Proposal from GRSG to amend its formal proposal for a Supplement 1 to the 06 series of amendments to UN R46.

Proposal from TF UN-R 46 to clarify the situation with the new proposed wording for the exemption to be applicable only when the de-energization is activated (not mentioning which feature to be used), there is a feature for de-energization outside the cabin and the driver needs to be informed about the consequences in doing so by the user’s manual.

Proposal for amendments to ECE/TRANS/WP.29/GRSG/2024/40 to make the qualitative criteria in
paragraph 15.2.4.9.2. (new) ambiguous if they are separated from the concept of an
obstruction rate of 10% or less as stipulated in the current regulations.

Proposal to resolve a disparity between UN R46 and requirements for ADS vehicles, and to update the references to the three-dimensional H-point (3-D “H”-point) measurement and calibration procedure (per the update and transfer of specifications from the Consolidated Resolution on the Construction of Vehicles (R.E.3) to Mutual Resolution No. 1 (M.R.1)).

Proposal from the task force on UN R46 to address pure Class 1 monitor positioning relative to driver wearing bifocal eyeglasses, requirements for surveillance cameras (including definition of “Surveillance camera-monitor-recording device”), approval marking for devices with more than one field of view, provisions on obstruction of the field of view, provisions for the rounding of the magnification factors, clarification of provisions to avoid conflict with ADR rules, clarification of external surface, radius of curvature requirement on the backside of Class I mirrors, and corrections to the text.

Proposal to clarify the pendulum test procedures (based on UN R46 task force discussions).

The Working Party on the Transport of Dangerous Goods (WP.15) has noted that problems could arise during the approval of vehicles intended for the carriage of explosive substances and articles (Class 1) for vehicles intended for the carriage of liquids having a flash-point of not more than 60°C. (EX/III and FL vehicles) fitted with a camera monitoring system which complied with the requirements of UN R46.

The European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) stipulates that the electrical circuits must be broken within 10 seconds after operation of the battery master switch. This might conflict with paragraph 16.1.1. of UN R46 which requires that, after each engine switch-off (intended use), the camera-monitor system remains operational for a period of at least 120 seconds.

This proposal aims to resolve the disparity between UN R46 and requirements for ADS vehicles.

This document relates to the establishment of a GRSG task force on UN R46 to resolve this concern.
