Proposed amendments to update UN R46 in view of technological advances to permit approval of interior rearview mirrors having no housing, holder, or frame.

Proposal from OICA to amend UN R46 in order to permit approvals of new generation “frameless” interior mirrors having no housing or holder. The current language assumes all mirrors are enclosed in housings and therefore excludes approval testing of these new-techology mirrors.

Document WP.29/2012/87 is a GRSG proposal (04 series of amendments) to reduce the blind spot on the passenger side of N2 and N3 (medium/heavy commercial) vehicles under UN R46. This new proposal would clarify that prior approvals not impacted by the 04 series amendments remain valid.

This proposal aims to clarify that surveillance mirrors can be mounted below 2 meters from the ground when integrated in a housing including one or several mirrors of classes II or III.

Document GRSG/2015/9 would amend the provisions of UN R10 on electromagnetic compatibility to include camera-monitor devices newly defined under UN R46. This proposal aims to clarify that the amendment applies only to regulated devices for indirect vision (UN R46) so as not to be confused with other devices for indirect vision already included within the scope of UN R10.

Document GRSG/2015/8 proposes to amend the provisions on forward field of vision of drivers in UN R125 to promote and to support the installation of camera-monitor devices on vehicles of category M1. This proposal would clarify that the amendment only applies to regulated devices for indirect vision.

Proposal to clarify that fully integrated surveillance mirrors may be mounted below 2 metres in cases where they are integrated in a housing including one or more Class II or III mirrors.

During its first session, the EMC Task Force considered proposal regarding the application of UN R10 to trolley buses (under UN R107), to UN R46 (indirect vision and camera monitor systems), and to the work on automatic emergency call systems (AECS), as well as a proposal to amend UN R10 itself. In particular, this resulted in an unambiguous translation into French allowing overlays only when the vehicle is in reverse gear. The original intent was to limit overlays to rear views of the vehicle regardless of the moving vehicle direction. Therefore, this proposal clarifies the English and French texts.

Proposal to clarify that overlays may only be used to convey “safety-related rearward vision information.” The proposal addresses confusion regarding circumstances under which the provision of information through overlays is permissible. The proposal also amends the French text. The overall proposal aims to make clear that overlays may convey safety information regarding the rearward environment of the vehicle and are not necessarily limited only to when the vehicle is moving in reverse. The proposal also aims to restrict the information to rear-vision safety. Other information, not related to the rear view, should never appear within the defined field of view.

Proposal to correct the draft text to align with the latest version of UN R46. GRSG/2018/4 aims to clarify the circumstances under which the provision of information through overlays is permissible.

Proposal to define indication lines within the text to enable display of a combined continuous image in a monitor system.

Proposal to enable the use of small indicative lines to assist the driver in discriminating among two or more fields of vision rendered as a combined continuous image on a display.

Proposal to align the requirements for the area of camera lenses special deflector geometry is necessary to improve the image quality captured by the camera. These deflectors are influencing or preventing air turbulences and through this are keeping rainwater and dirt particles away from the optical system.

The proposal inserts a definition of opaque obscuration and amends paragraph 15.1.4 to correct a reference to UN R43, Annex 24 rather than Annex 21. Paragraph 15.2.4.9.1 is amended to exclude areas of opaque obscuration from obstruction calculations for Class I rear-view devices, treating them similarly to mandatory rubber sealings used for window mounting.
