 2 and which listed the main items to complete GTR No. 13. GRSP endorsed GRSP-60-24, as reproduced in Annex III to the session report. The secretariat was requested to submit it as an official request to develop Phase 2 of GTR No. 13 at the March 2017 sessions of WP.29 and AC.3 (ECE/TRANS/WP.29/2017/56).
162. The representative of EU introduced the proposal for authorization to develop the Phase 2 of the global technical regulation. He explained the need to start the Phase 2 to address the development of remaining issues, amongst others material qualification testing. He clarified that Japan, Republic of Korea and the European Union would sponsor the Phase 2. However, he clarified that the contribution from the United States of America, China and other Contracting Parties was encouraged and expected and that the Joint Research Centre (JRC) of the European Commission is ready to provide further relevant input.
163. AC.3 adopted ECE/TRANS/WP.29/2017/56 and requested the secretariat to convert it into an AC.3 document.

35. The expert from France, Chair of the IWG on Enhanced Child Restraint Systems (ECRS), introduced a presentation (GRSP-60-18) on the work progress of the IWG. He also introduced ECE/TRANS/WP.29/GRSP/2016/19, that aligns the provisions on toxicity and flammability of materials used to manufacture CRS and that updates the test provisions of the 02 series of amendments to the Regulation. GRSP adopted ECE/TRANS/WP.29/GRSP/2016/19 not amended, and requested the secretariat to submit it as draft Supplement 1 to the 02 series of amendments to Regulation No. 129, for consideration and vote at the June 2017 sessions of WP.29 and AC.1.

The representative of Consumers International (CI) welcomed the adoption of the 02 series of amendments of UN Regulation No. 129, which can be seen as a next milestone in the development of this Regulation. He highlighted that by extending the i-Size concept to children up to 135cm, several consumer issues will be addressed and that also bigger children now will benefit from higher levels of protection. He hoped that the corresponding amendment of UN Regulation No. 16 will be implemented in the short term, allowing it to be operational simultaneously with phase 2 of Regulation No. 129. Finally, he offered the support of CI in the further development of the regulation.

He further explained that the basic principle of Phase 3 was to reach a compromise from misuse and bad installation and having as much as possible seat places to install CRS where ISOFIX anchorages cannot be allocated. Moreover, GRSP noted the request of guidance to Contracting Parties proposed in GRSP-61-28 concerning: (i) which kind of combinations of ECRS should be allowed (e.g. ISOFIX and Universal Belted) (ii) under which conditions and (iii) guiding principles. The expert from the Netherlands raised concerns on “inserts” used on CRS to adapt them to the size of the occupant. He stated that inserts should be identified (labelled with identification and with size information) and that requirements should be devised to prevent camouflage of bad CRS. The expert from the United Kingdom supported the principle of a performance-based approach and requested more data on misuse. However, he shared the concern of the expert from the Netherlands. The expert from IC stated that ISOFIX had the priority to avoid misuse while other solutions and combinations with ISOFIX were just secondary and should be limited. The experts from Germany and Sweden raised a study reservation and stated that “plug-and-play” solution was the key principle for having a simple and efficient system; while now the ECRS IWG was opening to combinations that could have misuse implications.

17. The expert from France introduced GRSP-60-11-Rev.1 amending ECE/TRANS/WP.29/GRSP/2016/21 and ECE/TRANS/WP.29/GRSP/2016/24 as amended by GRSP-60-10. He added that both proposals introduced provisions for Phase 2 of Regulation No. 129 (see para. 13 above). He also explained that ECE/TRANS/WP.29/GRSP/2016/24 also aligned the 07 series with the 06 series of amendments to the Regulation. The expert from EC introduced GRSP-60-22, improving the provisions concerning contact of the head or of the chest with any rigid part of the vehicle (para. 6.4.1.4.1.2. of the Regulation). GRSP noted that the use of transitional provisions in supplements should be limited as much as possible and only in special cases as indicated by ECE/TRANS/WP.29/1044/Rev.1 (General Guidelines for UN Regulatory Procedures and Transitional Provisions in UN Regulations). Finally, GRSP adopted ECE/TRANS/WP.29/GRSP/2016/21 and ECE/TRANS/WP.29/GRSP/2016/24, as amended by Annex IV to the session report. GRSP adopted ECE/TRANS/WP.29/GRSP/2016/22, as amended by Annex V to this report (GRSP-60-09-Rev.2) and ECE/TRANS/WP.29/GRSP/2016/23, as amended by Annex V to the report (GRSP-60-08-Rev.1). The secretariat was requested to submit: (a) ECE/TRANS/WP.29/GRSP/2016/22, as Supplement 2 to the 01 series of amendments and (b) ECE/TRANS/WP.29/GRSP/2016/23, as part of (see para. 35) draft Supplement 1 to the 02 series of amendments to Regulation No. 129, for consideration and vote at the June 2017 sessions of WP.29 and AC.1. Referring to the discussion held under agenda item 14 (see para. 30 above), GRSP requested the secretariat to distribute GRSP-60-02 with an official symbol at its May 2017 session, and specifically for the text dedicated to Regulation No. 129.
