OICA proposes that:

1. The EVS informal group reconsider the validity (especially, effectiveness and practicability) of REESS overcurrent test adopted in GTR 20 Phase 1, and
2. Each Contracting Party suspend adoption of this test for its national/regional regulations, until above (1) is concluded.

Preliminary list of safety elements derived from a review of the guidelines and policies issued by Contracting Parties.

Modified list to ensure full alignment with the WP.29 AV Framework Document.

Proposal to:

1. add a footnote to the scope to exempt electrified vehicles where the internal combustion engine (ICE) operates under the test conditions
2. clarify the intention of paragraph 6.2.:
   • that AVAS may be operational outside the specified speed ranges (e.g., in the USA where the speed range extends to 30 km/h),
   • align maximum sound with UN R51.03 ASEP, and
   • explicitly specify that the AVAS may function even when the ICE is running
3. clarify under paragraph 6.2.6. that a manufacturer may install an attenuation to enable the system to operate at different sound levels
4. split and clarify indoor and outdoor testing specifications under Annex 3 paragraph 2.2. to account for different needs such as a weather station
5. amend the flowcharts in the Annex 3 Appendix to better reflect the regulation text.

Proposal for amendments to the draft Supplement 6 to the 03 series of amendments submitting clarifications to the text from the ASEP II informal group.

Proposal to amend the transitional provisions.

Proposal for changes to the draft provisions to define switching conditions for dipped beam and daytime running lamps (DRL) and the variable intensity of rear lamps in conjunction with traffic conditions.

Proposal for amendments to the draft supplements to the 06 and 07 series of amendments to:

1. correct errors in Working Paper 2019.08,
2. expand 2019.08 to clarify the special provisions, and
3. resolve a current contradiction of requirements concerning the provision of SCR reagent consumption data via the serial port of the standard diagnostic connector.

OICA request for clarification on the interpretation of Supplement 6 to the 07 series of amendments to UN R83 which enables the use of compliance assessments of vehicles with a reference mass less than 2,610 kg for the purposes of extending the type approval to special purpose vehicles (including armoured ones) having a reference mass exceeding 2,840 kg.

Update on the status of work regarding the transition from NEDC to WLTP, particularly pending the transposition of GTR 15 into one or more UN Regulations under the 1958 Agreement.

Proposal to clarify “permanent default” and “limp-home mode” in UN R83.

Proposal to amend current definitions to allow fault code erasing in cold regions (< -7°C) and high altitude (> 2440m), harmonizing the definitions with those used in China and the United States.

Proposal to allow for the use of use special denominator conditions for certain components or systems. The current definitions of the specific denominators are based on engine/aftertreatment system combinations designed as one TWC for gasoline vehicles and DOC, DPF and SCR respectively NSC for diesel engines. Upcoming emission requirements will bring up additional aftertreatment components like Gasoline Particulate Filters (GPF) or new designs with more than one SCR catalyst. Such new systems or catalyst combinations might require specific conditions to enable the monitoring, especially when their purpose is designed for such conditions.

Proposal to allow an alternative test method to “set the charge air cooler outlet temperature during bench test to temperature which was observed by vehicle test and corrected to the reference temperature specified in paragraph 5.2.1.” of Annex 5. This alternative method is well recognized in SAE J1349.

Revised proposal to complete the clarification of the basis of the petrol tank capacity restriction for mono fuel gas vehicles and address some administrative issues that have been highlighted during the transposition of WLTP.

Revised proposal to introduce definitions for the terms “permanent” and “Limp-home routines” and to clarify ‘permanent emission default modes.

Proposal to allow an alternative test method to “set the charge air cooler outlet temperature during bench test to temperature which was observed by vehicle test and corrected to the reference temperature specified in paragraph 5.2.1.” of Annex 5. This alternative method is well recognized in SAE J1349.

Proposal to clarify that UN R116 covers protection against unauthorized use “by means of a locking system”.

Amended proposal for a new UN Regulation on uniform technical prescriptions concerning approval of immobilizers and approval of a vehicle with regard to its immobilizer. This proposal has been developed to facilitate the integration of UN R116 into UN R0 on whole vehicle type approvals by extracting immobilizer provisions into a stand-alone regulation. The proposal also clarifies the exclusion of radio transmission frequencies.

Proposal for a new regulation on uniform provisions concerning the approval of vehicle alarm systems and approval of a vehicle with regard to its vehicle alarm system. The regulation would extract provisions from UN R116 in order to facilitate the integration of UN R116 into the UN R0 international whole vehicle type approval system.

This proposal relates to the proposal in document GRSG-116-15. This proposal would:

1. clarify that the application of an AECD approval to other vehicle categories than M₁ and N₁ is not mandatory,
2. align the power supply requirement of Part III, para. 34.1 with the corresponding requirement in Part II, para. 25.1.
3. clarify with regard to para. 34.1 that if the vehicle is equipped with both
   • -a “back-power supply” as listed in para. 35.10.1 and
   • -a “Power supply other than back-up power supply mentioned in paragraph 35.10.1” as listed in para. 35.10.2
   both should be tested according to Annex 9. The “Power supply other than back-up power supply mentioned in paragraph 35.10.1” should indeed only be tested if it is the only power supply for the AECS.
4. Since informal document GRSG-116-15 deletes the existing exemptions in para. 1.3, and hence introduces more severe requirements, the changes should be introduced via a new series of amendments with appropriate Transitional Provisions of 2 years. (In effect, the application of AECS requirements would be based solely on the scope of UN R94 and R95 and no longer takes into account the presence of an airbag and its triggering system. The manufacturers need sufficient time to ensure AECS compliance for new vehicle types and in the same time, the changes should not affect existing vehicle types that were given an AECS type approval already.)

Proposal to remove the exclusion of M₁ and N₁ not equipped with a side airbag and to specify that the AECS shall be able to output the navigation solution in an NMEA-0183 protocol format (RMC, GGA, VTG, GSA and GSV message), among other clarifications.

Proposal to refine the provisions on the number and position of emergency exits of vehicles of Classes A and B. The transition from 05-series to 06-series of amendments is based on the final proposal of the Informal Group for Service Doors, Windows, and Emergency Exits (SDWEE) adopted by GRSG as document GRSG/2012/15. One of the consequences of the new wording is that, if one escape hatch is fitted, it must be positioned in the middle third of the passenger compartment. For Class A and B vehicles with sometimes short passenger compartments (< 3 m), this can be problematic because the middle third position can overlap with the position of the service door, close to which lateral roof reinforcements are necessary to provide structural stability and meet provisions of UN R66. Given that the exact position on shorter vehicles is of lower relevance than for long compartments, this proposal would provide latitude on the exact placement for Class A and B vehicles.

Proposal to clarify the measurement method of the lateral distance of the pedals to the nearest “wall” to the left.
