Document prepared by the WP.29 secretariat to provide a consolidated updated version of the proposed Revision 3 to the 1958 Agreement. The secretariat anticipates a decision by the World Forum to seek unanimous agreement on this proposed final text during its March 2016 session.

In response to concerns that approval agencies may not grant manufacturers the additional 1dB for L(wot) on conformity of production tests as changes had been made to Annex 6 of R41-04, GRB issued an interpretation recorded in the report of its 56th session. The proposal formalizes the interpretation as an explicit provision of the regulation.

Proposal to clarify the wording of the 03 series of amendments to UN R51 as adopted by the World Forum in June 2015 (document WP.29/2015/62). The adopted wording could lead to the interpretation that sound levels measured on the left side of the vehicle are to be averaged with levels measured on the right side of the vehicle. The proposed new wording clarifies that the overall sound emission is assessed individually per vehicle side.

Proposal as prepared by the UN R55 informal group and approved by the GRRF to update UN R55 with respect to:
a) Requirements on remote indication;
b) Availability of information on coupling fixing points for A50X couplings;
c) On lateral strength of drawbars; and
d) a new class definition for fully automatic drawbar couplings.

Proposal to insert a new Introduction section to the regulation in order to highlight technical issues related to the installation of LDWS on some specific vehicles included in the scope of the regulation.

Proposal to amend the Introduction of the regulation to highlight technical issues related to the installation of AEBS on some specific vehicles included in the scope of the regulation.

Proposal to correct an oversight by aligning the “alternative procedures” provisions of the regulation with the previously adopted amendment of the regulation that raised the rear-impact speed to between 48 and 52 km/h (03 series of amendments).

Proposal to clarify that fully integrated surveillance mirrors may be mounted below 2 metres in cases where they are integrated in a housing including one or more Class II or III mirrors.

Proposal to

• extend requirements for exterior rear-view mirrors to camera monitor systems;
• reduce the speed threshold for deactivation of emergency controls from 5 km/h to 3 km/h;
• clarify the requirements concerning the height of steps in vehicles which comply with Annex 8;
• limit the mandatory application of the requirements for dedicated areas for prams and pushchairs to Class I vehicles;
• require activation of the alarm and fire suppression systems as soon as the heater is in function regardless of whether the engine is operating;
• extend requirements for exposed seats adjacent to step wells to apply to other exposed seats where there is a risk of the occupant being thrown forward; and
• correct the text of the Regulation.

Proposal to

Proposal to mandate fire suppression systems on Class I and II buses.

Proposal to remove the provisions for welded constructions of compressed natural gas (CNG) cylinders or metal liners, including high-strength steel CNG cylinders and consolidating the earlier proposal (from document WP.29/2015/90 that was adopted but set aside at the November 2015 WP.29 session pending the proposal on cylinder construction) to regulate the discharge direction of pressure relief devices on CNG containers.

This proposal clarifies that the provisions concern any cable used in the entire vehicle, not only to those in the interior compartment, engine compartment and separate heater compartment. The proposal also clarifies that the regulation applies not only to electric cables, but also to cable sleeves or cable conduits and it updates the reference to paragraph 5.22. of ISO 6722-1:2011. Specifically, the proposal would apply testing to electric cables, cable sleeves, and cable conduits that exceed a length of 100 mm.

Proposal to modify UN R125 in line with the amendment to UN R46 (indirect vision) that introduces the use of camera-monitor systems (CMS) in place of rear-view mirrors. This proposal also ends the temporary exemption permitting CMS device obstruction of driver field of view from 1 September 2021.

Proposal to align the provisions of Regulation No. 10 with the proposed amendments to Regulation No. 46 (Devices for indirect vision) to allow the replacement of rear-view mirrors by camera-monitor systems.

This proposal can be considered as the first phase of the regulation. In response to concerns raised by the World Blind Union, GRB agreed to extend the mandate of the informal working group that developed this text in order to consider further measures to address the WBU concerns.

Proposal from Turkey to establish requirements for audible systems to alert other road users when a vehicle is operating in reverse.

Declaration from the UN gathering of ministers during 18-19 November 2015, including item OP20. Promote the adoption of policies and measures to implement United Nations vehicle safety regulations or equivalent national standards to ensure that all new motor vehicles, meet applicable minimum regulations for occupant and other road users protection, with seat belts, air bags and active safety systems such as anti-lock braking system (ABS) and electronic stability control (ESC) fitted as standard.

Status of the proposals adopted during the June 2015 WP.29 session. Please note that the documents do not all have the same date of entry into force.

The purpose of this paper is to provide a framework through which the delegates to the World Forum for the Harmonization of Vehicle Regulations (WP.29) and other interested stakeholders can examine the experience with the 1998 Global Agreement and agree on ideas and processes for improvement in its implementation. This version supersedes the previous documents WP.29-167-12 and WP.29/2015/108.

Updated agenda including the latest informal document submissions

Proposal to develop an amendment to GTR No. 1 to provide alternatives to ensure adequate protection against accidental opening of the rear door while the vehicle is in motion.

While encouraged by the adoption of a uniform minimum sound alert standard, the WBU continues to believe that: 1) the proposed minimum sound standard is too low for safety; 2) the AVAS should remain on while the QRTV is active but stationary; and 3) the regulation should prohibit manufacturers from providing a means of pausing the alert sound.

Brief summary of GRRF discussions related to the performance of products in conditions outside the scope of test procedures (i.e., assuring satisfactory performance under all normal road conditions). GRRF agreed with Russia that this issue should be put before the full World Forum.

Proposal from the Working Party on Dangerous Goods to delete paragraph 2.2.1 and 2.3.2 in Annex 5 of Regulation No. 13 permitting the use of an endurance braking system on a trailer to compensate for insufficient performance of the endurance braking system of the motor vehicles. Such systems have been prohibited by WP.15 such that alignment of the vehicle technical requirements is needed.

Brief update on automated vehicle policy in Korea and to highlight the importance of the WP.29’s role of coordinating with WP.1, ITU and other relevant agencies.
