Detailed report on the decisions and rationale involved in the development of the amendment to complete the Phase 1 development of the global technical regulation on light vehicle emissions.

Proposal of Amendment 1 to UN GTR No. 16 to include new provisions on wet grip performance, rolling resistance, and qualification of tires for use in severe snow conditions for passenger cars and light trucks/commercial vehicles. The amendment also reflects recent changes adopted in US Federal Motor Vehicle Safety Standards (tire strength and tubeless tire bead unseating resistance) and UN Regulations Nos. 30 and 54.

Proposal for the explanatory report detailing the decisions and rationale involved in the development of Amendment 1 to the GTR on passenger and light truck/commercial vehicle tires.

Request for authorization to develop an amendment to GTR No. 1 to ensure adequate protection against accidental opening of the back door while the vehicle is in motion.

Proposal to begin work on the second phase development of the light vehicle emissions GTR, covering:

• Remaining items from the original authorization (WP.29/AC.3/26)
• Open issues remaining under Phase 1b
• Durability of internal combustion engine vehicles and electric vehicles
• Evaporative emissions
• Low ambient temperature emissions
• Test procedure for the determination of additional CO2 emissions and fuel consumption from mobile air conditioning systems

• Development of criteria for ex-post assessing of road load parameters (document WLTP-12-29-rev1e), and

Proposal to align the requirements of UN R113 with those adopted in Regulations Nos. 98, 112 and 123 relating to movement of the cut-off line after heat test and to correct an error in the provisions on the use of LED modules.

Proposal developed by the GRE Task Force on Tell-tales and approved by the GRE to clarify that the use of lamps designed for only two light sources is restricted to vehicles fitted with a tell-tale that will indicate when any one of the two lights sources has failed.

Proposal from the Informal Working Group “Simplification of the Lighting and Light-Signalling Regulations” (SLR) and approved by the GRE to simplify the content and amendment process of the light source Regulations in conjunction with the establishment of a new resolution on specifications for light source categories.

Proposal to amend the formula for the dirt mixture used in testing to address an error introduced by Supplement 9 to the 01 series of amendments to UN R45 where the specified quantity of “2 ± 1 parts by weight” of surfactant results in invalid testing. The correct specification should be “2 ± 1 drops” of surfactant.

Proposal from the GRE Task Force on Tell-Tales and approved by GRE for Supplement 17 to the 04 series of amendments to UN R48 in order to clarify failure tell-tale requirements. The proposal also includes an amendment to clarify paragraph 6.21.1.2.4. with regard to the application of conspicuity markings on bodywork made of flexible material.

The proposal also includes an amendment to clarify paragraph 6.21.1.2.4. with regard to the application of conspicuity markings on bodywork made of flexible material.

Proposal to remove restrictions that impede the use of bend lighting on motorcycles. UN R53 currently prohibits the use of additional lighting units when the driving beam is in use. This requirement unnecessarily restricts the use of ALU to improve road illumination at night when the motorcycle is banking through a turn.

Proposal by the GRE Informal Group “Agricultural Vehicles Lighting Installation” (AVLI), approved by GRE, to update and revise Regulation No. 86. The proposal applies the regulation to vehicle categories R and S as defined under the Consolidated Resolution on the Construction of Vehicles (RE3), updates geometric visibility provisions, and adds new provisions and new Annex 6 on signalling panels and signalling foils .

Proposal from the Task Force on Tell-Tales, approved by GRE, to clarify the requirements for failure indication.

Proposal to change the latency for scanning a field of vision (total process of scanning, rendering and reset to its initial position) from a maximum of 2 seconds to a maximum of 200 ms. This proposal corresponds to the current state of technology and removes a contradiction within the regulation between paragraphs 6.2.1.2. and 6.2.2.3.4.3. (the latter introduced via supplement 2 to the 04 series of amendments).

Proposal prepared by the UNECE secretariat to align the provisions of UN Regulation No. 105 with those of the new 2017 edition of the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR).

Proposal to clarify paragraph 7.7.5.1. with regard to ceiling-mounted displays or monitors and simplify the testing procedure:

• The gauge shall be used only for the identification of the monitors to be tested.
• The simplified way to apply the removal force corresponds to a passenger pushing the monitor/display with its hand, and in these conditions the acceptable force limit is adapted.
• The test must be conducted in both directions.
• The proposed wording for the last condition to fulfil is more technology neutral, the case of automatic redeployment is also considered and banned.

Proposal to

1. enable the use of autonomous CNG heaters for the heating of engines before the vehicle is in service
2. allow the use of Class 0 hoses with couplings using sealing technologies other than those with a 45° cone
3. correct a typographical error in paragraph 7.1. where the reference should be to paragraph 8.22 rather than 8.21
4. remove a duplicate and contradictory reference in Annex 4A to the requirements of Class 1 pressure relief valves
5. align paragraph 2.2. of Annex 4H with paragraph 18.6.1.2. limiting the delay in switching-off of the automatic valve after stalling of the engine to two seconds (rather than five as presently in the text), and
6. include the liquefied natural gas (LNG) fuel connector provisions as specified in ISO 12617:2015.

Proposal to enable the use of alternate colors (per footnote 18 of Table 1 and in line with ISO Standard 2575) for certain lighting tell-tales in order to indicate light source failures in response to the proposals for light failure indicators under UN Regulations Nos. 7, 48 and 87 (GRE/2016/7, GRE/2016/12 and GRE/2016/17) as adopted by GRE. This proposal anticipates use of the same approach in response to plans for additional failure indication requirements for other lighting regulations.

Proposal to enable the use of alternate colors (per footnote 18 of Table 1 and in line with ISO Standard 2575) for certain lighting tell-tales in order to indicate light source failures in response to the proposals for light failure indicators under UN Regulations Nos. 7, 48 and 87 (GRE/2016/7, GRE/2016/12 and GRE/2016/17) as adopted by GRE. Proposal to clarify and improve provisions for

1. the belt routing and positioning of the universal child restraint system seat fixture during testing;
2. dynamic testing of the rear seat system and advanced restraint system approval; and
3. to restructure and simplify the consumer information requirements on the installation of ISOFIX child restraint systems under UN R16.

Proposal to require seat-belt reminders for all seating positions, including rear positions, and to clarify the scope of the regulation.

Proposal to improve the translation into Russian of the text originally adopted in its English version and to correct a typographical error in the Russian text.

Proposal to amend the toxicity and flammability declarations via references to EN 71 (European safety standards), taking into account procedures of FMVSS 302. The amendments propose the burning rate values of FMVSS 302 (302.4 inches/102 mm per minute), to harmonize the three proposals with regard to EN standards references, and to incorporate the amendment 1 to EN 71-3 (A1:2014).

The proposal also would align requirements for deceleration test devices with acceleration ones (making explicit that it is mandatory to match the corridor for each test) and to add dummy criteria and compliance with ISO 17025 to the information required in test reports.

Proposal to strip ISOFIX CRS provisions from UN R44 and to cease all new type approvals for ISOFIX integral CRS under UN R44 from 1 September 2017 in deference to UN R129 on Enhanced CRS.

UN R80, paragraph 7.4.4. specifies that passengers in side-facing seats “shall be safeguarded by a vehicle part (e.g. partition, wall or seat back of a forward-facing seat) forward of the foremost side-facing seat”. Germany has determined that the current text has been misinterpreted with regard to the intended requirement for a safety device that does not break and maintains its capability to retain a passenger’s body in the event of an accident. This proposal clarifies that such any such structure “shall retain its safeguard function during testing”.

Proposal to improve the translation into Russian of the text originally adopted in its English version and to correct a typographical error in the Russian text.

Proposal to

1. amend the toxicity and flammability declarations via references to EN71 (European safety standards)
2. align paragraph 6.6.3.1. with the 01 series of amendments,
3. to align requirements in 7.1.3.1 to test methods in 8.1.2.4.,
4. add tolerances to better define the test method in paragraph 8.1.2.3.,
5. improve the specifications for the measurement of dimensions C and D in Annex 23,
6. align deceleration test requirements with acceleration test provisions (making explicit that it is mandatory to match the corridor for each test, and
7. define the initial acceleration value under paragraph 7.3. against which the maximum deviation restriction is to be applied.

Proposal to amend the toxicity and flammability provisions.

Proposal to introduce CRS Informal Group “phase 2” amendments regarding the approval of booster-seat CRS category (booster seat with backrest) into UN R129.

UN Regulations Nos. 49 and 83 include provisions for a “driver inducement system” that alerts drivers of low reagent levels (urea, etc.) critical to correct emissions control performance and eventually prevents vehicle operation if the reagent tank is empty. Under UN R49 (para. 5.2), rescue, police, and other emergency/special use vehicles are exempted from this requirement. This proposal would extend the same treatment under UN R83. The proposal also makes several corrections and clarifications (see document GRPE/2016/11) with respect to extensions of approval, reduction in efficiency of the catalytic converter with respect to emissions of NMHC and NOx, and OBD.

Proposal for a new Regulation on uniform provisions concerning the approval of Heavy Duty Dual-Fuel Engine Retrofit Systems (HDDF-ERS) to be installed on heavy duty diesel engines and vehicles. Please note that Japan notified the UN Secretary-General on 1 February 2017 of its intention not to apply this regulation from the date it enters into effect (June 2017). Japan remains free to adopt the regulation at a later date.

Proposal for a new Consolidated Resolution to simplify the content and amendment process of the light source Regulations Nos. 37, 99 and 128. The data sheets for light sources are moved from Annex 1 of these Regulations to the draft Resolution.

Proposal to align the text with the provisions for anti-lock braking systems used in other regulations, including specific exemptions for certain off-road vehicles as incorporated in UN Regulation No. 13. The proposal clarifies the limits on the use of any temporary ABS deactivation switch and prohibition against permanent disabling of ABS if fitted on a motorcycle.

Proposal to develop a test procedure for the assessment of exterior (outer surface of the vehicle) deployable systems to protect pedestrians or other vulnerable road users during an accident.
