Text prepared by the International Organization of Motor Vehicle Manufacturers (OICA) to introduce the concept of “revision of approvals” into the UN Regulations under GRRF responsibility in order to align the UN Regulations with the EU Whole Vehicle Type Approval Directive 2007/46/EC in order to ease the administrative burden for both manufacturers and approval administrations regarding the extension of existing approvals.

Supporting document to the proposal from the informal working group on Automated Connections between Vehicles concerning the referencing of ISO13044-2:2013 in the proposed amendments to UN Regulation No. 13.

OICA notes the change in name of “ASTM” to “ASTM International”.

Correction to ISO reference since Byte 3-4 of EBS 11 is only referenced in Part 2 of ISO 11992 and therefore the text should make explicit that reference along with amendment 1:2007. Also proposes to omit several redundant footnotes and references.

Addendum to the proposed correction to the Russian-language version of Revision 7 of UN Regulation No. 13 to better align with the English and French versions.

Proposal to require an automatic adjustment of the service brakes for trailers of class O1 and O2.

Supporting document to explain Germany’s proposal for mandatory automatic adjustment of brakes for class 01 and 02 trailers.

Questions raised by OICA in response to the German proposal to clarify electrical braking system and energy supply line requirements with regard to towed trailers, including proposals for voltage specifications and inclusion of electro-hydraulic transmission devices within such systems.

Proposal to clarify approval requirements for vehicles and trailers equipped with anti-lock braking systems with regard to the braking compatibility of towing and towed vehicles, including between ABS and compressed-air braking systems. The proposal revises Annexes 10 and 13 of the regulation.

Correction to document GRRF/2013/12 to clarify the intent to specify that a vehicle must be equipped with ISO 7638 or an automated connector (ACV) or both.

Suggested changes to the proposal to introduce the concept of “revision of approvals” into the UN Regulations under GRRF responsibility in order to align the UN Regulations with the EU Whole Vehicle Type Approval Directive 2007/46/EC.

Presentation of issues regarding the UN R13-H provisions on complex electronic control (CEL) systems and the proposals to separate electronic stability controls (ESC) and brake assist systems (BAS) from the light vehicle braking regulation. Since ESC and BAS are subject to CEL provisions, this raises a question on how best to apply CEL across what would be three separate regulations (13-H, ESC, and BAS).

Revisions to document GRRF/2013/28 intended to simplify the transitional provisions.

Proposal to permit greater discretion in the performance of the fade tests should track safety considerations warrant. In view of several fatal accidents, the test tracks are concerned over requirements to bring the vehicle to a full stop repeatedly and rigidity of the requirement for 15 snubs in quick succession;
