Recent amendments to the Canada Motor Vehicle Safety Standard (CMVSS) 108 allows UN Regulation
headlamps to be used on vehicles in Canada. CMVSS 108 specifically refers to the existing UN Regulations. In order to continue the acceptance of headlamps compliant with UN Regulations in Canada after the switch to the new Road Illumination Devices (RID) regulation, the current regulations should make clear references to RID before they are frozen and superseded.

Proposal from IWG SLR based on a proposal from the International Motorcycle Manufactures Association (IMMA) to amend the inboard visibility angle for rear position lamps in pairs in the new UN Regulation on Light-Signalling Devices (LSD).

SLR informal group removing the brackets around (i.e., confirming) the 24-month transition period for the switch to approvals only under the new LSD, RRD, and RID regulations and to delete the proposal that approvals and extensions of approvals granted under each regulation would remain valid indefinitely.

Proposal to restore the definition of “device” (because the definition under UN R53 differs from that under UN R48) and to delete the definitions of “bend lighting”, “H plane”, “sequential activation” and “emergency stop signal” (because they are identical to the definitions in UN R48).

Proposal to clarify paragraph 2.1 with regard to definitions: “All the definitions given in the latest series of amendments to UN Regulation No. 48 in force at the time of application for type approval shall apply, unless otherwise specified in this UN Regulation or in the pertinent installation UN Regulations Nos. 53, 74 and 86.”

Proposal to specify the use of UN R48 definitions unless otherwise specified in the current regulation or in lighting installation regulations for other vehicles categories (i.e., in UN R53, R74, or R86), to harmonize the Conformity of Production (CoP) provisions regarding the permitted re-aim angles for class A and B headlamps, and to harmonize Class C passing beam values. The SLR informal group intends for these changes, if approved, to be considered by WP.29 at its November 2018 session along with the original RID proposal (WP.29/2018/158).

Proposal from the SLR informal group to improve the text of the draft new UN Regulation on retro-reflecting devices (RRD). The proposal adds that the definitions in UN R48 apply unless the regulation or the vehicle-category-specific regulations (UN R53, 78, 86) specify different applicable definitions, to clarify that the construction provision and prohibition on use of paints or varnishes under paragraph 4.1.6 only apply to retro-reflectors, to correct the omission of Class F devices from the title of paragraph 5.4., and to add the water-resistance test (from UN R69 and R70) to Annex 7. The amendments, if approved, are intended to be considered with the original draft of the new Regulation sent to the November 2018 WP.29 for adoption (WP.29/2018/159).

Proposal to introduce requirements and test specifications for light emitting diodes (LED) substitute light sources, including to

1. introduce provisions for LED substitute light sources into Regulation No. 128;
2. introduce a new category sheet PY21W/LED based on LED technology into the Consolidated Resolution (R.E.5);
3. establish equivalence criteria as guidance for specifying sheets for LED substitute light source categories. (These guidelines are intended for publication, with the agreement of GRE, on the GRE website under “reference documents”, similar to criteria for new filament light sources for head lighting (GRE-77-04). In addition, these criteria are being prepared for insertion in publication IEC 60810.);
4. a draft proposal to IEC concerning the cap/holder system of the LED light source category PY21W/LED, for information to GRE (GRE-80-03) only, to show the interlock feature and the differences with the cap/holder system of its counterpart filament light source category PY21W.

Proposal from the Task Force on Substitutes and Retrofits (TF SR) to introduce a new light emitting diode (LED) substitute light source category PY21W/LED. This proposal is a revised version of GRE/2017/17 and is part of a package which also includes amendments to UN Regulation No. 128.

Proposal to introduce requirements for light emitting diode (LED) substitute light sources into Regulations Nos. 48, 53, 74 and 86.

Proposal to introduce the following changes into the draft new Regulation on light-signalling devices:

1. Use of LED substitute light source(s) is allowed and does not constitute a change of the lamp type. However, lamp performances shall be tested during type approval also with the LED substitute light source. Approval of the lamp using filament light source(s) is a prerequisite for approval of the lamp using LED substitute light source(s).
2. Testing with LED substitute light sources is exempted from conformity of production control.
3. The technical description shall include notice that the lamp also has to be approved with the LED substitute light source(s) according to UN R128 if the applicant has so determined.
4. The approval marking or the Unique Identifier as well as the category or categories of LED substitute light source(s) prescribed, if any, shall be visible.
5. The indication of both the holder of the filament light source and of its LED counterpart light source, if any, shall be explicitly provided.

Proposal from the Task Force on Electromagnetic Compatibility (TF-EMC) to align UN R10 with the vehicle narrow-band limit and the latest set-ups (artificial networks, harness location, Z-folding, …) for vehicles in charging mode under the International Special Committee on Radio Interference (CISPR) 12 Standard. The proposal also introduces additional details for vehicle in charging mode operating conditions (alternative or direct current charging).

Proposal by the Co-Chairs of the Task Force on Headlamp Switching (TFHS) to update requirements for headlamps and daytime running lamps. In particular, the proposed 07 series of amendments aims to clarify electrical connection requirements, conditions for manual switching OFF of headlamps, and new definitions for switching ON/OFF and for activating/deactivating lamps.

Proposal to clarify conditions under which direction indicator lamps may be switched ON to indicate the status of the device to prevent unauthorized use.

Proposal to include provisions for exterior courtesy lamps on motorcycles under UN R53 (as is already the case for motor vehicles under UN R48).

Proposal to render optional the fitment of front position lamps where the motorcycle is fitted with qualified automatic headlamp switching or daytime running lamps.

Proposal to amend the light source category LR4. This proposal relates to document GRE/2018/49 proposing to amend UN R128 in relation to the 1 min/30 min ratio. The change to UN R128 would affect the requirements of the LR4 category which is not its intention. Therefore, the present proposal modifies the category sheet of LR4 in order to maintain the current requirements for the LR4 standard light sources.

The current text of UN R128, Annex 4, paragraph 1.2. allows only for a decrease of luminous flux from 1 minute to 30 minutes. This has proven to be unnecessarily design restrictive as the drive electronics in a stabilized light source can lead to a slight increase in the luminous flux from 1 minute to 30 minutes. Therefore, this proposal would allow a limited increase of luminous flux from 1 minute to 30 minutes within the given minimum and maximum requirements. This proposal relates to document GRE/2018/48 retaining requirements for LR4 category light sources which would otherwise have been impacted by the present proposal.

Modification of Figure 1 (Example of allowed luminous flux behaviour of an approved LED light source under UN
Regulation No.128, Annex 4, paragraph 1.2.) to add the range after one minute and 30 minutes with a positive or negative “gradient”.

Proposal from the Special Interest Group on L-category vehicle daytime running lamps to introduce requirements for automatic switching from DRL to headlamp(s) if the maximum luminous intensity of DRL is above 700 cd.

Proposal to introduce technical parameters for speed and vehicle distance in order to encourage reduced glaring effects from rear signaling lamps. The proposal allows for reduced intensity at speeds lower than 20 km/h.

Proposal to require installation of direction indicators on mopeds.

Guide for specifying LED substitute light source categories as equivalents for corresponding filament light source categories prepared by the Task Force on Substitutes/Retrofits.

GRE and its Task Force on Substitutes and Retrofits proposed and GRE at its 79th session agreed to include an “interlock feature” for LED substitute light sources to prevent the misuse of these light sources. The first LED substitute category proposal is the “PY21W/LED”. A further solution has been developed by IEC cap-holder experts in IEC TC34/SC34B/WG2 by adding a “third pin” at an angle of 110° (from the reference pin) for the BA15 cap system, including the BAU15s cap prescribed for the PY21W filament light source category. This document contains the relevant cap and holder sheets for implementation in the IEC 60061 structure.

Correction to document GRE/2018/35 to effect the deletion of the definitions for “bend lighting”, “H plane”, “sequential activation” and “emergency stop signal” in UN R53 (because identical in UN R48). The deletions were inadvertently omitted in the original proposal.

Proposal to amend the Headlamp Switching Task Force text aimed at updating requirements for headlamps and daytime running lamps.

Proposal to introduce requirements for the mandatory installation of emergency stop signals (ESS) on all categories of motor vehicles and trailers.

Editorial corrections to the original document from the task force on headlamp switching.

Proposal to require red retro-reflectors to identify the rear sides of a vehicle (presently not required for vehicles less than six meters in length).

Proposal to delete the draft provisions that would limit the reduction of luminous intensity levels to conditions where the vehicle speed is below 20 km/h and the distance to the following vehicle(s) is less than 20 m.
