During the 64th GRE session, GTB was charged to review and update the transitional provisions of Regulation 48. This draft proposal has been developed by the GTB Installation Working Group in close cooperation with OICA.

Document GRE-68-02 from the Working Party “Brussels 1952” (GTB) proposes to amend the geometric visibility provisions of multiple lighting regulations. Since manufacturers have already developed lighting in line with the current definitions, OICA seeks a 48-month transition period.

Document GRE/2012/29 proposes to clarify the requirements for the mandatory manual override of the automatic/adaptive driving beam (ADB) function. While agreeing with the sub-menu prohibition, OICA proposes to delete the prohibition on “multi-step operations” so as not to restrict future designs.

Presently, UN R48 requires that reverse lights be switched off when cornering lights are switched off. OICA argues that the simultaneous lightning of both cornering lamps for slow maneuvers in forward motion (e.g., while parking a vehicle) can increase safety by improved illumination of surroundings. Therefore, OICA proposes that cornering lights be allowed to remain on as long as the vehicle speed does not exceed 10 km/h.

Document GRE/2016/10 proposed to refine the transitional provisions of UN R48 pursuant to possibilities for the application of the regulation within the International Whole Vehicle Type Approval system. Since IWVTA allows for approvals to earlier versions of current regulations, the possibility exists where optional installation of advanced equipment could entail mandatory compliance with the latest version of UN R48. However, UN R48 imposes broad requirements such that efforts to add certain safety equipment are hindered by concerns over compliance with a broad range of requirements under the latest version of UN R48 that raises the consumer price to prohibitive levels. Therefore, OICA supports the solution proposed by GTB (document GRE/2016/10).

Proposal to clarify that only external status indicators as referenced in UN R97 and R116 are addressed under the proposal to define such external indicators and introduce performance specifications under UN R48 for Vehicle Alarm Systems (VAS), Alarm Systems (AS) and immobilizers (draft Supplement 18 to the 04 series, Supplement 11 to the 05 series and Supplement 9 to the 06 series of amendments to UN R48).

Proposal to update paragraph 6.9.8. with regard to current technologies (e.g. LED and IPS) where instrument panels remain illuminated whenever the engine is running. With the advent of new automated technologies and Advanced Driver Assistance Systems (ADAS), the number of warnings and symbols may dramatically increase in the near future. This proposal aims to reduce risks of driver confusion by reducing the number of symbols displayed on the instrument panel. The Chinese Standard GB 4094 already captures this possibility. The proposal is therefore also a move toward further international harmonization.

Proposal to amend GRE/2016/33 and GRE-76-17 pursuant to discussions at the October 2016 GRE-76 session:

1. The direct reference to Regulations Nos. 97 and 116 that was included in GRE-76-17, para. 2.37. was removed based on the observation of the representative of Finland on a potential split, in the future, of some of the Regulations under the responsibility of GRSG.
2. In another remark from the representative of Finland, the word “indicator” that was missing in the last sentence of para. 2.37. in the text of the proposals GRE/2016/33 and GRE-76-17 has been added.
3. Based on the comments from the representatives of France, UK, Finland and Japan, the area of the apparent surface, mentioned in GRE/2016/33 and GRE-76-17, para. 5.30. (c) has been lowered from 50 cm² to 20 cm², in the case of one indicator is being installed on the vehicle. If two indicators are installed, the area of the apparent surface should not exceed 10 cm² per indicator.

Proposal to clarify and amend the supplement concerning sequential direction indicators adopted by GRE during its 76th session based upon document GRE/2016/20 and finalized in Annex IV of the session report. The proposal would clarify and move the prohibition against the mixing of signals of two or more activation modes to UN R48 and introduces transitional provisions.

Proposal to clarify the wording regarding the manual deactivation of headlamps. National use requirements are not harmonised and prescribe different scenarios for the use of the dipped beam headlamps. In the case where automatic activation is overridden and the headlamp switch is manually put into the ‘OFF’ position, the paragraph provides for a clear driver message that the headlamps are turned off when ambient conditions change to night time driving conditions.

Paragraph 5.41 of the proposed amendment to UN Regulation No. 48 introduces a requirement for a physical test drive to verify that an Automated Driving System (ADS) can correctly operate all lighting and light-signalling functions without causing discomfort. While OICA fully supports the objective of ensuring safety and proper functioning of lighting systems under ADS control, we believe this requirement is unnecessary and duplicative in the context of the forthcoming UN Regulation on Automated Driving Systems (ADS Regulation).

Proposal to clarify provision that direction-indicator lamps on one side of a vehicle shall be switched ON and OFF automatically.

Proposal to amend the proposals concerning manufacturer logos.

OICA opposes proposed amendments to UN R48 paragraph 5 that would prohibit lighting devices not explicitly listed in paragraph 6. OICA contends the prohibition creates unnecessary manufacturer burden without safety benefits, conflicts with nationally permitted lamps, and falls outside the 1958 Agreement’s harmonization scope. OICA argues national enforcement, not type-approval restrictions, should manage device installation.

The document presents OICA data on rear direction indicator (DI) and stop signal visibility compliance. It evaluates various lamp configurations against UN R48 and UN R148 requirements, examining criteria including photometry areas outside 25mm from stop lamps, DI apparent surface size, separation distances, and intensity ratios. OICA proposes that compliance requirements are met when DI apparent surface equals or exceeds stop lamp surface, intensity exceeds stop lamp by 25% minimum, separation distance reaches 20mm minimum, or DI apparent surface equals or exceeds 30cm.

Proposal to amend UN R48 and UN R148 regarding direction indicator visibility when grouped with stop lamps. OICA proposes replacing Germany’s masking-based approach with objective, installation-level acceptance criteria: apparent surface area comparison, luminous intensity ratio at HV of at least 25% higher, or absolute apparent surface of 30 cm². Physical masking eliminates measurement uncertainty and improves test repeatability. Three alternative compliance routes provide flexibility without constraining designs.

Proposal to clarify manufacturer logo requirements across several paragraphs: confirming that non-illuminated graphic marks are not considered logos (para. 2.1.7.); permitting vehicle manufacturers to keep the inner portion of a front position lamp active when an AFS headlamp substitutes the outer portion (para. 5.12.1.4.); improving logo language for Light Signalling Devices approved to UN R148 (para. 5.30.1.); and clarifying that Road Illumination Devices approved to UN R149 shall not include a manufacturer logo (para. 5.30.2.).

OICA presents research findings on direction indicator perceptibility when stop lamps activate simultaneously. Key findings indicate that spatial separation between functions, increased direction indicator intensity, and relative signal dominance improve perception. Research shows stop lamp luminance can reduce direction indicator recognition, particularly in near-field viewing. OICA concludes that minimum size requirements proposed in the German proposal exceed available evidence and may create unintended consequences without demonstrated safety benefits.

Proposal clarifies the “Manufacturer logo” means a light emitting graphic mark, emblem, word, or combination of those elements used to aid public identification of a vehicle manufacturer’s brand name when the function is switched ON. Improved justification for the proposal

Paper introduces an ADS marker lamp to identify vehicles operating with an Automated Driving System. Industry does not seek to mandate such a lamp. It identifies safety and security concerns including no demonstrated real-world net safety benefit, targeting and public violence risks, cargo robbery risks, child safeguarding concerns, cyber-physical attack surface expansion, and spoofing and misuse potential.

Proposal provides an alternative proposal to GRE/2024/12 Revision 2 as amended by GRE-93-28 Revision 1 .
