69. The Chair of IWG on IWVTA introduced ECE/TRANS/WP.29/2022/2, which contained transitional provisions related to the 04 series of amendments to UN Regulation No. 0 on IWVTA. He highlighted that the content of this document had already been agreed in principle at the 185th session in format of informal document WP.29-185-10, however could not be submitted for vote to AC.1 at its seventy-ninth session, November 2021.
70. The World Forum considered the draft amendment under agenda items 4.3. and recommended its submission to AC.1 for voting.
63. The representative of Japan, Chair of the IWG on IWVTA, presented a proposal for the 04 series of amendments to UN Regulation No. 0 (ECE/TRANS/WP.29/2021/84), the regular annual update of the UN Regulation and its Annex 4, Part A, Section I (List of requirements for U-IWVTA). He also introduced an amendment proposal to the document, including an addition of two new paragraphs 12.5. and 12.6. containing transitional provisions. He invited the World Forum to consider both documents for submission to AC.1 for voting.
64. The representative of the European Commission informed the World Forum that the European Union had already cast its vote for ECE/TRANS/WP.29/2021/84. He explained that he therefore did not have the mandate to vote on behalf of European Union on informal document WP.29-185-10.
65. The World Forum agreed to consider the proposed amendments to document ECE/TRANS/WP.29/2021/84 as a supplement at its March 2022 session.
66. The World Forum considered draft amendments under agenda items 4.3 and recommended ECE/TRANS/WP.29/2021/84 submission to AC.1 for voting.

The expert from Australia introduced himself as the current representative for GRSG but explained he is a participation in GRSG was new and transitory as plans are in place to have a permanent expert from Australia. He pointed out a typographical error in paragraph 6.2.2.1.2. of the document, GRSG-122-08. He recalled that transitional provision under Article 1 of 1958 Agreement state that Contracting Parties applying a UN Regulation are expected to accept the latest version of the Regulation and asked if these Regulations go contrary to the treaty?
39. The expert from OICA clarified this by informing the expert from Australia that transitional provision is aligned to the guidance of the provisions in document ECE/TRANS/WP.29/2044/Rev.3 and the 1958 Agreement does not require Contracting Parties to apply the latest series of amendment.
40. The experts from OICA, Sweden, Germany, Netherlands engaged in a detailed discussion concerning paragraphs “22.23.” and “22.26.” of document GRSG-122-08 and agreed to exclude paragraph “22.26.” from the informal document GRSG-122-08.
41. GRSG adopted document ECE/TRANS/WP.29/GRSG/2021/18 as amended by GRSG-122-08 (without paragraph 22.26.) and agreed for its submission at the March 2022 sessions of WP.29 and AC.1.

The expert from France, Chair of the IWG on BMFE introduced document GRSG-122-05, a proposal for the 10 series of amendment to UN Regulation No. 107, aimed at increasing the safety of M2 and M3 vehicles in case of fire by improving their general construction with regard to evacuation time. 7. GRSG adopted document ECE/TRANS/WP.29/GRSG/2021/17, as amended by GRSG-122-05, and requested its submission an official document to WP.29 and AC.1 for consideration and vote at their March 2022 sessions.

75. The expert from Japan, Co-Chair of the IWG on Advanced Emergency Braking System (AEBS) for M1 and N1, reported (GRVA-11-20) on the activities of the IWG since the May 2021 session of GRVA. He explained that the group wanted to gather experience during the next two years, including on simulation, before submitting amendment proposals addressing tests via simulation.
76. He mentioned that the group produced GRVA-11-07 proposing amendments to the OICA proposal ECE/TRANS/WP.29/GRVA/2021/22.
77. The expert from Japan, Head of Delegation, proposed minor amendments to the proposal. The expert from Canada proposed clarifications with more accurate references to standards mentioned in the document.

GRVA adopted ECE/TRANS/WP.29/GRVA/2021/22, as amended by GRVA-11-40 (reproduced in Annex IV of the session report), and requested the secretariat to submit it, as draft supplements for the 00, 01 and 02 series of amendments to UN Regulation No. 152, to WP.29 and AC.1 for consideration and vote at their March 2022 sessions.

The expert from the United Kingdom of Great Britain and Northern Ireland introduced GRVA-12-29, highlighting an amendment proposal adopted at the last session that inadvertently removed the 1 per cent slope criterion for the test track. GRVA supported the proposal and introduced further clarifications addressing omissions, as reproduced in GRVA-12-45.
74. GRVA adopted the document GRVA-12-45 and requested the secretariat to submit it, as amendment to ECE/TRANS/WP.29/2022/18, ECE/TRANS/WP.29/2022/19 and ECE/TRANS/WP29/2022/20, to WP.29 and AC.1 for consideration and vote at their March 2022 sessions.

He prepared GRPE-85-45 and GRPE-85-46 respectively. The representative from Japan supported the proposals and added that they were flexible on the timing of implementation of such proposals.

GRPE adopted GRPE-85-45 and GRPE-85-46 as ECE/TRANS/WP.29/2022/41/Rev.1 and ECE/TRANS/WP.29/2022/42/Rev.1 respectively and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their March 2022 sessions as draft 02 and 03 series of amendments to UN Regulation No. 154 respectively.
15. The representatives of Japan, the EU and OICA introduced GRPE-84-08, summarizing the amendments proposed to UN Regulation No. 154. They informed about the proposed modifications leading to proposals to new 02 (ECE/TRANS/WP.29/GRPE/2021/21 and GRPE-84-06 as amended by Addendum 2) and 03 (ECE/TRANS/WP.29/GRPE/2021/22 and GRPE-84-07 as amended by Addendum 3) series of amendments to UN Regulation No. 154.
16. GRPE adopted the proposals and requested the secretariat to submit Addendum 2 and Addendum 3 to WP.29 and AC.1 for consideration and vote at their March 2022 sessions as draft 02 and 03 series of amendments to UN Regulation No. 154 respectively.
17. The representative from OICA added that OICA was expected to submit proposals to amend the original version and 01 series of amendment to UN Regulation No. 154 to reflect some of the improvement made in the 02 and 03 series of amendments to UN Regulation No. 154 once those proposals adopted by GRPE.

86. The Chair of GRBP presented a draft new UN Regulation on studded tyres. The World Forum considered the draft and recommended its submission to AC.1 for voting. The representative of Japan pointed out that their delegation would abstain and has intention not to apply the draft new UN Regulation, as studded tyres are prohibited in Japan.
30. The expert from Finland presented a revised proposal for a new UN Regulation on studded tyres that had been prepared by TF ST (ECE/TRANS/WP.29/GRBP/2021/5/Rev.1). The expert from ETRTO suggested several modifications to the proposal (GRBP-74-32). GRBP adopted ECE/TRANS/WP.29/GRBP/2021/5/Rev.1 as amended by GRBP-74-32 and requested the secretariat to submit it for consideration and vote at the March 2022 sessions of WP.29 and AC.1 as a new draft UN Regulation.
