Presentation of issues regarding the UN R13-H provisions on complex electronic control (CEL) systems and the proposals to separate electronic stability controls (ESC) and brake assist systems (BAS) from the light vehicle braking regulation. Since ESC and BAS are subject to CEL provisions, this raises a question on how best to apply CEL across what would be three separate regulations (13-H, ESC, and BAS).

The expert from OICA introduced GRRF-75-39 proposing several options for the inclusion of the Annex on complex electronic systems (see UN Regulations Nos. 79, 13 and 13-H) in the future UN Regulations on BAS, ESC and the amended UN Regulation No. 13-H. GRRF noted the absence of a list with “Pros and Cons” for each option. The expert from OICA volunteered to prepare such a list, to be considered at the February 2014 session of GRRF.
