This proposal was prepared by the experts from the International Organization of Motor Vehicle Manufacturers (OICA) in order to incorporate the content of Regulation (EU) 566/2011 into UN Regulation No. 83.06.

Presentation arguing for a “basic rule” to ensure a consistent framework for engine retrofit regulations.

Proposal to align the 06 series of amendments to UN R83 with the full EU requirements for “social needs” vehicles. In the 06 series of amendments, emission compliance for social needs vehicles is based on M limits only, while in the EU, these vehicles can comply with N1 class 3 limits.

The purpose of this proposal is to modify the content of document GRPE/2013/11 (proposal for the 07 series of amendments to Regulation No. 83 by the European Commission) in order to avoid misinterpretation for practical application and implementation of the regulation.

Proposal for clarifications to the European Commission proposal (document GRPE/2104/2) to align the requirements of Regulation No. 83 with those of European Union Regulation (EC) Nos. 715/2007, 692/2008, 566/2011, 459/2012 and 630/2012.

Revisions to the proposal from OICA to update the on-board diagnostics (OBD) requirements in line with technological progress. This document includes amendments to the 06 and 07 series of amendments, (superseding documents GRPE/2014/8 and GRPE/2014/9 from the January 2014 GRPE session).

The purpose of this proposal is to amend the document GRPE/2015/2 in order to clarify the validity of 06 series of amendment, avoid discrepancies related to the date of entry into force of 07 series of amendment and better clarify the wording of transitional provisions and align them with the General Guidelines for UN Regulatory Procedures and Transitional Provisions in UN Regulations.

Proposal to clarify that no more than four malfunction-indicator failures shall be simulated for type approval.

The subject documents would permit Contracting Parties applying UN R83 and/or UN R101 and which have transposed GTR No. 15 (WLTP) into their local legislation to refuse to accept type approvals granted under the UN R83 and/or UN R101 as a compliance alternative to their national/regional legislation (i.e., aligned with GTR No. 15). OICA proposes to clarify the intent by deleting allusions to the measure as a form of derogation, to replace the phrase “may no longer accept” with “may refuse”, and to introduce a sunset clause to noting that the measure is intended as a stop-gap until such time as GTR No. 15 has been transposed into the corpus of UN Regulations.

Proposal to clarify the procedures and requirements related to the selection of driving modes for testing of OVC-HEV vehicles with a mode selection switch.

OICA request for clarification over whether the test results should reflect the energy (fuel and electric energy) used for vehicle propulsion or the energy used for vehicle propulsion and for energy conversion (recharging the battery – fuel energy to electric energy).

Presentation proposing to amend obsolete footnotes regarding the particulate number emissions limits applicable depending upon the reference fuel selected for the test procedure.

OICA changes to its proposal to modify the Constant Volume Sampling system temperature sensor time response requirement.

Proposal for amendments to the draft supplements to the 06 and 07 series of amendments to:

1. correct errors in Working Paper 2019.08,
2. expand 2019.08 to clarify the special provisions, and
3. resolve a current contradiction of requirements concerning the provision of SCR reagent consumption data via the serial port of the standard diagnostic connector.

Proposal for amendments to the draft supplements to the 06 and 07 series of amendments to:

1. correct errors in Working Paper 2019.08,
2. expand 2019.08 to clarify the special provisions, and
3. resolve a current contradiction of requirements concerning the provision of SCR reagent consumption data via the serial port of the standard diagnostic connector.

OICA request for clarification on the interpretation of Supplement 6 to the 07 series of amendments to UN R83 which enables the use of compliance assessments of vehicles with a reference mass less than 2,610 kg for the purposes of extending the type approval to special purpose vehicles (including armoured ones) having a reference mass exceeding 2,840 kg.

Proposal to clarify “permanent default” and “limp-home mode” in UN R83.

Proposal to amend current definitions to allow fault code erasing in cold regions (< -7°C) and high altitude (> 2440m), harmonizing the definitions with those used in China and the United States.

Proposal to allow for the use of use special denominator conditions for certain components or systems. The current definitions of the specific denominators are based on engine/aftertreatment system combinations designed as one TWC for gasoline vehicles and DOC, DPF and SCR respectively NSC for diesel engines. Upcoming emission requirements will bring up additional aftertreatment components like Gasoline Particulate Filters (GPF) or new designs with more than one SCR catalyst. Such new systems or catalyst combinations might require specific conditions to enable the monitoring, especially when their purpose is designed for such conditions.

Revised proposal to complete the clarification of the basis of the petrol tank capacity restriction for mono fuel gas vehicles and address some administrative issues that have been highlighted during the transposition of WLTP.

Revised proposal to introduce definitions for the terms “permanent” and “Limp-home routines” and to clarify ‘permanent emission default modes.

Proposal to delete two environmental conditions (ambient temperature < -7°C and high altitude > 2440m) in the alternative hybrid electric vehicle cycle for erasing fault codes.

Proposal to introduce provisions to avoid the burden of a new road load determination (e.g., NEDC) in cases where the road load has already been performed under GTR 15 (WLTP).

Proposal addressing the conversion of NEDC road load to WLTP road load in cases where the former has already been determined.

Proposal to clarify that the E10 reference fuel may still be used at the worst case for the Type IV test.

Proposes
• a technically neutral description for the measurement of crankcase pressure in Type III Test.
• the option to test a four-wheel vehicle without being forced to use an artificially created two-wheel drive
mode.

Definition and exemptions for special purpose vehicles are necessary. Possible amendments have been shown for

Proposal to correct the recursive formula of the 05, 06 and 07 series of amendments to UN Regulation No. 83 in the procedure for verifying the conformity of production requirements if the production standard deviation given by the manufacturer is either not satisfactory or not available.

Proposal to permit use of equipment conforming to UN R154 for testing under UN R83 (and by extension to UN R101 which references UN R83).

Annex 4A-Type 1 tests include references to daytime running lamps and rear position and other lamps. In line with UN R48 and its 08 series of amendments which would permit switching off of rear position and other lamps when ambient light conditions are above 7,000 lux to avoid unnecessary fuel consumption, this proposal would permit ambient lighting during dynamometer operation above this threshold.

Presentation on how to harmonize the requirements of the 06 and 07 series of amendments to UN R83, the 01 series of amendments to UN R101 and the original, 01, 02 and 03 series of amendments to UN R154 respectively, and to ensure consistent type-approval test conditions with the introduction of the 08 series of amendments to UN R48.

Proposal for changes to the draft amendments to the 05, 06, and 07 series per the following justifications:

1. In GRPE-86-12, the introduction of SAE J 1979-2 was proposed for Series 05, 06 and 07 of Regulation No. 83. Due to the different structure of Series 05 and 06 compared to 07, this proposal was not adopted. This proposal introduces the new standard to Series 05 and 06 and aligns the standards with Series 07.
2. The standards used for transmission of OBD information are maintained by international standardisation bodies (ISO, SAE). These standardisation body have to be informed.
3. Alignment of wording between the first sentence of paragraph 3.2.1.2. (“ambient or engine temperatures”) and the second sentence, where “or engine” was missing to avoid misunderstanding and ambiguity. Engine temperature is sometimes used as a substitute for ambient temperature. In this case, the engine temperature is evaluated once after a longer engine shut off phase. Only in this case an approval is necessary, as this is the only case, where an OBD monitor is disabled for the complete trip.
4. Align Paragraph 6.5.1.3. with GTR No. 15 to avoid ambiguity.

Proposal to extend to the 05 series of amendments the option from the 06 and 07 series to use the calculation of road load values determined according to UN GTR 15 (WLTP).

Proposes some amendments to working document ECE/TRANS/WP.29/GRPE/2024/8 introducing change stop footnotes to Table A3/1 and makes changes to the transition provisions

Proposal to amend the scope to allow type approval of vehicles that previously where only within the scope as an extension based on their reference mass.

Proposal to amend UN R83 by deleting Annex 1, paragraph 3.4.3. and renumbering paragraphs 3.4.3.1., 3.4.3.1.1., 3.4.3.1.2. and 3.4.3.1.3. to read 3.4.3., 3.4.3.1., 3.4.3.2. and 3.4.3.3., and deleting Annex 2, paragraph 1.9.2. The concept of “Operating Mode Switch” has been removed from the Regulation and these two paragraphs were omitted from this removal and should be deleted from both the manufacturer’s information document and the addendum to the approval certificate.
